INTRODUCTION Project Overview The Yelm Avenue Dairy Queen project consists of mixed use retail development at the northeast corner of Yelm Avenue and Plaza Drive. The project includes a 2,100 square foot fast food restaurant with two (Z) drive-through windows, a 1,500 square foot fast food restaurant without drive-through, a 2,000 square foot bank with drive-through, and 2,400 square feet of miscellaneous retail space. Figure 1 illustrates the site vicinity and the transportation network serving the project area. Study Context This report by The Shea Group documents the results of a Transportation Impact Analysis (TIA) of existing and future traffic conditions in the project vicinity. The study was prepared according to City of Yelm TIA Guidelines for new developments as part of the required environmental review submittal for the proposed project. Five intersections in the study area were analyzed. The project is expected to be completed in late 2003; therefore we have used 2004 as the horizon year for this study. The work scope for this study was determined through a scoping process involving representatives of the developer, the City of Yelm, and The Shea Group. The intersections to be analyzed were identified with input from City staff. PROJECT DESCRIPTION Development Proposal The Yelm Avenue Dairy Queen project consists of a mixed use retail development at the northeast corner of Yelm Avenue and Plaza Drive in the City of Yelm. An 8,000 square foot building is proposed, to include a 2,100 square foot fast food restaurant with drive-through, a 1,500 square foot fast food restaurant without drive-through, a 2,000 square foot bank with two (2) drive-through windows, and 2,400 square feet of miscellaneous retail space. Access to the project will be provided by a single driveway to/from Plaza Drive. Internal connections will be provided to adjacent uses. The project site is located within the C-1 Commercial Zone in Yelm's Mixed Use Downtown District. The uses to be included in the Yelm Avenue Dairy Queen project are permitted uses within this zone. A reduced copy of the site plan showing the proposed building configuration and internal roadway network is provided on Figure 2. BACKGROUND INFORMATION Area Land Uses Surrounding land uses are generally smaller retail businesses. A Safeway store is located across Yelm Avenue from the project site. An Arco and a Chevron Station are located at the southeast and northeast corners of the Yelm AvenueBald Hill Road-Creek Street intersection. Nisqually Plaza Shopping Center to the west of the site includes a QFC, bank, Jiffy Lube and numerous specialty retail stores. Roadway Inventory Plaza Drive Plaza Drive is a private 2-lane asphalt roadway approximately 20-foot wide, with no sidewalks or shoulders. It provides access into surrounding commercial uses. Yelm Avenue (SR 507 Yelm Avenue (State Route 507) is a State facility. In the project vicinity, Yelm Avenue has recently been improved to full urban arterial standards, including two lanes in each direction and a center turn lane. The posted speed limit in the project vicinity is 25 mph. 103rd Avenue 103rd Avenue is a two-lane roadway which runs east-west between Yelm Avenue and Bridge St. SE. In the project vicinity, 103rd Avenue has narrow 10-foot lanes, and no sidewalks or shoulders. The posted speed limit is 25 mph. Clark Road Clark Road is a two-lane roadway which runs north-south. The posted speed limit south of Yelm Avenue is 35 mph and north of Yelm Avenue is 25 mph. Bald Hill Road Bald Hill Road runs generally east-west from the intersection of SR507/Creek St. NE. It is a two-lane roadway with paved shoulders. The posted speed limit is 40 mph. Traffic Volume Data Trafficount, a company specializing in traffic data collection, conducted evening peak period turning movement counts at five locations in the study area. The counts were conducted between 4:00 PM and 6:00 PM and were summarized for the highest single hour at each location. A 4% annual growth rate was applied to the 2001 count for the First Street/Yelm Avenue intersection. However, Yelm Avenue traffic volumes checked between Plaza Drive and Creek Street NE/Bald Hill Road/Morris Road (5 Corners) were lower in 2003 than they had been in 2001. Therefore, volumes were not adjusted for the 5 Corners intersection, and the 2001 count was used for this study. These traffic volumes were used for our base year operations analysis, and as the basis for future year traffic volume projections. Figure 3 represents the 2003 base year peak hour traffic volumes for this study. The turning movement counts are provided in Appendix A. Public Transportation Intercity Transit Route 94 provides transit service to the site weekdays during commute hours only, traveling between Little Prairie Center in Lacey and Nisqually Plaza in Yelm. Route 92 operates on Fridays only, traveling the same route that Route 94 uses. PROJECT TRAFFIC CHARACTERISTICS The two project-related characteristics having the most effect on area traffic conditions are peak hour traffic generation and the directional distribution of these traffic volumes. Traffic Generation Vehicle trip generation was calculated for this project using the trip generation rates contained in the current edition of the Trip Generation report by the Institute of Traffic Engineers. We have used trip rates provided in the Trip Generation report because they are more current than the City of Yelm Transportation Facilities Charge ordinance values. The pass-by rates used in our analysis are from the City of Yelm ordinance. A project such as a mixed use commercial center tends to attract a large amount of traffic from people already driving on the area roadways. Those trips are not new trips added to the local roadways (primary trips) but represent "pass-by" trips according to the following definition: Pass-bv trips are trips made as an intermediate stop from an origin to a primary destination (i.e., stopping to shop on the way home from work) by vehicles passing directly by the project driveway. It is