CITY OF YEIM REGULAR COUNCIL MEETING
WEDNESDAY, JANUARY 22, 1992, 7:30 PM, YELM CITY HALZ COUNCIL Ci-il~7BERS
The regular meeting was called to order by Mayor Pro-Tempore Kathy Wolf at
7:30 PM. Mayor Sanders and City Planner Todd Stamm were attending an Urban
Growth Management Meeting to discuss county-wide growth management policies.
All present joined in the flag salute.
Counci].rr~embers present: Amos Lawton, Arnold Drogseth and Martha Parsons.
Rick Kolilis is on a leave of absence. Staff: Glenn Dunnam, Gene Borges,
Shelly Badger, Maria Kramer, James P. May, Ray Bourgeois and Ken Anderson.
Visitors: Dick Blinn, Chris Porter, Vicki Hare, Phil & Linda Longmire and
Cincy Cecil.
The agenda was approved on a motion by Amos Lawton, second by Martha
Parsons. Motion carried.
The minutes of the January 8, 1992 Special Meeting of the Council were
approved on a motion by Amos Lawton, second by Arnold Drogseth. ~ Motion
carried.
Paragraph #7 of the January 8, 1992 Regular Meeting of the Council was
amended to read as follows:
After much discussion on comparisons between the three, prepared by staff,
the following statements were made:
Councilwoman Wolf stated that the City of Yelm has received superior
service from Tim Schlosser, The Mosman Agency, for several years and
that the idea of joining an insurance pool needs further study.
Amos Lawton stated that the ability of insurance pools to offer a
significantly lower premium to cities than private companies promotes a
change in companies. Therefore, Amos Lawton moved to enter into the
interlocal agreement with the Association of Washington Cities Risk
Management Service Agency effective 12:01 AM, January 13, 1992, for a
1992 premium of $28,368. Motion was seconded by Arnold Drogseth.
Martha Parsons voted "yes", Kathy Wolf voted "no". Motion carried.
Martha Parsons moved to approve the minutes of the January 8, 1992 Regular
Council Meeting as amended above, second by Amos Lawton. Motion carried.
Arnold Drogseth moved to approve payroll for the month of January 1992,
second by Martha Parsons. Motion carried.
Phil & Linda Longmire were present to give the following statement:
"In regards to the articles in the Daily Olympian and the demonstrations in
front of Yelm City Hall displaying signs demanding removal of certain city
officials and that a public apology be made; and when I heard that certain
groups were going to boycott local businesses to try to influence them to
put pressure on the City Council to remove our Chief of Police and City
Administrator from office,'I decided to get involved." He presented to the
Council a petition signed by city and county taxpayers, voters and residents
which read, "Citizens in Support of Our City Officials; we the undersigned,
share and support the concerns of our City Officials in their efforts to
keep Yelm a safe and healthy compunity to live in." He also presented a
letter to Mayor Pro-Tempore Wolf and asked that it be read. In closing, Mr.
Longmire thanked the City Officials for a wonderful job.
Mayor Pro-Tempore thanked Mr. & Mrs. Longmire for their efforts and support.
She then read a letter from Pastor Steven Smeback as follows:
"I was working on the thir"d sheet of petitioners in support of your concern
about our safety. I wish I could say that the dog ate them or that they
fell in a mud puddle. But I have to confess that I just plain lost them.
I do believe that every church going member of this township applauds the
Chief of Police and Gene Borges for their dedications to the safety and
protection of our health and our lives. I believe that every service club
in this township stands firmly behind your stance against illegal residences-
and law breaking, code violating, anti-social activities. And I urge you to
remember that your service area may include as many as 40,000 people who are

affected by your decisions concerning travel, and development. I urge you to
consider that those who have time to picket and complain usually do not
work, have families (in the traditional sense), or produce a revenue base
large enough to support local businesses. I also remind you that those who
do work are .happy with any kind of growth because it raises their property
equity, but they assume the city will serve as "watchdog" in health and
safety laws.
Finally, I add mY voice to the silent majority giving thanks for you and
your willingness .to suffer the slings and arrows of those who think they
speak for the good of all mankind. Hang in there, we love and support you."
Chief Dunnam thanked his staff for attending the Council Meeting and for
their support.
Cindy Cecil, UCBO, was present to discuss the HUD "Shelter Plus Care
Program a new grant program designed to provide housing and supportive
services on a long-term basis for homeless persons with disabilities,
primarily those with serious mental illness,, chronic problems with alcohol
and/or drugs, AIDS and related diseases. Program grants are used for the
provision of rental assistance payments. Cindy stated that the UCBO would
like to apply for the highly competitive nationwide grant to allow the UCBO
to rent from local landlords to provide housing for a segment of our local
population who are in need of assistance. The grant requires that a
municipality serve as 'the lead agency, therefore, Cindy requested that the
City of Yelm take this position on the grant application, however, the UCBO
would administer the program.
Councilwoman Wolf expressed concern on the liability the program would place
on the City of Yelm. Martha Parsons moved approval for the UCBO to begin
preparation of the grant application for the HUD "Shelter Plus Care
Program with the stipulation that Council would take final action on the
lead agency request at the February 12, 1992 Council Meeting after review
and comment by City Attorney, second by Amos Lawton. Motion carried.
Dick Blinn, Richard D. Blinn & Associates (RDBA), presented the City Council
with a letter of interest to provide professional engineering services to
the City of Yelm. He explained that as a past City Engineer and Public
Works Director for a local Thurston County city, he offers familiarity with
local design and construction standards and a knowledge of local
intergovernmental relationships and priorities. RDBA's proposal is to offer
the City of Yelm professional services, as a contract city engineer on
either a minimum service or as needed basis. Mayor Pro-Tempore Wolf thanked
Mr. Blinn for his presentation.
Resolution No. 234 establishing the duties and organizational planner of the
City Planner, was approved on a motion by Amos Lawton, second by Martha
Parsons. Motion carried.
Resolution No. 235 confirming appointment of the City Attorney and
establishing the duties and responsiblities was approved on a motion by Amos
Lawton, second by Arnold Drogseth. Motion carried.
Resolution No. 236 authorizing and providing for the incurrence of
indebtedness to the Farmers Home Administration for the purpose of providing
a portion of the cost of acquiring and constructing a new sewerage facility
was approved on a motion by Martha Parsons, second by Amos Lawton. Motion
carried.
Martha Parsons moved to authorize Mayor Sanders to sign the Farmers Home
Administration Association Water or Sewer System Grant Agreement, second by
Amos Lawton. Motion carried.
Ordinance No. 424 amending the salary schedule for the 1992 Municipal Budget
adopted under City of Yelm Ordinance No. 422 was approved on a motion by
Martha Parsons, second by Amos Lawton. Motion carried.
Ordinance No. 423 amending the 1991 City of Yelm Budget On~inance No. 391 by
increasing the appropriations of departments within the Current Expense
Fund, City Street, Water, Garbage and 1990 Water Revenue Bond Redemption
Fund from funds received in excess of estimated revenues was approved on a
motion by Martha Parsons, second by Arnold Drogseth. Motion carried.

