CITY OF YELM REGULAR CITY COUNCIL MEETING
WEDNESDAY, APRIL 8, 1992
The regular meeting was called to order by Mayor Robert Sanders at
7:30 PM immediately following the administration of the oath of
office by Mayor Sanders to new Councilman Don Miller. All present
joined in the flag salute. Council present: Amos Lawton, Arnold
Drogseth, Martha Parsons and Don Miller. Staff: Todd Stamm, Daisy
Lawton, Chief Dunnam and Agnes Colombo. Visitors: Rhonda Jenness,
Lyle Jenness, Bob Gallagher, Eileen Ramsey, Robert Eggert, Charlie
Clark, Linda Powell, Norm Falcone (TOGETHER).
Agenda changes:
Item 6e. City Hall phone system upgrade was tabled
Item 6h. Added City of Lacey
Item 9d. Added Washington State Games
Amos Lawton moved to approve the agenda as changed, seconded by
Arnold Drogseth. Motion carried.
The minutes of the March 25, 1992 regular meeting of the City
Council were approved on a motion by Martha Parsons, seconded by
Arnold Drogseth. Motion carried.
Vouchers #11465-11538 totalling $53,805.69 were approved on a
motion by Arnold Drogseth, seconded by Martha Parsons. Motion
carried.
As agenda items 6a. (Census) and 6b. (Intercity Transit) speakers
were not present the meeting proceeded to the next item.
Stamm explained that two sets of annexation petitioners, having
ownership of 10% of the property involved in the proposed
annexations, are requesting Council approval to proceed with the
next step in the procedure. Council approval would allow
circulation of an annexation petition to gather signatures of 60%
of annexation area property owners supporting the proposed
annexation.
Yelm Creek Annexation - Resolution 240, Annexation Request #8042-
The staff recommendation to Council was for approval of the request
including:
Section 1. That Council accept the proposal and grant
permission to circulate a final petition to annex.
Section 2. That the simultaneous adoption of proposed zoning
and comprehensive plan use designations be
required.
Section 3. That assumption of a proportionate share of
existing city indebtedness be borne by the area to
be annexed.

Section 5. That inclusion in an existing sewer/water district

Section 6. That permission granted by this resolution expire

Motion by Martha Parsons, seconded by Arnold Drogseth that
Resolution 240, Annexation Request No. 8042, be approved as

McNaughton Triangle Annexation -Resolution 241, Annexation Request
No. 8046 - The staff recommendation to Council was for approval of
the reques t with the understanding of the property owners that a
final deci sion would not be made before the final decision on the
SW Yelm An nexation is made. Also including:
Section 1. That Council accept the proposal and grant

Motion by Amos Lawton, seconded by Martha Parsons that Resolution
241, Annexation Request No. 8046, be approved as presented by
staff. Motion carried.
Maria t<ramer, Yelm's Census Supervisor, arrived and addresed those
present. She stated that the Yelm Census had been completed and
that the result showed 1510 residents, an increase of 173
individuals over the 1991 Official Census. The Council thanked Ms.
Kramer for her diligence in undertaking and completing this task.
Bob Gallagher, Yelm Nigh School FFA and Agriculture Instructor, and
his students were thanked for their participation in this project.
Mayor Sanders read the City of Yelm Proclamation of April 1992, as
Alcohol Awareness Month. Norm Falcone, President, TOGETHER Board
of Directors addressed the Council and guests and stated that Yelm
was one of the f first TOGETHER participants and stands out as an
example to other cities in the state and county. Chief Dunnam and
the Sheriff's Dept. were thanked by Mr. Falcone for their
participation in drug awareness and prevention.

Mayor Sanders, who attended Lacey's Arbor Day Celebration, was
presented with a 6' red leaf maple tree from Yelm's "sister" city.
The tree will become a part of the landscaping for the city hall
addition.
Chief Dunnam addressed the Council and explained the intent of the
Emergency Management Interlocal Cooperative Agreement. The goal is
to have all cities in Thurston County adopt a synchronized plan to
be implemented to deal with emergency situations such as fire/flood
or a plane crash. A management council consisting of
representatives of each jurisdiction, including Chief Dunham from
Yelm, has been working on the agreement which would supersede the
existing plan. Chief Dunnam explained that a reaction to the draft
plan was needed tonight and urged Council acceptance of the
Agreement subject to approval of financial requirements which will
available at a later date. Costs will be pro-rated according to
jurisdiction's size and ability to pay. The estimated cost is
$2,000 per year.
Motion by Don Miller, seconded by Martha Parsons that Council
approval be given subject to approval of financial requirements.
Motion carried.
Council packet informational material including: the Yelm Municipal
Court report for March 1992, the Timberland Regional Library Board
of Trustees minutes for February 1992, Yelm Transportation Plan
2nd Public Workshop on April 14, and Washington State Games were
acknowledged.
Councilmembers discussed a letter received from the Washington
State Department of Transportation offering for sale to the City a
surplus parcel of land on Canal Road between Railroad and Flume
Roads. The parcel, estimated to be 4 acres, if combined with
adjoining property, has the potential to become a sports park
supporting baseball as well as other activities. Council directed
the staff to follow up with a letter to D.O.T. expressing interest
in the property and explaining the City's position of needing to
determine the possibility of leasing adjacent property as well as
an assessment of financial aspects involved. Councilman Lawton
expressed his concern about expending funds for this type of use
without voter ballot approval.
With no further business before the City Council, they adjourned at
8:17 PM.
