1. Mayor Foster called the meeting to order at 6:00 p.m.
2. Roll Call Present: Cody Colt, Tad Stillwell, Tracey Wood, Joe DePinto and Terry
Kaminski. Molly Carmody arrived at 6:03 p.m.

CODY COLT VOTED NO ON THE AMENDMENT. SECONDED BY CODY COLT.

AWARD IN THE AMOUNT OF $305,019.00 FOR THE CITY PARK
SPLASHPAD PROJECT. SECONDED BY MOLLY CARMODY. 6-0, MOTION

b. Professional Services Agreement - Landscape Architectural Services for City Park
Splashpad
18-115 MOTION BY TRACEY WOOD TO AUTHORIZE MAYOR JW FOSTER TO SIGN
AND EXECUTE THE PROFESSIONAL SERVICES AGREEMENT FOR
LANDSCAPE ARCHITECTURAL SERVICES ASSOCIATED WITH THE CITY
PARK SPLASHPAD & PLAYGROUND PROJECT IN THE AMOUNT OF
$40,178.00. SECONDED BY MOLLY CARMODY. 6-0, MOTION CARRIED.

• Outlined the upcoming Budget process
• 1400 vehicles use Tornado Alley daily.
• WSDOT Open House on the Bypass will be Thursday, September 27, 2018
from 4:30 - 6:30 at the Yelm Community Center.
• Joint task force will meet on Friday to discuss Foster Water decision at the
Yelm Community Center from 9:00 am - 12:00 pm.
• Water Rights briefing at the November Study Session.
• All Staff Appreciation Luncheon will be October 5, 2018 at the Yelm
Community Center and staff will be presented a preliminary budget.
• JCI will be at the next Study Session to discuss Investment Grade Audit.
• Our Water Reclamation Facility will be upgraded to a Membrane System.
Councilmember Carmody attended the Intercity Transit Authority meeting,
Nisqually River Council meeting and the Courthouse Advisory Committee meeting.
Councilmember Colt had a Supreme Court Judge visiting with his middle school
students last week. Councilmember Colt has been talking with Natalie Ames who
will be hosting the first Mermaid Festival next year.
Councilmember Stillwell attended the Yelm Public Safety Committee meeting.
Councilmember DePinto attended the Yelm Public Safety Committee meeting,
Reserve Officers graduation ceremony, First Responders BBQ in Tenino, FAA
Presentation, City of Lacey Parks and the South Thurston Economic Development
Initiative meeting. Councilmember DePinto congratulated Jim May on his new
career path and thanked him for many years of service with Yelm.
Mayor Foster attended the Yelm Community School Bond Committee meeting,
EMS Council meeting for Councilmember Colt, Open house for Carstar Premier
Collision center and Sergeant Carlson's demonstration on the new gym
equipment. Economic Development Director Grant Beck gave a great presentation
at the STEDI meeting. "Mothers too many" handed out food to the kids at the
skate park. The City received a third application for the Salary Commission. Mayor
Foster took a moment to remember Don Miller and the many years of service that
he dedicated to our community.
