At this time I am unable to complete my review, as the plan is incomplete.
Please submit a new plan that shows all of the landscaping proposed regarding
this new building, to include all of the landscape islands, their location, size, and
the type of plants that are being proposed in the planting areas. -~

I have attached the applicable landscaping requirements to assist you in
completing your landscape plan.
If you are planning to provide parking in the open area between the buildings,
you will need to submit revised civil plans to the Community Development
Department reflecting this change. Parking areas require aType IV landscaping.
You stated that you have a letter from Ms. Carlson that relieves you from this
requirement. I have researched our files, and did.not find a letter reflecting that.
Please provide our department with the letter that you are referring to, so that we
may review it.

Dear Mr. Nettleton:
I have reviewed the plans submitted and dated 06/02/03. The following are comments from
the above referenced plans and need to be addressed on the future submittal.
1. The sanitary sewer system has been shown in plan view on the plans. I was unable
to locate the keynotes calling out the sewer construction notes and engineering
calculations. Please submit the calculations showing that the 3,000-gallon step tank
will serve this project. All information required to construct the utilities needs to be
shown on the construction plans. (As noted in the February 26, 2003 letter)
2. The water system as shown meets the requirements of the City of Yelm
Development Guidelines and is approved as designed. If you choose the water
main can be reduced to 8" in diameter. 8" is the minimum allowable size.
3. The fire hydrant callout needs to be revised to refer to an 8" hydrant. If you choose
to retain the 10" waterline, than show how the hydrant will be connected to the 10"
watermain.
4. The building is required to have fire hydrant coverage to all parts of the building.
The maximum length of coverage from each fire hydrant is 150'. Currently the single
fire hydrant does not meet this requirement. (As noted in the February 26, 2003
letter)
5. The foundation design has been approved with the following revision. The minimum
allowable frost cover is 18". The plan shows 12". Please revise.
Please review and revise your engineering drawings. When you resubmit your package,
please send 4 revised sets and a letter addressing all the above referenced comments. If

I have reviewed the plans submitted and dated 01/17/03. The following are comments from
the above referenced plans and need to be addressed on the future submittal. I have
organized these comments by sheet number.
Sheet 1 of 4
1. The manual requires test pits to be excavated in the location of the infiltration facility.
The test pits are not located in the infiltration facility however they will be allowed.
The engineer will have to verify soil conditions during the construction of the gallery.

2. The construction entrance has been removed from the plans. A construction
entrance may be required if deemed necessary by the city inspector.

3. Please verify the locations of the referenced details. There are many callouts for
details referenced on sheet 5. Sheet 5 was not included in the plan set.
4. The observation wells will require H-20 load rated covers to be located in the parking
area. I was unable to locate the detail addressing this comment.
5. The sanitary sewer system needs to be designed and shown on the plans. See the
development guidelines for the requirements. Include the calculations, details,
locations and connections. The Technical Specifications you submitted are out of
date. Refer to the Development Guidelines dated July 1999. All information
required to construct the utilities needs to be shown on the construction plans.
6. The water system needs to be called out in detail. Show all pertinent City of Yelm
water details on the construction documents.
7. The water main system needs to be constructed of PVC. The City of Yelm does not
utilize DIP. Please revise the callouts for the watermain.

9. Using the extended foundation as part of the bioswale design has been approved in
the past. However you will be required to submit the foundation design now to gain
civil engineering approval to construct the bioswale. The foundation design that was
submitted does not address the extended footing for this design. Please resubmit
the required information addressing the extended footing.

10. Please see redline drawings for clarifications of the above comments. Their may be
additional comments on the redline drawings not addressed by the above text.
The City of Yelm is researching the previous land use decisions for this property. If there is
any outstanding issues from those land uses, they may add additional comments and or
requirements to this project.

PROJECT DESCRIPTION: The project proposal is to construct a 10,500 square feet warehouse and
commercial building at Prairie Business Park. The proposal includes additional parking and paving.
ENVIRONMENTAL and OTHER DOCUMENTS SUBMITTED WITH THE APPLICATION: An
Environmental Checklist and Stormdrainage and erosion control report was submitted.
Additional Information or Project Studies Requested by the City: The City has not requested any
additional information at this time.
No preliminary determination of consistency with City development regulations has been made.
At minimum, this project will be subject to the following plans and regulations: City of Yelm
Comprehensive Plan, Zoning Title (17), Critical Areas Ordinance (14.08), Storm Water Drainage Design
and Erosion Control Manual (DOE), Uniform Building Code, State Environmental Policy Act (SEPA) Title
(14), Road Design Standards, Platting and Subdivision Title (16), and the Shoreline Master Program.

mailing list, will also receive the following items when available or if applicable: Environmental Threshold
Determination, Notice of Public Hearing and Notice of Final Decision. If the proposed project requires a
City Council decision, it will be mailed to all those who participate in the public hearing and to anyone else

environmental determination is issued. Opportunities for appeal occur within twenty one (21) days after the

Site Plan Review, Chapter 17.94, with environmental Checklist is an
administrative process. Minimum application requirements are located in
SeC.ioh 17.84.060 and are listed on the application form. A project of this
size can expect completed review in approximately 12 - 18 weeks. Land use
approval typically contains conditions of approval that the applicant must
complete prior to receiving a building permtt,
Pollovring land use approval, if civil drawings are required, they must be
