PO Box 476 Tenino, WA. 98589 RE: Lee Orchard -Motorcycle Sales/Service/Espresso Dear City Planning, Listed below are the your requests, as delineate in the Design Guidelines followed by our response: LA.(2) Relate development of street fronts (other than pedestrian-oriented streets). The existing building is set back from Yelm Highway. Two new structures are proposed and will be attached to the existing building on the ends. There will be no parking in the front of the buildings. All parking will be in the back. The front will be open landscaped in order to frame views of the building and display areas. LB.(1) Minimize visibility and impacts of service areas. All service areas will be kept away from neighboring property as much as possible, and will be screened with landscaping and shall not be visible from outside the enclosure. LD.(1) Reduce impact of service areas and mechanical equipment. All trash dumpsters and storage yards will be in the back portion of the lot and screened with landscaping or six foot wall or fence. I.E.(1) Integrate biofiltration swales and ponds into the overall site design. A grass Swale of treatment has been designed within the landscaped area along the west side of the lot. A retention basin with filter strip has been designed on the back of the lot to treat and detain stormwater coming from the parking area. ~fC=. II.B.(3) Provide pathways through parking lots. A sidewalk has been provided at the entrance way to the building. The parking area is less than 150-feet, as measured parallel to the street front, and less than 75-feet deep, as measured perpendicular from the street front, which indicates from the Design Guideline Manual that no pathways are required in the parking area. ILE.(1)Enhance building entry access. There will be a bench next to the front door of building with adjacent window displays on each side of the entry way. III.B.(1) Minimize driveway impacts. This parcel has approximately 275-feet of frontage along Yelm Highway, which permits three driveways as indicated in the Design Guideline Manual. One thirty- foot driveway is proposed for the Espresso stand and Motorcycle Shop parking area. IILG(2) Meet requirements for parking lot design detail standards. The parking lot is designed with one handicap stall and six standard parking stalls as required. IV.A.(1) Incorporate human-scale building elements. A small awning will be installed over the front entry way and windows will be less than 32-feet per pane and separated by 6-inch molding. IV.D.(1) Enhance building with appropriate details. Lighting on front will be shaded as not to glare toward the street. See landscape design for additional information. IV.E.(2) Use compatible building materials. (see building material summary matrix, pg 53) The existing building will remain the same as far as exterior materials. The two new additions will be lap siding or strand board. The roof will be asphalt shingles. N.F.(1) Treat blank walls that are visible from the street parking or adjacent lot. There will be no blank walls toward the street or west property line. Back property line has existing natural landscaping. IV.G.(1) Locate and/or screen roof-mounted mechanical equipment so as not to be visible from the street or from the ground-level of adjacent properties. No air conditioning units or forced air heating systems will be placed on the roof. fit. IV.G.(2) Where practical, locate and/or screen utility meters, electrical conduit and other service and utilities apparatus so as not to be visible from the street. All utility boxes and meters will be incorporated into landscaping. V.G.(1) Develop a site landscape design concept. A conceptual landscape design has been created. V.H.(2) Protect and enhance natural features. Leave the existing landscaping along east side property line natural along with retaining the existing Douglas fir trees. V.L(1) Screen all parking lots as required by Chapter 17.80, Landscaping. The back or east property line has existing landscaping and the west line will be landscaped to screen the proposed new parking area. V.L(3) Provide internal parking lot landscaping. Landscaping will be provided around the building, property lines and behind the parking area. V.J.(1) Consider alternative building and parking siting strategies to preserve existing trees. All construction has been designed to avoid impacts to the existing trees. This completes the Design Guidelines Project Review Checklist as identified by the City of Yelm. Project Overview Mr. Lee Orchard is applying for a Site Plan Review Permit to construct a motorcycle sales and parts store along with an espresso stand on a 1.05-acre parcel. It will include area for parking, landscaping, sidewalks, and a stormwater facility. The entrance roadway and parking area will be asphalt concrete pavement. The property borders Yelm Hwy (State Route 510) and Yelm High School, which is located just to the east. This project will take access from Yelm Highway. Drainage Report Section 2 -Existing Conditions The existing site is on 1.05 acres within the city limits of Yelm. The property is slope going toward the back of the property. There is an existing residence on the property. Presently there are two-access points to the property from Yelm Hwy. Adjacent properties around this parcel are zoned commercial. Vegetation on the site is mostly Scott Bloom, Douglas Firs and brush. Offsite drainage to property There is no offsite drainage coming onto this property. Wetland There are no creeks, lakes, ponds, wetlands, ravines, gullies, steep slopes, springs, and other environmentally sensitive areas on the property. This project is not in an aquifer sensitive area. All stormwater remains on site, infiltrates, and does not flow from the property. Drainage Report Section 3 -Infiltration Rates/Soil Report The Soils Conservation Service (SCS) soil survey of Thurston County classifies the onsite soils as a "Spanaway gravelly sandy laom, 0 to 3 percent slopes". The Spanaway soil is a deep somewhat excessively drained soil on terraces. Permeability that ranges from 2 .0 to greater than 20 