Dear Mr. Turner:
I have reviewed the civil engineering plans. The following are comments from the above
referenced plans and need to be addressed before the final submittal. I have organized
these comments by type.
Landscape Plans: (Comments from Tami Merriman)
1. A landscape plan needs to be submitted and approved before the civil plans will be
approved.
When submitting the final civil engineering plans for signature, you will be required to submit
the following information:
• 1 set of full size civil engineering documents (mylar, city copy)
• 1 set of full size civil engineering documents (paper, your copy)
• 1 set of 11x17 civil engineering documents (paper)
• 1 cd with the project AutoCAD drawings
• After the signed paper copy has been returned to you, 4 additional sets of signed
plans will be required for the inspectors. After submitting them a preconstruction
meeting will need to be scheduled.
Please do not submit the final documents until all the above comments have been
addressed. If you have any questions or comments, please call me at (360) 458-8438 and I

Dear Mr. Turner:
I have reviewed the civil engineering plans. The following are comments from the above
referenced plans and need to be addressed on the future submittal. I have organized these
comments by utility type.
Sewer System:
1. Remove the reference to Thurston County in the STEP tank approval list. It should
be City of Yelm
2. The min. commercial STEP tank size is 1,500 gallons please revise the tank size to
reflect this.
3. Call out the elevations and inverts of the STEP tank. The tank cannot be greater
than 5' of cover. When the tank has over 3' of cover it must be rated for H-20
loading.
Grading and Stormwater:
4. The stormwater report contains confliction infororation with the report. The report
and calculations should be designed utilizing the 1992 Department of Ecology
Stormwater Manual. Our ordnance requires us to us the 1992 DOE manual. Please
remove the references for the TCDDECM in the report.
5. Add a basin plan to the stormwater report. This map should show the impervious,
pervious and basin limits of the project.
6. Show the existing driveways being removed and a ditch installed for stormwater
containment. The project approval was for one driveway access. Please show both
extra driveways being removed.
TESC Plan:
7. The construction entrance needs to be located at the approved location. Please
relocate the construction entrance and change its length to 50'
Misc. Information:
8. The engineer of record needs to sign the plans and stormwater report.
9. Remove the "preliminary" notation from the stormwater report.
10. The City of Yelm approval block should read "Development Review Engineer"
instead of Public `~/orks Director on the cover sheet.

11. The conditions of approval for this project require that when the first building
expansion is permitted, the frontage improvements for SR 510 would be required. At
this time the City of Yelm is granting the project a "frontage deferment". A deferment
means that at any time the City can require this project to complete its frontage.
Typically this is when the city has more than one project located along side each
other. You will be required to complete your frontage when the Yelm High school
improves its frontage on SR510.
Landscape Plans: (Comments from Tami Merriman)
12. A landscape plan needs to be submitted and approved before the civil plans will be
approved.
Please review and revise your engineering drawings. Upon review of the resubmitted
documents additional comments and corrections may be required. When you resubmit your
package, please send 4 revised sets and two drainage reports. If you have any questions
or comments, please call me at (360) 458-8438 and I will be happy to further assist you.

Re: Lee Orchard Motorcycle Shop Site Plan Submittal
Dear Mr. Turner:
The City has received and reviewed the revised site plan submittal for the Lee Orchard
Motorcycle Shop. Thank you for showing the path of travel fior vehicles. I hope that
these painted arrows on the pavement will help direct safe traffic flow for this site.
After review of th.e proposed accesses onto Yelm Avenue, the City has decided not to
allow an additional access from Yelm Avenue, and holds the approval for a single
access.
Please refer to the City of Yelm Development Guidelines Chapter 3, for refuse container
storage areas. This must be detailed on either the civil plans, or the revised landscape
plan. A final landscape plan is a requirement of civil plan submission.
Civil plans must be submitted to, and approved by the Community Development
Department prior to construction on this site. Please refer to City of Yelm Development
Guidelines Chapter 3 for civil plan submission.

Lee Orchard Motorcycle Shop
Dear Tammi,
Attached are 3 copies of the revised site plan for the above named project. The site plan has
been change as you requested in your letter dated June 19. Those changes are as follows:
1. The parking lot has been changed to reflect the 15 stalls as requested.
2. A refuse island has been incorporated into the site plan.
3. The path of travel for the espresso stand has been shown with ayield/stop bar for
oncoming traffic into the motorcycle shop.
4. A second entrance, which is 14-feet in width, is shown on the plans for delivery
vehicles and will be installed on phase II of this project.
Mr. Orchard has indicated to me that delivery vehicles will be either pickup trucks or pickup
trucks with small trailers suitable for a motorcycle only. A small area has been added to the
exiting driveway to allow for the turning movement of a pickup with small trailer.

