A RESOLUTION of the City Council of the City of Yelm, Washington, expressing
supportfor Intercity TransitAuthority's PropositionNo. 1 concerning financing of
public transportation services on the November 6, 2018 GeneralElectionBallot.
WHEREAS,voters residing within theThurston County Public
Transportation Benefit Area (PTBA), which encompasses the city limits of the
Cities of Olympia, Lacey, Tumwater and Yelm and their urban growth areas, will be
presented with a proposition authorizing Intercity Transit (IT) to collect an
additional four-tenths of one percent (.04%) sales and use tax to maintain, improve
and expand public transportation services at the General Election on November 6,
2018, with the following official Ballot Title:
The Intercity Transit Authority adopted Resolution 02-2018 concerning a
proposition to finance public transportation services. This propositions seeks
voter approval to increase the sales and use tax within the public
transportation benefit area by four-tenths of one percent (0.4%) to maintain,
improve and expand transit services. The funds would preserve current
services, expand bus routes into new areas, increase the frequency and
operating hours of local and commuter bus service, make capital and
technology improvements and expand specialized transportation services for
seniors and individuals living with disabilities.

WHEREAS,IT completed a two-year community outreach project entitled
"IT Road Trip" that identified the community's vision of public transportation in
Thurston County, developed three different service scenarios, and resulted in
support for a "Transformational System" service scenario; and
WHEREAS, a "Transformational System" service scenario would extend IT's
span of service, improve the frequency of bus trips, develop service to new areas,
establish enhanced commuter service, develop bus rapid transit, provide enhanced
capital facilities, change the way fares are paid, provide night owlservice, and
maintain on-time performance; and

WHEREAS, IT has projected that the population within the PTBA will
increase 43% by the year 2040, with the senior population representing a higher
percentage of future population growth; and
WHEREAS, IT is currently collecting eight-tenths of one percent (.08%) sales
and use tax within the PTBA and is authorized under RCW 82.14.045 to submit a
proposition to the voters for an additional four-tenths of one percent (.04%) sales
and use tax; and
WHEREAS, Washington State law allows city councils to express collective
support or opposition to ballot propositions; and
WHEREAS, the City Council finds that it is in the best interests of its
residents and the City to express its collective position in support of theIntercity
Transit Authority's Proposition No. 1.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF YELMAS FOLLOWS:
Section 1.The City ofYelmCity Council supportsIntercity Transit
Authority's Proposition No. 1 to increase the sales and use tax an additional four-
tenths of one percent (.04%) to maintain, improve and expand public transportation
services.
Section 2.The City of YelmCity Council hereby urges its registered voters
to approve Intercity Transit Authority's Proposition No. 1 on November 6, 2018.
Section 3.Effective Date.This Resolution shall become effective
immediately upon adoption and signature as provided by law.

3. a. JCI –Facilities IGA results
Local Government Sr. Account Manager LarryOwens and Project Manager Peter White
updated the Council on the upcoming timeline and potential areas for improvement.Their
proposal describes a specific set of Energy Efficiency Measures (EEM) with associated
guarantees of utility savings and performance, a proposed schedule, and a guaranteed
maximum price for installation.
3. b.Salary Commission update
Michael Grayum stated that we have received three applications for the Salary Commission
applications. That is the minimum number of members for the Salary Commission.

Councilmember Carmody explained the process of the upcoming Ad Valorem.
Councilmember Carmody doesnot see the value of the subcommittee meetings.
Councilmember Kaminski asked about the SmallCell Broadband and the Yelm Community
Center Sunday rental schedule.
Councilmember Stillwell would like to have a discussion with Timberland RegionalLibrary
aboutthe Old City Hall.
CouncilmemberColt reported that the General Government will be updating the Protocol
Manualsoon.
Councilmember DePinto would like to discuss Park Fees.

·The Timberland Regional Library is invited to the next Study Session to talk
about the old City Hall usage.
·10-18-18 is the Great American Shake Out.
·Parks Advisory Board meeting on November 5, 2018 at 6:00 pm at the
Yelm Community Center to discuss Christmas in the Park.
·On November 12th a Veteran’s Day Celebration at the Yelm Community
Center at 3:00 pm.
·A contract has been approved for IT Services that will reduce our monthly
expenses considerably.
Councilmember Colt met with a person from “Together” and was prov ided a
pamphlet with resources for people in need.
Councilmember Stillwell attended the Board of Directors of Economic
Development Council meeting.
Councilmember DePinto reported that the Association of Washington Cities
released their Legislative Priorities.
MayorFoster attended the Association of Washington Cities Risk Management
Board meeting, the Washington Department of Transportation meeting hosted by
Yelm regarding the Yelm Loop, Legislative Task Forceon water resourcesmeeting,
Association of Governmental Insurance Risk Pools Conference in PortlandOR,
Leadership Thurston County, Thurston Regional Planning Council meeting, the All
Staff Employee Luncheon, Homeowners Association meeting to answer questions
about the city and South Puget Sound Community College fundraising event.
Mayor Foster reminded everyone thatthis week is Fire Prevention Week and
October is awareness month for 22 organizations. Mayor Foster also reminded
everyone that tomorrow (10-10-18) is water shut-off day and auto pay is
available.

WHEREAS,the City of Yelm acknowledges that homelessness is a significant societal concern;
WHEREAS,the City of Yelm has identifiedincreasing numbers of homeless citizenson its
streets,in its public spaces, and on City-owned property;
WHEREAS,the City of Yelm wishes to be proactive in addressing these concerns moving
forward, rather than reactive;and
WHEREAS,the City of Yelm desires to create a Homeless Task Force as an ad hoc advisory body
to the Yelm City Council;
THEREFORE,BE IT RESOLVED,the City of Yelm establishes a Homeless Task Force toidentify
and analyzeexisting resources for the homeless, to identify overlaps or gaps in existing services,
and to identify areas in which the City may use its resources to coordinate services for the
homeless population of the City of Yelm. The Task Forceshallbe composed of representatives
from the following stakeholder groups:
a)City Council (1 member)
b)City Staff (1 member)
c)Medical profession (1 member)
d)Medical profession specializing in addiction and mental health issues (1 member)
e)Non-profit organizations which provide services to the homeless (2 members)
f)Citizen-at-large,appointed by the Mayor, after interview with theaforementioned
representatives. This citizen must live within the Urban Growth Area of Yelm.
The Task Force shall producea final report to the Council no later than 6 months after the date
of its first meeting, which shall occur within 1 month of the signing of this resolution. The final
report shallinclude the following analyses and recommendations:
·A comprehensive list of services currently provided to Yelm’s homeless community by
federal, state, and local governments,as well as those services provided by non-profit
organizations.
·An analysis of existing services, focusing on overlaps and gaps in service.
·Review of neighboring municipalities’ code language and ordinances regarding
homelessness.
·Analysis of ThurstonHomeless Housing Task Force(or the designated body)and itsfive-
year homeless housing plan, per RCW43.185C.160.
·Recommendations on how to close current service gaps and reduce service overlaps.
·Recommendations for the City on how to coordinate or create services, programs, or
facilities for the homeless community.
The Yelm City Council appropriates $2500 toprovide adequateresources to support the
research and analysis and final report that willbe produced by the Task Force.
