You asked what requirements need to be met, to move your Scottish Stone office into the TimberTec site.. After reviewing your land use approval, and speaking with John Walter, of TimberTec, the City has concluded that you may move your office into the TimberTec existing office space; no improvements to the site will need to be made at this time. You will however, need to apply for a City of Yelm Business License. When you are ready to move the stone-cutting portion of your business to this site, all tenant improvements will be required, as well as the conditions of approval listed in your Site Plan Approval dated June 6, 2002. Additional Information or Project Studies Requested by the City: The City has not requested any additional information at this time. No preliminary determination of consistency with City development regulations has been made. The conditions of approval are hereby amended as follows: Short Plat Finding: The project was reviewed for compliance with City Standards concurrently with the review for the short plat of the parcel into three lots. The proposed project is on lot ~ one of the short plat Condition of Approval: The Site Plan approval is subject to the approval and recording of SHS 00-8272-YL. Building permits will not be issued prior to recording of the short plat. Reclaimed Water 1. Reclaimed water is available for use to this site. f# Tthe developer e~ets-ta shall use reclaimed water, they will be required to install an 8" reclaimed water pipe along the property frontage and back to the building connection as well as install a service tap. All conditions described in 13.24.020 of the Yelm Municipal Code shall apply including but not limited to the following: the City of Yelm requires that all reclaimed water pipe be installed using "purple pipe". Building permits will not be issued prior to recording of the short plat. Transportation Finding: Yelm is a small compact community most directly affected by two state highways which bisect the community. The two stale highways are used by local residents for transportation throughout the city and for access to commercial and residential areas throughout the community. In lieu of widening existing streets, the Cibl has elect to create certain alternatives, Y-1 ; Y-2, Y-3 which will avoid the need to significantly widen existing streets, and particularly Yelm Avenue. New developments do in fact burden the cirjs central streets, and unless the bypass alternatives are accomplished, the City Mr. John Walters March 14, 2001 Page 2 would have to require developers to pay the cost of the internal street widening. The city plans show and the City finds that adequate facilities will be accomplished better and in a timely fashion by bypass facilities as a substitute for the widening of existing facilities. As a result, the City finds that the regional plans in fact benefit projects in all areas on the City and will accomplish the goal of providing adequate facilities to City standards within a reasonable time to serve the demands created by the proposed project. Conditions of Approval: 1. The proponent shall mitigate transportation impacts based on the new p.m. peak hour trips generated by the project. The Transportation Facility Charge (TFC) shall be based on 0.98 new peak hour trips per 1,000 square feet of gross floor area. The project is classified as light industrial and the gross floor area is 6500 square feet. The proponent will be responsible for a TFC of $4777.50 which is payable at time of building permit. 2. Access to the site shall be from the shared easement with Lots 2 and 3 of Short Plat 8272. 3. Frontage improvements are required for this project. Frontage improvements shall be consistent with the City of Yelm's Development Guidelines. Frontage improvements for Rhoton Road shall be consistent with the section "Commercial Collector". Upon further staff review, improvements may be deferred with a "waiver of protest" and applicant will agree to participate in a future road improvement project when the City deems necessary. Water Finding: The City's Water Comprehensive Plan identifies a portion of the City area for service. The City is pursuing additional land areas for approval and the extension of facilities. Completion of such activities is dependent on grant and developer funding, as well as planned bonding and existing public funds. The status of such plans and funding sources must be considered in any review of concurrency. Developer extensions and or dedications, latecomer agreements, oversizing agreements, and the creation of local improvement districts may all be considered. In the event of a new funding source, however, concurrency is not found until the funding source is in fact in pace - e.g award of a grant, a binding letter commitment for third parting funding, or the successful formation of a local improvement district. Any necessary water rights are considered, only after approved for municipal use by the Washington State Department of Ecology, or appropriate appeals board, and the time for appeal or challenge has expired. Conditions of Approval: 1. The proposed site has water available for connection. The development will he credited one ERU for the existing connection. They will need to activate the connection at the time of building permit issuance. If additional development occurs on site, the developer may be required to purchase additional ERU's. Water ERU's (equivalent residential .~ Mr. John Walters March 14, 2001 Page 3 units) are based on a consumption rate of 240 gallons per day and are charged a current rate of $1,000/ERU (fee subject to change) inside city limits. 2. Irrigation Meter: Proponent may install a separate irrigation meter for irrigation purposes. Sewer Finding: The City's Sewer Comprehensive Plan identifies a portion of the City area for service. The City is pursuing additional land areas or approval and the extension of facilities. Completion of such activities is dependent on grand and developer funding, as well as planned bonding and existing public funds. The status of such plans and funding sources must be considered in any review of concurrency. Conditions of Approval: 1. The proposed site will be required to connect to the City's STEP sewer system. There is an existing 4" PVC collection line available along Rhoton Road. 2. Connection fees are assessed based on the number of Equivalent Residential Units (ERU's) required for the project. ERU's are based on a discharge of 240 gallons per day. The current rate for one ERU is $4,850 plus an inspection fee of $145.00/ERU. These fees are payable at building permit issuance. 