An application submitted by Lee Orchard, 8525 Homestead Avenue NE, Olympia, WA 98506, for the
above referenced project was received by the City of Yelm on May 6, 2003. The City has determined the
application to be complete on May 13, 2003. The application and any related documents are available for
public review during normal business hours at the City of Yelm, 105 Yelm Avenue W., Yelm WA. For

PROJECT DESCRIPTION: The project proposal is to remodel the existing structure and construct an
addition for a retail motorcycle sales business along with an espresso stand, parking area, and
landscaping.
ENVIRONMENTAL and OTHER DOCUMENTS SUBMITTED WITH THE APPLICATION: This project is
categorically exempt under WAC 197-11-800. A stormwater report has been submitted.
Additional Information or Project Studies Requested by the City: None at this time.
No preliminary determination of consistency with City development regulations has been made.
At minimum, this project will be subject to the following plans and regulations: City of Yelm
Comprehensive Plan, Zoning Title (17), Critical Areas Ordinance (14.08), Storm Water Drainage Design
and Erosion Control Manual (DOE), Uniform Building Code, State Environmental Policy Act (SEPA) Title
(14), Road Design Standards, Platting and Subdivision Title (16), and the Shoreline Master Program.
The City of Yelm invites your comments early in the review of this proposal. Comments should be

THE 15-DAY PUBLIC COMMENT PERIOD ENDS AT 5:00 PM ON MAY 30, 2003
This notice has been provided to appropriate local and state agencies, and property owners within 300.
feet of the project site. These recipients, and any others who submit a written request to be placed on the
mailing list, will also receive the following items when available or if applicable: Environmental Threshold
Determination, Notice of Public Hearing and Notice of Final Decision. If the proposed project requires a
City Council decision, it will be mailed to all those who participate in the public hearing and to anyone else
requesting the decision in writing. Additionally, there will be a 14-day public comment period if an
environmental determination is issued. Opportunities for appeal occur within twenty one (21) days after
the date the environmental determination is issued. City Council decision can be appealed through
Superior Court. Appeals of site plan review decisions may be filed within 14 days of Notice of Final
Decision.

Dear City Planning,
Listed below are the your requests, as delineate in the Design Guidelines followed by our
response:
LA.(2) Relate development of street fronts (other than pedestrian-oriented streets).
The existing building is set back from Yelm Highway. Two new structures are
proposed and will be attached to the existing building on the ends. There will be no
parking in the front of the buildings. All parking will be in the back. The front will
be open landscaped in order to frame views of the building and display areas.
I.B.(1) Minimize visibility and impacts of service areas.
All service areas will be kept away from neighboring property as much as possible,
and will be screened with landscaping and shall not be visible from outside the
enclosure.
LD.(1) Reduce impact of service areas and mechanical equipment.
All trash dumpsters and storage yards will be in the back portion of the lot and
screened with landscaping or six foot wall or fence.
I.E.(1) Integrate biofiltratiori swales and ponds into the overall site desig~i.
A grass Swale of treatment has been designed within the landscaped area along the
west side of the lot. A retention basin with filter strip has been designed on the back
of the lot to treat and detain stormwater coming from the parking area.

ILB.(3) Provide pathways throcegh parking lots.
A sidewalk has been provided at the entrance way to the building. The parking area
is less than 150-feet, as measured parallel to the street front, and less than 75-feet
deep, as measured perpendicular from the street front, which indicates from the
Design Guideline Manual that no pathways are required in the parking area.
II.E.(1) Enhance building entry access.
There will be a bench next to the front door of building with adjacent window
displays on each side of the entry way.
IILB.(1) Minimize driveway impacts.
This parcel has approximately 275-feet of frontage along Yelm Highway, which
permits three driveways as indicated in the Design Guideline Manual. One thirty-
foot driveway is proposed for the Espresso stand and Motorcycle Shop parking area.
IILC.(2) Meet requirements for parking lot design detail standards.
The parking lot is designed with one handicap stall and six standard parking stalls as
required.
IV.A.(1) Incorporate human-scale building elements.
A small awning will be installed over the front entry way and windows will be less
than 32-feet per pane and separated by 6-inch molding.
IV.D.(1) Enhance building with appropriate details.
Lighting on front will be shaded as not to glare toward the street. See landscape
design for additional information.
IV.E.(2) Use compatible building materials. (see building material summary matrix,
pg 53)
The existing building will remain the same as far as exterior materials. The two new
additions will be lap siding or strand board. The roof will be asphalt shingles.
N.F.(1) Treat blank walls that are visible fi-onc the street parking or adjacent lot.
There will be no blank walls toward the street or west property line. Back property
line has existing natural landscaping.
N.G.(I) Locate and/or screen roof-mounted mechanical equipment so as not to be
visible front the street or from the ground-level of adjacent properties.
No air conditioning units or forced air heating systems will be placed on the roof.
IV.G.(2) Where practical, locate and/or screen utility meters, electrical conduit and
other service and utilities apparatus so as not to be visible from the street.
All utility boxes and meters will be incorporated into landscaping.
V.G.(1) Develop a site landscape design concept.
A conceptual landscape design has been created.
V.K(2) Protect and enhance natural features.
Leave the existing landscaping along east side property line natural along with
retaining the existing Douglas fir trees.
V.L(1) Screen all parking lots as required by Chapter 17.80, Landscaping.
The back or east property line has existing landscaping and the west line will be
landscaped to screen the proposed new parking area.
V.L(3) Provide internal parking lot landscaping.
Landscaping will be provided around the building, property lines and behind the
parking area.
V.J.(1) Consider alternative building and parking siting strategies to preserve
existing trees.
All construction has been designed to avoid impacts to the existing trees.
This completes the Design Guidelines Project Review Checklist as identified by the City of

