09-04-2018YELM CITY COUNCIL STUDY SESSION TUESDAY, SEPTEMBER 4, 2018, 6:00 P.M. PUBLIC SAFETY BUILDING 206 MCKENZIE AVE. YELM, WA 1. Mayor Foster called the meeting to order at 6:00 p.m. 2. Present: Councllmembers: EJ Curry, Molly Carmody, Cody Colt, Tad Stillwell, Tracey Wood, Terry Kaminski and Joe DePinto. Staff present: City Administrator Michael Grayum, Finance Director Joe Wolfe, Community Development Director Grant Beck, Public Works Director Chad Bedlington, and City Clerk & HR Manager Lori Mossman. 3. a. WSDOT — Loop Update Bill Elliot from Washington State Department of Transportation updated the Mayor and Council on the status of the SR 510 Loop with a presentation. Mr. Elliot shared the complete time line from 2000. 3. b. Transit Initiative — Ann Freeman-Manzanares Ann Freeman-Manzanares gave a presentation on the upcoming Transit Initiative that will be on the ballot this November and what the Initiative would provide for the community. 3. c. Salary Commission application review Mayor Foster stated one application has been received for the Salary Commission. Three members are needed to form the Commission. 4. Mayors Report Mayor Foster announced that the Washington State Auditors are at city hall conducting performance and financial statement audits. There will be an entrance meeting soon with the auditors. There was an email sent to Council outlining the upcoming Budget process. The Art wall on the back of the Slopak's building is moving forward. Tomorrow is the first day of school and Tornado Alley is up and running. September 11 will be the Joint City Council/School Board meeting at the Community Center. There have been 8 applications received for the LTAC Committee to review. Prairie Days Revitalization Committee will be meeting this Thursday at 6:30 pm. S. Council Initiatives Councllmember Curry would like the Fireworks issue to be addressed by New Years. Councilmember Kaminski shared her research on the value of the old city hall building. Councilmember Stillwell would like more information on the 640 acres that City has acquired. Councilmember Stillwell would like to rotate the Mayor Pro -tem position to one year instead of two years. Councilmember Colt updated everyone on the process of adding an item to the meeting agendas. Councllmember Carmody has a policy idea for three story buildings in Yelm. Councilmember DePinto would like to schedule a Council Retreat soon.