expected that approximately 5% of the total customers visiting the restaurants and retail uses during the evening peak hour will be "mixed use", or people attending both the restaurant and shops. Project traffic volumes after reductions for "pass-by" and "mixed use" trips represent the "new-to-network" trips. The total project trip generation and new-to- network trip generation calculations are shown on Table 2. For this study, the regional distribution of traffic to and from the proposed project was estimated using the regional transportation model. The Thurston Regional Planning Council (TRPC) created the area-wide transportation model with cooperation from the local jurisdictions within the County. The model, developed using the TMode12 software package, has been calibrated to accurately represent the existing vehicle travel patterns throughout the entire County. In the transportation model, the County-wide transportation network is divided into 483 "Traffic Analysis Zones" (TAZs). The Yelm Avenue Dairy Queen is located within TAZ number 397. A distribution analysis was performed for this project by conducting a "Select Zone Analysis" for TAZ 397. This feature of the TMode12 software package allows all of the traffic into and out of a particular zone to be isolated and shown separately from the rest of the traffic on the network. This graphically shows the percentage of vehicles currently using each of the available routes into and out of the area (SR507, Morris Road SE, Bald Hill Road SE, Creek St., 103rd St. SE, etc.) From this information, regional distribution percentages were calculated for future traffic from the proposed Yelm Avenue Dairy Queen project. The "pass-by" trips were distributed onto the roadway network based on current PM peak hour directional traffic volumes on Yelm Avenue. Figure 4 shows the total project traffic distribution, including pass-by traffic. Figure 5 shows a site detail of the total project traffic volumes. FUTURE TRAFFIC CONDITIONS Roadway Improvements The City of Yelm, in conjunction with the Washington State Department of Transportation (WSDOT), has identified several improvements that will be required to maintain acceptable traffic flows along the SR 507 corridor. The second phase of these improvements, widening Yelm Avenue to urban arterial standards between 3rd Street and Five Corners, has recently been completed. In addition to the Yelm Avenue improvements, the City of Yelm has identified other roadway improvements in the project area. These include the following: 103rd Avenue from West Road to Creek Street -widen roadway to urban standards West Road from 4"' Street to 103rd Avenue -widen east side to commercial collector standards and portions of west side to match built section Pipeline Development Projects A pipeline development project is defined as a development in the project area that is either under construction, approved for construction, or in the permitting process. In the study area, four pipeline projects were identified that will add traffic to the study area. A 46-lot residential subdivision is proposed on Middle Road, and a 48-unit apartment complex is planned on Vancil Road. A 61-lot subdivision with a convenience store/gas station is proposed on South First Street. The fourth pipeline project is Canal Road Park, a city park to be developed on Canal Road between Flume Road and Railway Road. Table 3 below shows an estimate of the new-to-network trips these projects will add to the roadway network. The total pipeline traffic volumes used for this analysis are shown on Figure 6. A worksheet identifying the pipeline traffic volumes for each project is included in Appendix B. To estimate the traffic volumes that will be present at the study intersections during the 2004 project horizon year, we applied a growth rate of 4% to the base year traffic volumes. The 4% growth rate was determined by the City of Yelm. The projected 2004 traffic volumes, including pipeline traffic volumes, without the Yelm Avenue Dairy Queen project are shown on Figure 7. We then added the estimated traffic from the proposed Yelm Avenue Dairy Queen project to calculate the horizon year total traffic assignment. The projected 2004 traffic volumes, including project site traffic, are shown on Figure 8. The Traffic Volume Projection Worksheet is included in Appendix B. TRAFFIC OPERATIONS ANALYSIS Traffic analyses were conducted to determine any capacity deficiencies within the study area for the base year 2003 and the 2004 horizon year. The acknowledged source for determining overall capacity for arterial segments and independent intersections is the current edition of the Highway Capacity Manual. Capacity analyses were completed for the base year 2003 and projected 2004 peak period traffic volume scenarios. Capacity analysis results are described in terms of Level of Service (LOS). LOS is a qualitative term describing operating conditions a driver will experience while traveling on a particular street or highway during a specific time interval. It ranges from A (very little delay) to F (long delays and congestion). Level of Service C is the concurrency standard for the City of Yelm, with the exception of the designated "urban core" area, which includes the Yelm Avenue corridor. The City has adopted a lower service level (LOS F) for this area of the city. Level of service calculations for intersections determine the amount of `control delay' (in seconds) that drivers will experience while proceeding through an intersection. Control delay includes all deceleration delay, stopped delay, and acceleration delay caused by the traffic control device. The level of service is directly related to the amount of delay experienced. For signalized intersections the overall LOS grade represents the weighted average of all movements at the intersection. For intersections under minor street stop-sign control, the LOS of the most difficult movement (typically the minor street left-turn) represents the intersection level of service. The LOS criteria for stop-sign