Planning Commission appointments effective January 1, 1992 through December

31, 1992 for Jim Brown, Tom Cundy, Joe Huddleston, Jim Keyes and John Kinnee
were confirmed by the City Council on a motion by Arnold Drogseth, second by
Martha Parsons. Motion carried.
Amos Lawton moved approval of allocating the balance in the 1987 CDBG grant
minus the allowed administrative costs to be retained by the City of Yelm to
the UCBO to relocate and renovate a house to be used as a shelter, motion
subject to conditions approved by City Attorney and execution of contract
between Yelm and the UCBO. Second by Martha Parsons. Motion carried.
Martha Parsons moved approval authorizing Mayor Sanders to sign a revocable
license setting the reasonable terms thereof, allowing Gordon Kampfer use of
145' of the alley between the Garden Center and his property. Motion was
seconded by Arnold Drogseth. Motion carried.
A corrected towing bid was submitted by B & H Towing for 1992 towing
services for city vehicles, police vehicles and evidence impoundments as
follows:
Category l: Inside city limits - flat rate of $47.50 per tow
Category 2: Outside city limits - flat rate of $47.50 per tow plus
$1.00 per mile
As the corrected bid was still the low bidder, Martha Parsons moved to
accept the corrected bid amount of B & H Towing to provide service in 1992,
second by Arnold Drogseth. Motion carried.
Gene Borges submitted a letter dated January 21, 1992 from the Yelm Police
Officers Guild requesting a salary increase of $125 per month effective 1-1-
92. Amos Lawton moved to deny the Guild's request for January 1, 1992
salary increase of $125.00 per month and stated that the 1992 Budget,
including salaries, has been adopted. Second by Martha Parsons. Motion
carried. Council stated that they endeavored to approve salary increases
that were fair on a citywide basis.
Yelm Parks Advisory Committee Meeting of January 14, 1992: On

On recommendation of the YPAC, Martha Parsons moved approval of the Prairie
Rod Run's use of the water tower property for 1992, subject to conditions
set by the City Administrator, second by Arnold Drogseth. Motion carried.
Planning Commission Meeting of January 21, 1992: The Commission held a
Public Hearing (which was continued to February 18, 1992) on the draft
ordinance regarding critical areas and natural resource lands. The draft
ordinance was mandated by the state as part of the Growth Management Act and
must be enacted in some form to meet the extended state deadline of February
27, 1992. The Planning Commission will hold a Special Meeting on February
11, 1992 as a workshop to become further educated on the ordinance. Todd
Stamm will brief the City Council on February 12, 1992 and the Council will
hold their Public Hearing on February 26, 1992.
Planning Commission had no objection for placement of a house by the UCBO on
the proposed community center site on Rhoton Rd. for use as a shelter.
Council concurred.
December 1991 Library Report was tabled to the February 26, 1992 meeting.
Police Report: Chief Dunnam thanked all who attended the open house at the
Public Safety Building to view the newly remodeled front office. Brian
Asmrus has successfully completed the Washington State Police Academy.
Chief Dunnam informed the Council of the TOGETHER After-School Activities
Program at the Yelm Middle School. The program offers various activities to
students to participate in after school ranging from guitar lessons, to
marshal arts training to board games. Community volunteers including Police
Department staff will oversee and participate in the program. The gang
awareness seminar was well attended by community members on January 18,
1992.
Yelm Municipal Court Report was tabled to February 26, 1992.
Street/Water Report: Gene Borges updated the Council on the Comprehensive
Transportation Plan work.

Planning Department Report was tabled to February 26, 1992.
Financial Report for 4th Quarter 1991 was submitted by Treasurer, Daisy
Lawton.
Councilmembers were reminded on the Special Meeting on Wednesday, January
29, 1992, 4:30 PM, to be further briefed on impact fees. Councilwoman Wolf
will not be able to attend.
