An application submitted by Yelm Community Schools, for the above referenced project was received by
the City of Yelm on September 30, 2002. The City has determined the application to be complete on
October 7, 2002. The application and any related documents are available for public review during
normal business hours at the City of Yelm, 105 Yelm Avenue W., Yelm WA. For additional information,

PROJECT DESCRIPTION: Placement of two 28' X 64' portable classrooms at Ft. Stevens
Elementary School, 16525 100th Way, S.E., Yelm, WA 98597.
ENVIRONMENTAL and OTHER DOCUMENTS SUBMITTED WITH THE APPLICATION: The
City of Yelm has determined that the project is categorically exempt from SEPA Environmental review.
Additional Information or Project Studies Requested by the City: No additional information has
been requested at this time.
No preliminary determination of consistency with City development regulations has been made.
At minimum, this project will be subject to the following plans and regulations: City of Yelm
Comprehensive Plan, Zoning Title (17), Critical Areas Ordinance (14.08), Storm Water Drainage Design
and Erosion Control Manual (DOE), Uniform Building Code, State Environmental Policy Act (SEPA) Title
(14), Road Design Standards, Platting and Subdivision Title (16), and the Shoreline Master Program.
The City of Yelm invites your comments early in the review of this proposal. Comments should be
directed to Tami Merriman, Community Development Department, P.O. Box 479, Yelm WA 98597, 360-
458-3835.
THE 15-DAY PUBLIC COMMENT PERIOD ENDS AT 5:00 PM ON OCOTBER 23, 2002
This notice has been provided to appropriate local and state agencies, and property owners within 300
feet of the project site. These recipients, and any others who submit a written request to be placed on the
mailing list, will also receive the following items when available or if applicable: Environmental Threshold
Determination, Notice of Public Hearing and Notice of Final Decision. If the proposed project requires a
City Council decision, it will be mailed to all those who participate in the public hearing and to anyone else
requesting the decision in writing. Additionally, there will be a 14-day public comment period if an
environmental determination is issued. Opportunities for appeal occur within twenty one (21) days after
the date the environmental determination is issued. City Council decision can be appealed through
Superior Court. Appeals of site plan review decisions may be filed within 14 days of Notice of Final
Decision.

Department can only attempt to inform the applicant of general requirements as they appear in the form
presented by the applicant at the time of pre-submission.

Project Proposal: Add 2 portable classrooms to existing Ft. Stevens School Site.
Project Location: 16525 100th Way SE, Yelm, Ft. Stevens Elementary School
Zoning and Open Space/Institutional District, Chapter 17.48
Setbacks: Minimum Lot Coverage 70% of site.
Setbacks: Front yard - 15' from R-O-W
Rear Yard - 25' along property boundaries that are adjacent
to residentially zoned properties (west.)
Side yard - 25' along property boundaries that are adjacent
to residentially zoned properties.
Parking: Chapter 17.72. - 1 stall for each ten (10) students of design capacity.
Applicant will need to supply current parking stall count, and total student
capacity count.
Landscaping: Chapter 17.80, Type I, and IV.
Type I landscaping is intended to provide a very dense sight barrier and
physical buffer to significantly separate conflicting uses and land use
districts. Whenever anon-residential activity is proposed adjacent to a
residential zone or use, a minimum fifteen-foot buffer area of Type I
landscaping shall be provided along the property boundary between the
uses. This would be required in the 25' setback described above, along
the eastern boundary behind the portables.
Type IV landscaping is needed to provide visual relief and shade in
parking areas. All new parking areas resulting from the addition shall be
landscaped.
A conceptual landscaping plan is required with application for Site Plan
Review. Final landscaping and irrigation plan is required as element of
civil drawings.
Refuse: All refuse areas are required to be fenced or enclosed and screened with
landscaping.
Traffic: The City has adopted a Transportation Facility Charge (TFC) of $750.00
per pm peak trip. The Ordinance provides a default table that the
applicant can use to determine new pm trips generated or if the type of
use is not on the default table the Trip Generation Manual, 5`h Edition,
Institute of Transportation Engineers shall be used to determine new pm
peaks hour trips. To determine the projects impact and fee use the
following formula:

02 new trips x per student x $750.00 = $TFC
02 X 120 =2.4 X $750.00 = $1,800.00
If the applicant feels the proposed use would not generate the default
number of trips as designated in the TFC Ordinance an analysis prepared

The proposed site is currently connected to the City's water system. Any
additional water usage will require water calculations to be submitted to the
Community Development Department from a professional engineer registered in
Washington.
Water ERU's (equivalent residential units) are based on a consumption rate of
240 gallons per day and are charged at a rate of $1,500.00/ERU (fee subject to
change) inside the city limits.
The proposed site is currently connected to the City's step sewer system. Any
additional usage will require sewer calculations to be submitted to the Community
Development Department from a professional engineer registered in Washington.
Sewer ERU's (equivalent residential units) are based on a consumption rate of
240 gallons per day and are charged at a rate of $4,986.00/ERU (fee subject to
change) inside the city limits.
Fire protection to the buildings must be provided per the Uniform Building Code.
There may be existing fire hydrants on this site, however additional hydrants
could be required to meet current standards. This will be determined upon further
review of the civil plans.
If the proposed improvements will create 5,000 square feet or more of impervious
surface a stormwater plan will be required. Developments with over 5,000 sq ft of
impervious surface are required to provide stormwater facilities per the DOE
Stormwater Manual.
Street Improvements:
Street frontage improvements are not required for this project at this time.
Street Lighting:
As required per the City of Yelm "Development Guidelines".
ADA Requirements:
The American Disabilities Act required that facilities are ADA accessible. Facility
improvements will have to meet current code. Review of these improvements will
be determined upon further review of the civil and architecture plans.

A presubmission conference is an opportunity for applicants, developer(s) and/or consultants to meet
with city staff to discuss preliminary studies or sketches of a proposed project. At the conference the
staff will make available information relating to the proposed development. The intent is to identify and
eliminate as many potential problems as possible in order for the project to be processed without delay.
The conference should take place prior to detailed work by an engineer or surveyor, however a site
drawing must be submitted that has sufficient information to allow for evaluation. Discussion topics will
include such things as Yelm's Comprehensive Plan, street design, storm runoff and retention, Shoreline
Master Program, zoning, availability of sewer and water, development concepts, other requirements
and permits, and the environmental impact. Staff notes are prepared and available to review. There is
no charge for this meeting. Meetings are held each Wednesday. This request form should be .
submitted by 5:00 p.m. at least one week before the preferred meeting date.
