10/24/90MIN[IIES ~"~',~ ~ CITY OF YEIl~I RTG[JIAR COUNCIL MEETING WIDNESDAY, OC'PC6ER 24, 1990, 7:30 PM, YELM CITY HALL The regular meeting was called to order by Mayor Sanders at 7:30 PM. All present joined in the flag salute. Council present: Kathy Wolf, Amos Lawton, Arnold Drogseth, Martha Parsons and Rick Kolilis. Staff: Marilyn Arnold, Shelly Badger and Gene Borges. Visitors: Faith Hagenhofer, Ron McCammant, Dick Thiel and Tony Vivolo of Gray & Osborne, Inc. The agenda was approved on a motion by Rick Kolilis, second by Martha Parsons. Motion carried. October payroll was approved on a motion by Arnold Drogseth, second by Amos Lawton. Motion carried. The minutes of October 10, 1990 were approved on a motion by Kathy Wolf, second by Martha Parsons. Motion carried. Dick Thiel and Tony Vivolo were present from Gray & Osborne, Inc., Consulting Engineers. The firm has been in business for 55 years and has 20 licensed engineers. They offer an array of services structured to meet all the engineering and planning needs of cities (firm does not do work for private industry). Mr. Thiel provided the City Council with other city references to contact if the City of Yelm becomes interested in retaining a city engineer. Resolution No. 215 pertaining to an interlocal agreement establishing Thurston County District Court filing and jury trial fees was approved on a motion by Rick Kolilis, second by Kathy Wolf. Motion carried. Resolution No. 216 stating opposition of Initiative 547 and support of the current state legislation, H62929 was approved on a motion by Rick Kolilis, second by Martha Parsons. Unanimous, motion carried. Kathy Wolf, City Hall liaison, mentioned Yelm's present ordinances in regards to duties of Mayor, City Council and all employees. In light of Yelm's change to a code city, she suggested that all current ordinances be reviewed and revised to insure their conformity with code city RCW's. Councilman Lawton volunteered to assist Mrs. Wolf with the review process and present revised ordinances to the Council for their action. Ron McCammant, Yelm resident, was present to suggest that Yelm consider a "cat control" ordinance due to the problem with excessive cats in the city. Staff was asked to call other cities for suggestions and sample ordinances (if available) and to research Yelm's present animal control ordinance in regards to the number of cats/dogs allowed per residence. Staff will report back to Council on November 14, 1990. Mayor Sanders informed the Council that the Viacom holiday commercial taping will be on Wednesday, November 14, 1990 prior to the Regular Council Meeting at 6:30 PM. A letter was received from Deborah A. Sponton expressing concern of the serving of alcohol at community events, particularly Oktoberfest. She included a copy of a letter sent to all Yelm High School parents encouraging parents to sign agreeing to hold alcohol and drug free parties at their homes. Council suggested that the matter be brought before the Yelm Parks Advisory Committee for their review and recommendation before responding. It was noted that the Oktoberfest is a controlled event in regards to the beer garden and that all local and state regulations are upheld in regards to serving alcohol. Martha Parsons moved approval of the bid from Technical Systems Incorporated for the telemetry system for Yelm's water system in the amount of $19,491.00 with the possibility of a change order reducing the amount by approximately $3,500.00. Second by Rick Kolilis. Motion carried. Rick Kolilis moved approval to authorize staff to begin the formial bid process for the City Hall addition, meeting all legal requirements, second by Amios Lawton. Motion carried. Gene Borges stated that the Yelm Police Officers Guild contract is not ready to present to Council at this time. A revised contract between the City of Yelm and Police Chief Dunnam was presented to the Council for their approval and signatures. Chief Dunnam has signed the document. Amos Lawton moved approval of the contract effective October 24, 1990, second by Kathy Wolf. Unanimous, motion carried. The Planning Committee minutes and action items will be brought before the Council at the November 14, 1990 Regular Council Meeting. Due to the complexity of the meeting, Sandy Mackie is reviewing the minute text in regards to zoning ordinance amendment requests. Faith Hagenhofer, Yelm Librarian, was present to give the September library report. A 8 hr. per week library assistant is being re-hired. Timberland Library has walked through the Yelm Public Safety Building and will be submitting recorm~ended changes to staff in regards to the layout of the building. Marily Arnold, Yelm Police Secretary/Dispatcher, was present to report to the Council for the Police Department. Chief Dunnam is out of town for approximately one week, she will be reporting daily to the Mayor and City Administrator. Yelm Municipal Court report was received for September 1990. 144 tickets logged in of which 40 were criminal citations and 102 non-criminal infractions. Street & Water Report: Water main break at 103rr1 and Tranquility Lane on Sunday, October 14, 1990. Inventory has been reviewed to insure that all parts are available for emergency after-hour watermain breaks. Gene reported that some hand cleaning of Yelm Creek has begun behind Tom, Dick & Harry's. Thurston County Conservation Corps and interested citizens have volunteered to do some of the work that can be done at this time. The event will be held on Saturday, December 1, 1990. Next meeting of the committee will be Tuesday, November 13, 1990, 7:00 PM, Yelm School District. Park Committee requested of Council to expend up to $4000.00 for repairs and upgrading of the kitchen in Yelm City Park this year and to expend up to $400.00 to support Christmas in the Park activities. Martha Parsons moved that after review by staff to determine the amount available after November and December ordinary expenses, that the Yelm Parks Advisory Committee be authorized to expend the remaining balance in the park budget, prior to December 31, 1990, for necessary repairs and renovation of the Yelm City Park kitchen building. Second by Arnold Drogseth. Motion carried. Martha Parsons moved to authorize the Yelm Parks Advisory Committee to expend up to $400.00 to support Christmas in the Park activities, second by Arnold Drogseth. Motion carried. The 3rd Quarter Financial Report was submitted to the Council by Treasurer, Daisy Lawton. Council thanked Mrs. Lawton for keeping them updated on the cities financial position. A "Growth Management Update" prepared by the Association of Washington Cities was given to the Council in regards to Initiative 547. A notice was received from Thurston County Public Works stating that funding has become tentatively become available to replace the Reservation Road bridge.
