WORKSHOP OF THE YEIM CITY COUNCIL
PRCNIDAY, APRIL 9, 1990, 5:00 PM, YEIri CITY HALL
The workshop was called to order by Mayor Sanders at 5:05 PM. Council
present: Amos Lawton, Kathy Wolf, Martha Parsons, Arnold Drogseth and
Rick Kolilis. Staff: Gene Borges, Tim Peterson and Shelly Badger.
Visitors: Don Miller and Bill Trull. Yelm Parks Advisory Committee
members: Dick Carrig, Lisa Hills, Bill West and Cecelia Jenkins.
Yelm Parks Advisory Committee: Dick Carrig, Chair brought the Council up-
to-date on the following:
1. Asked for the Council's support to allow the Yelm Parks Advisory
Committee to participate in the Thurston Countywide coalition to research
the feasibility of a countywide bond issue for parks. This will be
discussed further at the April 11, 1990 regular meeting of the Council.
2. Asked that the City of Yelm consider providing the security for the
Eagles Springfest and Oktoberfest community celebrations.
3. Informed the Council that the Yelm Parks_Advisory Committee would like
to establish a new, updated comprehensive park and recreation plan.
4. Chair Carrig inforrr~ed the Council that the Park Committee would like
to have an equipment operator to clear a path around Cochrane Park so the
Committee may mark the trees to be marketed. Gene Borges informed the
Committee that three price quotes need to be obtained from qualified
timber harvesters prior to marketing the timber. City Hall staff agreed
to obtain the price quotes needed.
5. County-owned park property - Dick stated that the Yelm Parks Advisory
Committee supports the concept that the park be developed as a multi-use
activity park. Bill Miller, committee member has drawn a sketch of the
field showing 3 baseball diamonds, a football field and 2 soccer fields.
6. Discussion on the formation of a parks and recreation district.
Councilwoman Wolf asked that the Parks Advisory Committee research the
matter fully and present the information back to the City Council.
7. Discussion on the draft of the new park ordinances on the level of
authority of the Yelm Parks Advisory Committee.
City Hall Expansion: Staff is still assembling all necessary information
before the Council makes any decision on the project.
Auto-wrecking yard fencing requirement: Discussion on fencing of auto-
wrecking yar,cls in Yelm. Bill Trull, owner, Bill's Towing, informed the
Council that he has plans to install a new site obscuring fence around the
auto-wrecking portion of his business.
Shelly Badger brought the Council up-to-date on Yelm's proposed water
revenue bond issue to finance well #3 and the purchase of real estate.
The Council will take action on the bond company and bond counsel
agreements on April 11, 1990.
The workshop adjourned at 6:55 PM.