controlled intersections are different than for signalized intersections because driver expectation is that a signalized intersection is designed to carry higher traffic volumes and experience greater delay. The following tables show the level of service criteria for signalized and stop-sign controlled intersections. The analyses were performed using Highway Capacity Software for stop sign-controlled intersections and Signa12000 for signalized intersections. The analysis was conducted for the following three traffic volume scenarios: Existing 2003 traffic volumes Projected 2004 traffic volumes without Yelm Avenue Dairy Queen Projected 2004 traffic volumes with Yelm Avenue Dairy Queen The capacity analysis worksheets are provided in Appendix C. Following is a description of the level of service analysis for the study intersections. The eastbound and westbound approaches on Yelm Avenue each have single exclusive lanes for each movement. The northbound and southbound approaches on First Street provide exclusive left-turn lanes and shared through-right lanes. The intersection currently operates at a LOS D condition during the evening peak hour. By the 2004 horizon, the intersection will degrade to a LOS E condition with the addition of background and pipeline project growth. After completion of the proposed Yelm Avenue Dairy Queen project, the intersection delay will increase slightly, but the intersection will remain at a LOS E condition. The Yelm Avenue corridor has an adopted LOS standard of LOS F. The City of Yelm, in conjunction with WSDOT and the Federal Highway Administration (FHWA), has plans to construct two bypass routes (known as Y-2 and Y-3) around the downtown area. Construction of the bypass routes will reduce the traffic demand on Yelm Avenue and will improve the operation of the intersections through the downtown core area. The two bypass routes are in the preliminary planning stages with no specific construction timeline. The eastbound and westbound approaches on Yelm Avenue each have single exclusive lanes for each movement. The northbound and southbound approaches on Creek Street and Bald Hill Road provide exclusive left-turn lanes and shared through-right lanes. For existing 2003 PM peak hour conditions, the intersection operates at a LOS C condition. By the 2004 horizon, with the addition of background growth and pipeline development traffic, the intersection will remain at LOS C. When the Yelm Avenue Dairy Queen project is completed in 2004, the delay at the intersection will increase slightly; however, the intersection will remain at a LOS C condition. The east-west approaches on Yelm Avenue provide exclusive lanes for each movement. For the existing 2003 PM Peak hour conditions, the intersection operates at a LOS F for the north and south-bound left turns. By the 2004 horizon, the intersection will remain at a LOS F condition with increased delay with the addition of background and pipeline traffic growth. After completion of the Yelm Avenue Dairy Queen project, the intersection delay will increase further, and the intersection will remain at a LOS F condition. As mentioned earlier in this report, the City of Yelm has adopted an LOS F for the Yelm Avenue corridor pending construction of the Y-2 and Y-3 bypasses. The intersections of Creek St.Bald Hill Rd./Morris Rd. and Vancil Road are both signalized, which causes "gaps" in the traffic and allows vehicles exiting from Plaza Drive an opportunity to enter traffic on Yelm Avenue. Vehicles exiting the Yelm Avenue Dairy Queen also have the option of turning north and exiting onto 103rd Avenue. Plaza Drive/103'd Avenue This intersection is under stop sign control for Plaza Drive. All approaches have a single lane in each direction, and left turn lanes are not provided. The intersection currently operates at a LOS A during the evening peak hour. With the addition of background traffic growth, the intersection will continue to operate at LOS A by the 2004 horizon. After completion of the proposed Yelm Avenue Dairy Queen project, the intersection will continue to operate at a LOS A. MITIGATION Traffic generated by the proposed Yelm Avenue Dairy Queen project will have a measurable impact on the area roadways and intersections. Analysis described in the previous section indicates that the area roadways can accommodate the additional traffic generated by the proposed project. Although the project will not create any unacceptable traffic impacts, the project proponent will be responsible for some mitigation to offset the addition of traffic to the area roadway network. Frontage Improvements The project developer will be responsible for street improvements and frontage improvements along the property frontage on Plaza Drive. The improvements will include roadway improvements, curb to curb, and planter strip and sidewalk along the property boundary on Plaza Drive. Yelm Avenue is fully constructed and no additional improvements are needed. City of Yelm Transportation Facilit~Char eg (TFC) To help fund system-wide roadway improvements, the developer of the Yelm Avenue Dairy Queen will be responsible for a transportation facility charge payment to the City of Yelm. The actual amount will be based on the current city ordinance and will be calculated by City staff. CONCLUSIONS 'The Yelm Avenue Dairy Queen project will consist of one 8,000 square foot building, including a fast food restaurant with drive-through, a fast food restaurant without drive- through, abank with two (2) drive-through windows, and miscellaneous retail space. The project is located at the northwest corner of Yelm Avenue and Plaza Drive, in the Mixed Use Downtown District. The project is consistent with the City's zoning. The Yelm Avenue Dairy Queen project will add traffic to the local roadway network. This study has analyzed the peak traffic potential to/from the site following construction. Results of the analysis indicate that the planned roadway improvements within the area will accommodate the increase in traffic generated by the proposed project.
