A preliminary plat is a request to subdivide property into five or more lots for the purpose of residential,
commercial, or industrial development. A preliminary plat is reviewed by the City's staff, Planning
Commission and City Council for conformance with City subdivision standards and other regulations.
The Planning Commission will hold a public hearing after notifying neighbors and other agencies. The
plat cannot be approved unless appropriate provisions have been made for public facilities, such as
roads, sewer and water. Preliminary review will usually take about 90 days. If preliminary approval is
granted, a final surveyed plat must be presented within five (5) years with appropriate arrangements for

Do the subdivision's lot sizes, proposed use, etc., conform with the zoning of the property?
Please explain. Yes The zoning of the property is Medium Density Residential, R-6. Within
this zone there is no minimum lot size. The density 6 units per acre, allows a maximum of
240 dwelling units and a minimum of 120 This proposal includes 207 residential lots, which
conforms to the zoning
2. Are any provisions proposed to minimize conflicts with neighboring land uses? Describe.
Landscaping will be provided around the perimeter of the site. Surrounding land uses are
single family dwellings or vacant land which are compatible with the proposed use. The parcel
to the south of the project is zoned C-1 Commercial.
3. Is the site within 300 feet of any "critical areas" such as wetlands or streams? No
4. What provisions will be made for water supply? The proposal will connect to the City of Yelm
water system
5. What provisions will be made for sewage? The project will be required to connect to the
City of Yelm's STEP sewer system.
6. What provisions will be made for storm water and/or flood control? Storm drainage will
be treated and infiltrated into the ground in accordance with City of Yelm's requirements and
the 1992 Dept of Ecology stormwater manual. Frontage improvements will include provisions
for stormwater.
7. What provisions will be made for streets, access and/or buses? Two accesses are planned
for the development -one from Killion Road and one from Cullens Road SE. Frontage
improvements will be constructed for both roads including sidewalks. New internal roads will
be constructed to the City of Yelm's standards for either Neighborhood Collector or Local
Access Residential Street. Buses currently run along Yelm Avenue, and will not travel into the
proposed development
8. What provisions, if any, will be made for open space and/or recreation? 2.46 acres of open
space will be provided in the development including 1 15 acres for a recreational park with
improvements
9. What provisions will be made for schools and school children? Children from the residences
will attend Yelm schools. The developer will negotiate an agreement with the Yelm School

District to mitigate impacts to the school district. Mitigation fees are currently $1,645.00 per
single family residence.

Request to Vacate Right-of--Way
Property immediately north of the proposed plat currently is unopened right-of-way. D&D Associates has also purchased
property between that right-of-way and the future right-of-way for the Y-3 bypass. When the preliminary plat for this project
has been approved for content and compliance with City of Yelm regulations, the applicant will request that the City
Council vacate the right-of-way immediately north of the project. If the vacation is approved, the vacated right-of-way and
property immediately to the north will be used for additional residential lots and to provide a landscaped buffer between the
subdivision and the Y-3 corridor.
Open Space
All open space tracts within the subdivision will be held in common by the homeowners' association.
Wells
Thurston Geodata indicates there are no existing wells within 100 feet of the site. The only well shown is located
approximately 290 feet to the northwest of the site. A private owner to the south was contacted to verify well location, but
did not respond.
