WEDI~SDAY, DE(~ER 12, 1990, 7:30 PM, YEIM CITY HALL COUNCIL CHAMBERS
The meeting was called to order by Mayor Sanders at 7:30 PM. All present
joined in the flag salute. Councilm~embers present: Amos Lawton, Arnold
Drogseth, Martha Parsons and Rick Kolilis. Kathy Wolf was not present due
to a back injury. Staff present: Gene Borges, Shelly Badger, Sandy
Mackie (Ownes Davies Mackie) and Glenn Dunnam. Visitors: DoI1 Miller, Joe
Huddleston, Andy & Jenette Haapala and David Campbell.
Added to the agenda was:

Agenda was approved on a motion by Rick Kolilis, second by Martha Parsons.
Motion carried.
Amos Lawton moved to approve the following vouchers numbered 8467 - 8555,
second by Arnold Drogseth. Motion carried.

At 7:35 PM the Public Hearing on the annexation of property at the
junction of Solberg & Mosman Streets SW was opened. No comments from the
public. Regular meeting reopened at 7:36 PM.
Rick Kolilis moved to adopt and approve Ordinance No. 390 providing for
annexation of a 30' & 60' strip of property at the junction of Solberg &
Mosman Streets SW, second by Martha Parsons. Motion carried.
Martha Parsons moved to approve Ordinance No. 389 determining the
estimated amount of revenue to be raised by ad valorem taxes in the amount
of $150,091.00 for the City of Yelm for the fiscal year 1991 and fixing
the amount of ad valorem taxes in the amount of $3.2074 per $1,000
assessed value to be levied~in 1991, second by Arnold Drogseth. Motion
carried.
Andy & Jenette Haapala, owners Frontier Village Cleaners, and David
Campbell from Hunter, Campbell & Associates were present to request that
the City of Yelm grant approval to to utilize an area approximately 100' X
100' in Yelm City Park for the purpose of expanding their present
drainfield. Due to increased use of the laundromat over the last five
years, the present system has become overloaded and Thurston County Health
Department has mandated that the drainfield be expanded to accommodate the
increased volume of water. David Campbell, septic designer, explained
that the proposed expansion would involve a seepage bed with trenches
approximately three feet below the surface and could not be used for a
roadway, parking lot or building site.
Sandy Mackie, Yelm City Attorney, explained that Yelm currently has three
septic tanks within the park and expressed a concern with the close
proximity to Yelm's city 'wells due to the shallow supply of drinking
water. Gene Borges suggested that Yelm obtain an engineer report to give
the Council the additional technical information necessary to make a
determination. '
Martha Parsons moved to accept the City of Olympia contract for jail
services for 1991, second by Rick Kolilis. Motion carried. Only change
is the increase in per day charge from $21.00 to $27.50.
Chief Dunnam reported that he has received complaints from downtown
businesses regarding unauthorized parking. Chief will be following up on
the complaint.
At 7:57 PM, the Public Hearing was opened on the 1991 Final Budget. A
balanced budget and salary schedule were available for public comment.
With no comment from the public, the Hearing was closed at 8:00 PM.
Mayor Sanders scheduled an additional budget workshop to review the;rPol ~ce
Officer's Guild contract and Public Works salaries on Tuesday, December
18, 1990 at 5:00 PM.
Gene Borges reported that the proposed Yelm Police Officer Guild contract
will be presented to the Council at the December 18, 1990 workshop for
their inital review. Negotiations are near completion between
Administration and the Guild.
Mayor Sanders reported that Yelm Municipal Court received $655.00 from
Allied Collections in the month of November.
At 8:07 PM, Council dismissed to an Executive Session to discuss "city
enforcement actions". At 8:37 PM, Council reconvened.
Mayor Sanders invited Councilmembers and spouses to the Holiday Potluck
Luncheon on Monday, December 17, 1990, noon, Yelm City Hall.
Gene Borges reported on the Railroad Strategy Committee meeting of
November 29, 1990. Representatives from Thurston Regional Planning
Council, Washington State Department of Transportation, Rails to Trails,
Burlington Northern, Rainier Mayor Logan and Rainier Councilmembers all
attended the meeting chaired by Councilwoman Wolf. Many valuable
strategies were discussed to save the railroads in Thurston County.
Mayor Sanders reminded Council of the December 17, 1990 Public Information
Meeting on the Yelm Sewer Project to update the public on any changes to
date within the Facilities Plan.
The Yelm Historic Preservation Commission met on Wednesday, December 5,
1990 to discuss plans for 1991 in regards to nominations to the Yelm
Register of Historic Places.
With no further business, Arnold Drogseth moved to adjourn the meeting at
8:50 PM, second by Martha Parsons. Meeting adjourned.
