We reviewed the environmental checklist and have the following comments: Erosion control measures must be in place prior to any clearing, grading, or construction. These control measures must be effective to prevent soil from being carried into surface water by stormwater runoff. Sand, silt, and soil will damage aquatic habitat and are considered pollutants. Any discharge of sediment-laden runoff or other pollutants to waters of the sate is in violation of Chapter 90.48, Water Pollution Control, and WAC 173-201A, Water Quality Standards for Surface Waters of the State of Washington, and is subject to enforcement action. During construction, all releases of oils, hydraulic fluids, fuels, other petroleum products, paints, solvents, and other deleterious materials must be contained and removed in a manner that will prevent their discharge to waters and soils of the state. The purpose of this checklist is to provide information to help identify impacts from your proposal, to reduce or avoid impacts from the proposal if it can be done, and to help the City decide whether an EIS is required. An environmental impact statement (EIS) must be prepared for any proposal with probable significant adverse impacts on environmental quality. This environmental checklist asks you to describe some basic information about your proposal. The City will use this checklist to determine whether the environmental impacts of your proposal are significant and require preparation of an EIS. You must answer each question accurately, carefully and to the best of your knowledge. Answer the questions briefly, but give the best description you can. In most cases, you should be able to answer the questions from your own observations or project plans without the need for experts. If you do not know the answer, or if a question does not apply to your proposal, write "do not know" or "does not apply". Complete answers to the questions now may avoid delays later. Research indicates that the water tower located on the future site of the Yelm Senior Center is not currently listed in the Washington Heritage Register or National Register of Historic Places. As an isolated feature from a once prosperous farm, the resource is NOT ELIGIBLE for the National Register of Historic Places. I would however encourage project planners to preserve this unique feature on the site of the Senior Center by incorporating the structure into the design of the facility. The tower will not only bring a sense of historical association to the project (serving as a reminder of what once was on the site), but the tower could serve as community landmark thus distinguishing the Senior Center from other generic buildings within the community of Yelm. As a result of this finding, further contact with OAHP is not necessary. However, if additional information on the property becomes available, or if any archaeological resources are uncovered during construction, please halt work in the area of discovery and contact the appropriate Native American Tribes and OAHP for further consultation.
