1. The meeting was called to order at 7:30 p.m. by Mayor Kathy Wolf.
All present joined in the flag salute.
Council present: Amos Lawton, Don Miller, Patty Forrester, Martha
Parsons and Bob Gallagher. Guests present: Mike Edwards,
Prairie Security Bank anti Barbara and Robin Wood. Staff present:
Daisy Lawton, Tim Peterson, Ty Peterson, Jerry Prock, Glenn Dunnam
and Agnes Colombo.
2. The Oath of Office was administered by Mayor Wolf to Councilman Bob
Gallagher.
93-112 3. MOTION BY AMOS LAWTON, SECONDED BY PATTY FORRESTER APPROVING THE
AGENDA. MOTION CARRIED.
93-113 4. MOTION BY MARTHA PARSONS, SECONDED BY BOB GALLAGHER APPROVING. THE
MAY 26, 1993, MINUTES. MOTION CARRIED.
93-114 5. MOTION BY MARTHA PARSONS, SECONDED BY AMOS LAWTON APPROVING PAYMENT
OF VOUCHERS 12657 - 12761 (12706 & 12759 VOID) TOTALLING
$247,340.50. MOTION CARRIED.

7. NEW BUSINESS
a. Mike Edwards, Prairie Security Bank. Letter and comments from
Mike Edwards concerning City plans to move warrants checking
account and savings account from PSB as per the City's bank
rotation policy. Mr. Edwards expressed his belief that use of the
City's financial resources would be maximized by using PSB which is
locally owned and headquartered in Yelm and stated that PSB makes
;as many loans within the community as possible.
Following discussion Councilman Gallagher stated that he felt
additional information was needed.
93-115 MOTION BY MARTHA PARSONS, SECONDED BY BOB GALLAGHER THAT NO ACTION
BE TAKEN UNTIL KEY BANK AND FIRST COMMUNITY BANK HAD AN OPPORTUNITY
TO MAKE PRESENTATIONS TO COUNCIL. MOTION CARRIED.
b. Selection of Mayor Pro-Tempore. Martha Parsons was nominated
by Kathy Wolf .
93-116 MOTION BY DON MILLER, SECONDED BY PATTY FORRESTER TO HAVE MARTHA
PARSONS ACT AS MAYOR PRO-TEMPORE FOR THE REMAINDER OF 1993. MOTION
CARRIED.
c. -AWC Annual Conference. Kathy Wolf explained that Shelly
Badger was attending the Conference at the request of AWC to
participate on discussion panels concerning annexation and growth
policies.
93-117 MOTION BY BOB GALLAGHER, SECONDED BY DON MILLER APPROVING EXPENSES
FOR TWO NIGHTS FOR SHELLY BADGER TO ATTEND THE AWC ANNUAL
CONFERENCE. MOTION CARRIED.

a. Cultural Diversity Agreement. Tabled from 5/23/93. As
additional information was not available action to table was taken.
93-118 MOTION BY PATTY FORRESTER, SECONDED BY AMOS LAWTON THAT THE
CULTURAL DIVERSITY AGREEMENT BE TABLED TO 6/23/93. MOTION CARRIED.
b. Letter from Yelm to EPA in support of DOE's request at the
last Council meeting. Copies of Yelm's letter were included in
packets for each Councilmember.
9. REPORTS
a. Planning Commission - Martha Parsons reported that several
items were being worked on and that the Commission had completed
work on C-3 zone requirements.
b. Parks Advisory Committee - Patty Forrester reported that the
park restroom issue was still being worked on. Seven park use
requests had been approved by the Park Advisory Committee.
93°119 MOTION BY DON MILLER, SECONDED BY MARTHA PARSONS APPROVING THE
SEVEN PARK USE REQUESTS SUBMITTED. MOTION CARRIED.
c. Historic Commission - Caroline Gallacci attended the last
meeting with an update of the historical booklet project.
d. Sewer Update - Don Miller reported that EPA guidelines now
permitted the use of land use applications for effluent instead of
to water and that other changes sounded promising. He believed
that the county problem would soon be solved and that the county
had caused delays to Yelm's Sewer Project without legitimate
reason. There is still hope that the project would be on schedule.
e. Police Report - Chief Dunnam had nothing to report.
f. Public Works - Tim Peterson reported that bacteriological
testing from Mill Rd. met with approval. Public Works has
encountered some objection to reduced speed limit signs being
posted in newly annexed areas.
Don Miller asked if the City would be checking into connecting with
Municipal Research's electronic bulletin board? Chief Dunnam said
he would check to see if this was possible through the county
computer at the police department.
10. CORRESPONDENCE
Correspondence was reviewed.