3. If there are existing sewage systems located on-site they shall be abandoned per Article IV Rules & Regulations of the Thurston-County Board of Health governing disposal of sewage. 4. The S.T. E.P. System shall be designed to City standards. The applicant shall submit final civil plans to the Community Development Department for review and approval. Stormwater Findings: The completed project will increase impervious surfaces on the site and adjacent streets. Impervious surfaces create storm water runoff. When uncontrolled and untreated storm water runoff can create health and safety hazards. YMC requires all development to comply with the Stormwater Manual for the control and treatment of stormwater runoff. Conditions of Approval: 1. The applicant shall design and construct all storm ~~rater facilities in accordance v~rith the DOE Storm Water Manual, as adopted by the City of Yelm. Best Management Practices (BPr1P's) are required during construction. The applicant shall compile a final storm v~rater report along v+rith construction drawings. Mr. John Walters March 14, 2001 Page 4 2. The applicant shall submit a storm water operation and maintenance plan to the Community Development Department for approval prior to final plat approval. Reclaimed Water 1. Reclaimed water is available for use to this site. If the developer elects to use reclaimed water, they will be required to install an 8" reclaimed water pipe along the property frontage and back to the building connection as well as install a service tap. All conditions described in 13.24.020 of the Yelm Municipal Code shall apply including but not limited to the following: the City of Yelm requires that all reclaimed water pipe be installed using "purple pipe". The City does not allow the re-claimed water pipe to be painted or sleeved. 2. Per Chapter 13.24.060 of the Yelm Municipal Code, a user agreement will be required for the use of reclaimed water, which shall specify the design construction, operation, maintenance and monitoring requirements for the applicant's planned use, based on the rules and regulations adopted pursuant to this chapter and shall require compliance with the Washington State Department of Ecology and Health requirements (see Chapter 90.46 Revised Code of Washington), and requirements of the Water Reclamation and Reuse Standards. 3. Per Ordinance No. 684 Section 5 -Where both reclaimed water and potable water are supplied to a reclaimed water use area, a "reduced pressure principle backflow" prevention device, or an approved "air gap separation" shall be installed at the potable water service connection to the reuse area. The cost of such device and the installation thereof shall be borne by the owner of the premises affected. The installation and periodic testing shall conform to the provisions in WAC 248-54-500. No interconnection with private wells is allowed and inspection by the City to verify disconnection is required for continued reclaimed water service. An independent testing laboratory shall submit a test indicating the backflow prevention device has been tested and is in conformance with this section. Annual testing and reporting shall be required. Fire Findings: Fire protection is provided by the Thurston County Fire District #2. As development occurs there will be additional demands for fire service. Conditions of Approval: 1. The applicant shall submit fire flow calculations for existing hydrants. All hydrants must meet minimum Ciry standards. 2. The applicant shall submit a fire hydrant plan to the Ccmmuni~~ Development Department for review and approval. Landscaoing 1 Mr. John Walters March 14, 2001 Page 5 Findings: Landscaping and screening are necessary to promote safety, to provide screening between compatible land uses, to safeguard privacy and to protect the aesthetic assets of the City. Chapter 17.80, Landscaping, requires the applicant to provide on-site landscaping for all development proposals. The north boundary of the site is adjacent to properties that are not compatibly zoned. The remainder of the site is adjacent to Industrial zoned properties. Conditions of Approval: 1. The landscape buffer along the northern property line shall be a minimum 15' in width and landscaped with Type I landscaping. 2. All above ground stormwater facilities shall be landscaped per Chapter 17.80. 3. Landscaping along the property frontage on Rhoton Road shall meet minimum standards of Chapter 17.80. 4. The applicant shall submit a final landscaping to the Community Development Department for review and approval. General Public Works Conditions of Approval: 1. Per the City of Yelm's Development Guidelines street lighting and interior street lighting will be required. All lighting design will be submitted to Puget Sound Energy for review and approval. 2. The applicant shall submit a grading plan to the Public Works Department for review and approval prior to any on-site grading. Other Finding: The Site is adjacent to residential zoned and developed properties. Inadequately controlled noise adversely affects the health safety and welfare of people, the value of property, and the quality of the environment. Condition of Approval: Between the hours of 10:00 p.m. and 7:00 a.m. noise shall be limited to 50 d BA. Finding: Ambient air pollution is the most serious environmental threat in Washington state. Air pollution causes significant harm to human health; damages the environment, including trees, crops, and animals; causes deterioration of equipment and materials; contributes to water pollution; and degrades the quality of life. Condition of Approval: If the facility ~r~ill include painting of equipment or solvent use, the applicant shall obtain any necessary permits or approvals from the Olympic Air Pollution Control Authority. Mr. John Walters March 14, 2001 Page 6 Finding: The health and welfare of the people of the state depend on clean and pure environmental resources unaffected by hazardous waste contamination. Safe and responsible management of hazardous waste is necessary to prevent adverse effects on the environment and to protect public health and safety. Condition of Approval: The applicant shall submit a Hazardous Waste Spill and Containment Plan to Thurston County for approval.