requirements for the City of Yelm. Until a complete application is made, the Community Development
Department can only attempt to inform the applicant of general requirements as they appear in the form
presented by the applicant at the time of pre-submission.

Project Proposal: Convert existing home into a retail motorcycle sales, parts & service,
and an espresso stand (business)
Project Location: 14845 SE Yelm Highway
Yelm Municipal Code, Chapter 17.84 Site Plan Review: Site plan review and approval
shall be required prior to the use of land or building for the location of any commercial,
industrial or public building or activity. Exemptions from Site Plan review: No addition
of square feet; no additional tenant, or if expansion is for storage only; and, the
proposed use is similar as classified by the SICC.
The prior use of the building on this site was residential. To operate a retail sales
business.. on this property is a change of use and Site Plan Review and approval is
required for the entire site.
Zoning: Commercial (C-1) Chapter 17.26
and Setbacks: Minimum lot size: 5,000. square feet.
Side yard setbacks - 10 feet
Rear yard setbacks - 20 feet
Front yard setbacks -15 feet
Maximum height of buildings shall be 40 feet.
Parking: Chapter 17.72 provides guidance for parking requirements. A retail sales
facility requires one stall for each 250 sq. ft. of gross floor area. City of
Yelm Development Guidelines require that parking be paved and
landscapted. Parking plan shall be submitted with Site Plan Review.
Ingress/Egress:
Ingress and egress at the site shall be consistent with Yelm Development
Guidelines 4B.140. There are currently at least two driveway accesses
into the site. Items to be reviewed regarding ingress and egress are
spacing between the driveways, sight distance, traffic characteristics on
the arterial, and storage of vehicles waiting for coffee service.
Landscaping: Chapter 17.80, Type II, III, IV, & V
Type II landscaping is used to provide visual separation of compatible
uses. An 8-foot Type II landscaping is required around the perimeter of a
site, which has compatible zoning and adjacent to buildings to provide
visual separation of compatible use and soften the appearance of streets,
parking areas and building elevation. Type II landscaping will be required
along the western property line. The natural vegetation, trees and bushes
should be left, and qualify as the perimeter landscaping in the areas they
are located. Also, the Type II landscaping is required around the
commercial building. Usually, this is a minimum of 5 feet.
Type III landscaping is intended to provide visual relief where clear sight is
desired. This landscaping type is utilized along pedestrian corridors and
walks for separation of pedestrians from streets and parking areas.
Type IV landscaping is required in parking areas.
Type V landscaping is required in stormwater retention/detention areas.
A conceptual landscaping plan is required with application for Site Plan
Review. Final landscaping and irrigation plan is required as element of
civil drawings.
When service areas are visible from the sidewalk or adjacent properties,
the areas must be screened. Refuse area must be large enough to
accommodate a dumpster and recycle bin needed for the business.
Refuse areas must be of a material and design compatible with the overall
architectural theme. If fencing is used to enclose the refuse area, the
fence shall be a solid material such as wood or masonry rather than chain
link fence.
Traffic: The City has adopted a Transportation Facility Charge (TFC) of $750.00
per pm peak trip. The Ordinance lists the number of new pm peak hour
trips for auto sales to be 2.10 per 1,000 sq. ft. The Ordinance does not
provide a listed use for an espresso stand, so the ITE Trip Generation Stn
Edition manual is used. This manual also does not list an espresso stand,
so the nearest use was determined to be a fast food restaurant with a
drive through window (834). The manual lists the new pm peak trip for
(834) to be 36.53 trips per 1,000 sq. ft. To determine the projects impact
and fee, use the following formula for the use proposed: TFC payment
required at building permit issuance.
New Trip Generation Rate x gross floor area _ 1,000 x $750.00 =TFC
Example:
Auto Sales: 2.10 x 2, 600 =5, 460 - 1, 000 = 5.46 x $750.00 = $4, 095.00
Espresso: 36.53 x 160 = 5, 844.80 _ 1, 000 = 5.85 x $750.00 = $4, 387.50
(TFC charges maybe made at tenant improvement.)
SEPA: Environmental checklist review is not required for this project.
Application
and Process:
Site Plan Review, Chapter 17.84, is an administrative process. Minimum
application requirements are located in Section 17.84.060 and are listed on
the application form. A project of this size can expect completed review in
approximately 12 - 16 weeks. Land use approval typically contains
conditions of approval that the applicant must complete prior to receiving a
building permit.
Following land use approval, if civil drawings are required, they must be
submitted to the Community Development Department for review and
approval, and satisfy all conditions of approval. Upon satisfactory
completion of all conditions, the applicant can submit building plans for
approval.
ORCAA: Buildings containing asbestos and/or lead paint are potential environmental and
health hazards. State and federal laws regulate the demolition of buildings containing
asbestos and/or lead paint.
State law (WAC 173-425) defines land clearing burning as outdoor burning of trees,
stumps, shrubbery, or other natural vegetation from land clearing projects. Olympic Air
Pollution Control Authority (OAPCA) issues land clearing permits for burning.
The applicant shall contact the Olympic Air Pollution Control Authority, 909 Sleater-Kinney
Rd SE, Suite 1, Lacey, WA 98502, (360) 438-8768 to secure any necessary permit(s) for
the removal of materials containing asbestos and/or lead paint, and for land clearing burn
permits. Prior to issuance of a city building permit the applicant shall demonstrate
compliance with any OAPCA requirements.
Other: Design Guidelines -the attached checklist must be submitted at time of
application with responses on how each guideline requirement is met.
The site is located in the "Gateway District". Compatible building materials
must be used in any commercial project, subject to the City of Yelm Design
Guidelines.

