CITY OF YELM REGULAR COUNCIL MEETING
WEDNESDAY, APRIL 25, 1990, 7:30 PM, YELM CITY HALL
The meeting was called to order at 7:30 PM. All present
joined in the flag salute. Councilmembers present: Arnold
Drogseth, Kathy Wolf, Amos Lawton, Rick Kolilis and Martha
Parsons. Staff: Gene Borges, Shelly Badger, Glenn Dunnam
and Daisy Lawton. Visitors: Faith Hagenhofer and Don
Miller.
The agenda was approved on a motion by Martha Parsons, second
by Kathy Wolf. Motion carried.
The minutes of the April 11, 1990 Regular Meeting of the City
Council were approved on a motion by Kathy Wolf, second by
Arnold Drogseth. Motion carried.
The minutes of the April 9, 1990 workshop of the Yelm City
Council were approved on a motion by Kathy Wolf, second by
Martha Parsons. Motion carried.
Arnold Drogseth moved to approve payroll for the month of
April, 1990, second by Martha Parsons. Motion carried.
Rick Kolilis reported on the April 17, 1990 Planning
Committee Meeting:
The Planning Committee moved to recommend to the Yelm City
Council to deny a request to locate a 19 foot concession
trailer, for the purpose of operating a Mexican food stand,
at the corner of Yelm Ave. E and Clark Rd., as existing
ordinances do not allow such a use. Kathy Wolf moved to deny
the request for a waiver/variance in current zoning
regulations, as per the Yelm Planning Committee's
recommendation, second by Martha Parsons. Rick Kolilis
abstained. Motion carried.
The Planning Committee moved to recommend approval by the
Yelm City Council for a swap meet, garage sale, flea market
and farmer's market to be operated on the property between
Jefferson NE and Van Trump Ave. NE., subject to all local,
county and state requirements being met.
Martha Parsons moved to issue a "conditional use permit" to
John Klapp, subject to notification to adjacent property
owners for comment, to operate a swap meet, garage sale,
flea market and farmer's market at the above location subject
to the following conditions:
1. Meet all requirements as set forth by regulatory agencies
including but not limited to: Thurston County, City of Yelm,
State of Washington and Federal Government.
2. Sales may be held on Saturdays and Sundays from lOAM-2PM.
3. Emergency alley access can not blocked or hampered in any
way.
4. If event becomes so large that parking becomes a problem,
the Conditional Use Permit will need to be re-evaluated as to
its continuance.
5. All health and sanitation codes must be met.
6. Sign ordinances must be followed.
The motion was seconded by Arnold Drogseth, Amos Lawton
opposed, Rick Kolilis abstained. Motion carried with Arnold
Drogseth, Kathy Wolf and Martha Parsons voting yes.
Mayor Sanders and Gene Borges updated the Council on the
meeting with Department of Transportation on future work on
Yelm Avenue and the possibilities of obtaining grants to
~~ ~ d~eop arterials in and around Yelm.
Street Report: Gene stated that Yelm Telephone Co. is
installing sidewalks and storm drainage on McKenzie, Second
Street and Mosman around the new shop. A letter of
appreciation will be sent, as they were only required to
improve the area in front of the new building.
Water Report: All valves have been checked for leaks. Gene
met with the architect and engineer for Yelm Elementary
School #4 regarding the drainage problem onto Yelm's well #3
site. The school will be correcting the problem.
Yelm Wastewater Facilities Plan update: Shelly updated the
Council on progress on the Farm Home Administration and
Environmental Protection Agency grant/loan applications. FHA
application will be submitted by July 10, 1990, EPA should be
prior to that date.
Library Report: Faith Hagenhofer, Librarian, updated the
Council on the March children's programs, National Library
Week programs and the upcoming summer reading program. An
invitation was extended to Mayor Sanders and the Council to
the Lacey Library groundbreaking ceremony, April 27, 1990 at
12:30 PM.
Faith commented that at a recent library conference she
attended, Timberland was commended for their extended library
service (patron access catalog, order by mail, home computer
access to books, no late fees, etc.).
Police Report: Mayor Sanders and Chief Dunnam attended
Officer Swenson's graduation from the Washington State Police
Academy. A letter of resignation was received from Sergeant
Jeff Norton effective May 1, 1990.
No court report for the month of April.
Kathy Wolf moved to enter into an agreement with Quality
Sheet, Inc. to install air conditioning at Yelm City Hall for
$4000.00 plus tax (a 1990 budget item), second by Amos
Lawton. Motion carried.
Daisy Lawton presented the Treasurer's Financial Report for
first quarter 1990.
Kathy Wolf moved to approve Ordinance No. 373, rezoning
property southeast of Cochrane Park from single-family
residential to multi-family residential, second by Arnold
Drogseth. Motion carried.
The City Clerk was directed to establish a change fund for
Yelm Municipal Court in the amount of $50.00.
Mayor Sanders asked for the Council's opinion on the
placement of entryway signs that state that the citizen's of
this area will not tolerate illegal drugs. The Council
suggested that service clubs and civic organizations organize
together to place the signs or place an advertisement stating
their support of local law enforcement.
Kathy Wolf moved to approve Ordinance No. 353, enrolling Yelm
in the National Flood Insurance Program, second by Martha
Parsons. Motion carried.
Kathy Wolf moved to approve the Narazonick short plat #8025,
second by Amos Lawton. Motion carried.
Amos Lawton moved to deny the UCBO's request to hold the
summer free lunch program at Yelm City Park due to the fact
that health facilities are not equipped to handle daily use
for an extended period of time, second by Kathy Wolf. Motion
carried.
