STUDY SESSION MINUTES
THURSDAY, AUGUST 25, 2005
5:00 P.M., CITY HALL
1. Mayor Pro-Tem Ron Harding called the meeting to order at 5:00 P.M.

a. Growth Board Decision. Grant Beck reviewed the Western Washington Growth
Management Hearings Board’s recent decision regarding an appeal of the Thurston
County Comprehensive Plan. Mr. Beck indicated that the City will be working closely with
Thurston County in examining the City’s urban growth area in light of the decision and
that a result of the decision will likely be increased development pressure in the City.
Mr. Beck also presented an overview of the Growth Management Act as it relates to
Smart Growth principles. The term ‘smart growth’ has been raised at several City
Council meetings by members of the public and Mr. Beck provided background to the
Council as to how the City’s Comprehensive Plan includes principles now known as
‘smart growth’ as they are the same as basic tenents of the Washington State Growth
Management Act.
b. Critical Areas Code – Mr. Beck reviewed with the City Council questions about the draft
Critical Areas Code update as approved by the Planning Commission that had been
raised by Councilman Isom. Several changes were proposed based on Council
comments and the matter will be on the upcoming regular Council agenda for action.
