'" CITY OF YELM REGUIIIR COUNCIL MEETING
WEDNESDAY, JANUARY 9, 1991, 7:30 PM, YELM CITY I-IALL COUNCIL CHAMBERS
The regular council meeting was called to order at 7:30 PM by Mayor
Sanders. All present joined in the flag salute.
Councilmembers present: Kathy Wolf, Amos Lawton, Arnold Drogseth, Martha
Parsons and Rick Kolilis. Staff: Gene Borges, Shelly Badger and Glenn
Dunham. Visitors: Don Miller, Michelle Arnold (Thurston County Public
Works, Waste Reduction and Recycling Program) and Norm LeMay (LeMay
Enterprises).
Kathy Wolf moved, second by Martha Parsons to approve the evening's agenda
with the addition of new business (a): Thurston County Mayors' mieeting.
Motion carried.
The minutes of December 26, 1990 were approved on a motion by Martha
Parsons, second by Amos Lawton. Motion carried.
The following vouchers numbered 8559 - 8639 were approved on a motion by
Rick Kolilis, second by Kathy Wolf. Motion carried.

Mayor Sanders reported on the first monthly meeting of the Thurston County
Mayors and County Commissioners held on January 9, 1991. Problems and
concerns within Thurston County will be discussed.
Michelle Arnold, staff, Thurston County Waste Reduction and Recycling
Program, was present to discuss elements of the Thurston County Solid
Waste Management Plan. She highlighted the history of the planning
process beginning with the 1989 "Waste Not Washington Act" which requires
all counties to write a comprehensive solid waste management plan by July
of 1992. After much informative discussion explaining the recycling
program, Kathy Wolf moved to commit to participate in Thurston County's
Solid Waste Management Plan and comply with provisions of the draft
Thurston County ordinance, second by Martha Parsons. Motion carried.
What this means to Yelm garbage customers is as follows:
1. A curbside recycling program will be implemented for all city garbage
customers. The existing hauler, LeMay Enterprises, will be utilized to
keep costs low. Thurston County's recycling program is planned to begin
May 1, 1991. Yelm would try to start near that time.
2. Yelm's local buy-back center would be utilized to comply with the
regional drop-off provision of the ordinance. Thurston County would
promote Yelm's recycling center in their promotional material.
3. As a participant, Yelm will receive all promotional and educational
material regarding waste reduction and recycling from Thurston County.
Only cost to Yelm is for distribution of the materials.
4. Data collection reports will be processed by Thurston County and
available to participating jurisdictions. Yelm residents will be allowed
to take advantage of all Thurston County waste reduction and recycling
special programs due to Yelm's commitment.
Through Yelm's participation in Thurston County's plan, Yelm will be in
compliance with the 1989 Waste Not Washington Act, which requires all
cities and counties to formulate a waste reduction and recycling plan by
July 1992. A representative of Yelm's Recycling Committee will be the
liaison between Thurston County's Solid Waste Advisory Committee and the
Yelm City Council throughout the planning completion process.
A special note mentioned by Michelle Arnold...the Yelm School District w~~ ,.~~r
chosen as the rural school district along with North Thurston ~S hoo;~l '
District (urban) to participate in the "school waste reduction and
recycling education program". A school assembly program, classroom
presentation program with student activity guides and a recycling
collection program will be integrated into the tvx~ school districts,
starting with the elementary grades the first year.
Ordinance No. 394 amending the 1990 City of Yelm Budget was approved on a
motion by Rick Kolilis, second by Martha Parsons. Motion carried.
Yelm Police Guild Contract: On a majority vote of the Guild, the
negotiated contract was accepted.
Yelm Historic Preservation Commission meeting of January 2, 1991: The
Commission has contacted members of the Senior Citizen's Center and
Masonic Temple to discuss nomination of their properties to Yelm's
Register of Historic Places. The Commission will meet with the respective
boards to discuss the nomLination in greater detail. A survey consultant
was interviewed to perform Yelm's 1991 survey which should finish the
survey for the entire city limits of Yelm. Staff will return to Council
with a formal recommendation from the Commission on the selection of a
consultant.
Yelm Parks Advisory Committee Meeting of January 8, 1991: The Committee
elected 1991 officers with Dick Carrig as Chair and Marlou Allen as
Secretary. Meeting time was changed to 5:00 PM on the 2nd and 4th
Tuesdays of each month. The group made a commitment to complete the
renovations planned for the kitchen building by May 1, 1991. On the Parks
Advisory Committee's recommendation, Rick Kolilis moved to approve the
park use request of the Yelm Eagles for Springfest to be held May 3, 4 and
5, 1991 with a carnival, beer garden, food, games, crafts and
entertainment, second by Arnold Drogseth. Motion carried.
Yelm Sewer Project update: Staff continues its meetings with Farmer's
Home Administration to finalize details of grant/loan application.
At 8:40 PM, Council went into an Executive Session to discuss real estate.
Council reconvened at 9:12 PM.
The following correspondence was received:
1. Reminder of the January 10, 1991 meeting of the Council and Thurston
County Commissioners to discuss the joint plan.
2. AWC "Doing the Right Thing" workshop - February 7, 1991
3. Letter of thanks from Yelm Library Board for commitment of property to
Timberland Regional Library for future construction.
4. Letter of thanks from UCBO for 1990 support of agency.
5. Letter of concern from community member regarding placement of
additional septic tank in Yelm City Park.

With no further business, the mieeting was adjourned at 9:14 PM on a motion
by Arnold Drogseth, second by Martha Parsons.