inches per hour, depending on the soil depth. Because the ground is level with 0 to 3 percent slopes, runoff is slow, and the hazard of water erosion is slight. A design infiltration rate of 20.0-inches hour was recommended by the City of Yelm to size the stormwater facilities for this project. Drainage Report Section 4 -Wells and Septic Systems There are no wells located on Mr. Orchard's property. There is a well near his southwest property line approximately in the middle of the lot. Location of the well is shown on the site plan in the appendix. According to Thurston County's Geo-Data Service, this site is in the well head protection area. This property will be connecting to the city water system. There is one septic system and drain field located near the existing residence. Locations of existing drain fields on adjacent parcels have not been identified. A step system will be installed and connected to the City of Yelm's sewer system. Drainage Report Section 5 -Fuel Tanks No fuel tanks or contaminated soil were located during our site inspection. Drainage Report Section 6 -Sub-Basin Description This project is located within the Nisqually watershed. There are no tributaries going through or coming onto this project site. The topography of the area is flat and all of the water entering the site is from precipitation. Drainage Report Section 7 -Analysis of 100-Year Flood The project does not lie next to an adjacent body of water, Thurston County Geodetic Center indicates that it is not within a 100-year flood plain area. Drainage Report Section 8 -Aesthetic Considerations for Facilities This project site is within the city limits of Yelm and landscaping requirements are required. All aesthetic considerations will coincide with the zoning ordinances for the City of Yelm. Drainage Report Section 9 -Facility Sizing and Downstream Analysis The project's Stormwater storage, treatment, and conveyance system components have been summarized here, all calculation can be reviewed in appendix A. Please see Appendix A for detailed Stormwater treatment design calculations. All calculations were checked using the Engenious software "Storm Shed". Roof drains from the proposed structures will sheet flow through lawns and infiltrate into the soil. Roof runoff per the TCDM does not require treatment, therefore none has been provided. Stormwater runoff from the access road and parking lot is the major concern for this project. The proposed private driveway, which will be a 30-foot wide all weather surface, and the parking area is equal to approximately 8,670 square feet of impervious surface. The roadway ~ ' will slope toward the back where a natural basin will be developed. The required stormwater treatment area is equal to 400 sq. ft., (section 7.4.1) the amount provided is equal to 3,260 sq. ft. Two-foot flat bottom swale is provided for stormwater treatment of the 6-month 24-hour design storm. The swale can also provide stormwater storage volume to hold the 100-yr storm if necessary. Stormwater Storage The required storage volume for this project is equal to 920 cubic feet. A small basin has been design on the backside of the parking area behind the filter strip. The basin is approximately 127-feet in length, 8-feet in width and approximately 1 '/z-feet deep with four to one side slopes. This will hold approximately 1,577-cubic feet of stormwater with'/z feet of freeboard. The detention basin is sufficient to handle the 100-year stormwater runoff. All stormwater calculation were check using the "Storm Shed" Program from Ingenious. Roof Runoff Runoff from the roof is not a major concern on this project. All runoff coming from the structures will be allowed to sheet flow through the lawns to be infiltrated into the soil. Drainage Report Section 10 -Covenants, Dedications, Easements There are no covenants at this time. Drainage Report Section 11-Property Owners Association Articles of Incorporation This section does not apply. Erosion Control Report ~, EROSION CONTROL REPORT Erosion Control Report Section 1 -Construction Sequence and Procedure Best Management Practices shall be implemented before, during and after the construction period. Filter fabric for temporary erosion control (see appendix B for standard erosion control detail, notes and plans) shall be placed around the wetland area during the construction period. Best Management Practices (BMP's) will be employed before any construction begins on-site. The planned construction sequence is as follows: 1. Install filter fabric fencing, where appropriate. 2. Clear site (clearing and grubbing). 3. From the ls` of November to the 31S` of March, all disturbed areas greater than 5000 sf that are to be left unworked for more than twelve (12) hours, shall be stabilized. 4. Install underground utilities (telephone, water, sewers, ect.). 5. After roadways have been completed and landscaped, sod and/or grass seed, and mulch all disturbed areas. 6. Maintain all erosion control facilities until the entire site is stabilized and silt runoff ceases. 7. If equipment and trucks are to be washed onsite, an area for washing shall be designated to control runoff from entering wetland areas. Erosion Control Report Section 2 -Trapping Sediments Sediments can be trapped in the ditch line or in the filter fabric fencing. Due to the size of this project no sediment basin is required. There are no natural channels on or near this property where sediments will flow. Erosion Control Report Section 3 -Permanent Erosion Control and Site Restoration The roadway will be paved with asphalt concrete pavement to help prevent erosion of the roadway. The swale along with the detention basin will be seeded which will help erosion and contribute to the site features. Erosion Control Report Section 4 - Geotechnical Analysis and Report Not required. Erosion Control Report Section 5 -Inspection Sequence The Project Engineer shall inspect the facilities related to stormwater treatment, erosion control, storage and conveyance during construction. The amount of impervious surface for this project equals 8,670 sq. ft. or 0.2 acres.