The proposed site is not currently connected to the City of Yelm's water system.
An existing 10" diameter water main is located in Yelm Ave. You will be required
to connect to the water main and install a water meter. The water meter will
need to be sized by your civil engineer. Water hook-up fees are based on a
consumption rate of 240 gallons per day and are charged at a rate of
$1,500/240gpd (fee subject to change) inside city limits. At the time of
application submittal you will be required to submit water usage calculations
provided by a licensed civil engineer. The water fees will be calculated using the
calculations provided.
Before connecting to the water main you will be required to pay a latecomers fee.
This fee is $1,884.45.
If there is a well on-site, you will be required to decommission the well in
accordance with Department of Ecology and Thurston County. You will also be
required to relinquish any water rights to the city.
The proposed site is not currently connected to the City of Yelm's STEP sewer
system. An existing 4" STEP sewer main is located in Yelm Ave. You will be
required to connect to the City's STEP system. This will require a new step
sewer tank and pumping system. I have attached a detailed sketch showing
what may be required. Sewer hook-up fees are based on a consumption rate of
240 gallons per day and are charged at a rate of $4,986.00/240gpd (fee subject
to change) inside city limits. At the time of application submittal you will be
required to submit water usage calculations provided by a licensed civil engineer.
The sewer fees will be calculated using the calculations provided.
If there is an on-site sewer septic system you will be required to remove the
system per the Article IV of the Thurston County Department of Health
guidelines.
Fire protection to the buildings must be provided per the Uniform Building Code.
This will be determined upon further review of the plans.
Stormwater:
Developments that add impervious surface are required to provide stormwater
water quality facilities per the DOE Stormwater Manual. Preliminary
Stormwater Report and conceptual plan must be submitted with site plan review
application. These plans must be prepared by a licensed civil engineer.
Street Improvements:
Frontage improvements are not required for this project at this time. However,
these improvements may be required if your building improvements are greater
then 60% of the assessed building value. The assessed value of the building is
$39,000. This information was provided by Thurston County's Tax records.

The applicant may be required to dedicated additional right-of-way for future
improvements.
Street Lighting:
No required at this time.
ADA Requirements:
The American Disabilities Act required that facilities are ADA accessible. Facility
improvements will have to meet current code. Review of these improvements
will be determined upon further review of the civil and architecture plans.
