YELM ELECTED OFFICIALS
ANNUAL RETREAT MINUTES
THURSDAY, FEBRUARY 3, 2005
1. Bus tour – Mayor Rivas, Councilmembers Miller, Isom, Baker, Harding and Fetterly and
staff Shelly Badger, Grant Beck, Todd Stancil, Tim Peterson, Agnes Bennick, Maryam
Olson, Stephanie Ray and Matt Rompa boarded the bus at 8:15 for the tour. The group
toured the City and viewed subdivisions finished over the last 10 years; the SR 510 Yelm
Loop; new subdivisions planned; City water, reclaimed water and transportation projects;
and commercial projects utilizing the design guidelines. At the end of the bus tour,
demonstrations were shown of the police mobile data terminals and the administrative
micro fiche system, as well as the new court filing system.
2. Mayor Rivas, Councilmembers Miller, Isom, Baker, Harding and Fetterly and City
Administrator Shelly Badger reconvened at City Hall for the retreat portion of the day. The
status of the 2003 goals was discussed.
2003 goals are as follows:
Update sign code – complete
Seek funding for SR 507/510 Yelm Loop – project underway
Short –term traffic control – ongoing
Sidewalks – ongoing
Economic Development – ongoing
Yelm-Roy Prairie Line Development – ongoing
Water Rights – ongoing
Community Outreach Program - ongoing
3. Protocol Manual – Minor housekeeping changes will be prepared and brought before
Council for consideration.
4. Study Session topics for 2005 – Council discussed desired topics for 2005 Study Sessions.
Some of the agreed topics include: short course for local planning; process related to
increase to a 7-member City Council; the DARE/SRO contract; an EDC report; 6-year
street plan update; a joint Nisqually Tribal Council/City Council meeting; 2006 budget
preview.
Department Reporting Format – It was agreed that for 2005, monthly reports (via e-mail
distribution) will continue for permit activity (from Community Development Department)
and for police statistics. No other regular department reports were requested, however, as
issues for Council discussion arise, they will be brought to a Study Session.
