To assist you in preparing your site plan drawings I provide the following comments:
This property is located in our Design Guideline area, and is on a corner lot. There are design issues that
must be addressed in your Site Plan Review Application. I have included a copy of the Design
Guidelines and invoice with this memo.
Some areas of concern for the preliminary site plan are Section I.A.(2) -addressing street frontage,
parking, and landscaping. I.E.(1) -Siting your stormwater areas at the street front (pedestrian safety is
important if the Swale is next to the sidewalk. I.F.(1), Enhancing development on corners. Section II,
pedestrian access from street, and through parking. You need to show your loading area. Your
preliminary site plan must also show road frontage improvements. A conceptual landscape plan is
required with application. Please contact Lemay about the placement of the refuse dumpster, you'll need
to provide truck access.
The site plan that you provided me shows what looks like a connection to the complex to the east. It is
good to have the complexes connected, but we will need to see how the connection impacts their site.
Your traffic impact analysis can address your concerns about "lumping" Dairy Queen into the "fast food"
category, and generating such a high number of pm peak hour trips. Jack in the box used "Transportation
Planning & Engineering, Inc. out of Bellevue. Theirs was a trip generation and traffic fee analysis only,
it did not address traffic impacts as required your development.

Here is our site plan. Because we plan to go to engineered drawings as soon as possible,
it would be good to have you review this now. As you can see we have about 50 percent
of the parking offto the side of the building. We have widened the area behind the
building to allow for delivery trucks. At this time, we have no other tenants other than
D.Q. and a national sandwich shop. The reality seems to be that until we build it, they
will not come! So, I cannot tell you what the "uses" will be other than the two
mentioned.
I would like to get a further explanation as to the need for a seven to eight-thousand
dollar traffic study.

parking be paved. Parking plan shall be submitted with Site Plan Review.
Ingress/Egress:
Ingress and egress at the site shall be consistent with the Yelm
Development Guidelines 46.140. Proposed access is off Plaza Drive. No
additional access shall be created on Yelm Avenue.
Landscaping: Chapter 17.80, Type I, II, III, IV, and V.
Type II landscaping is used to provide visual separation of compatible
uses. Type II landscaping is required around the perimeter of a site,
which has compatible zoning and adjacent to buildings to provide visual
separation of compatible use and soften the appearance of streets,
parking areas and building elevation.

generated by the proposed use. The applicant has proposed two fast food
restaurants, a bank, and a retail use yet to be determined. The TFC charges are
due and payable, based on the use and square footage, at the time of tenant

time of tenant improvement. New Trip Generation Rate x gross floor area _ 1,000 x
$750. A fast food restaurant creates 18.27 new pm peak hour trips, a drive through
bank creates 32.73 new pm peak hour trips, and retail creates 7.57 new pm peak
hour trips.

Type III landscaping provides visual relief where clear sight is desired. This
landscaping is for separation of pedestrians from streets and parking.
Type IV landscaping is used to provide visual relief and shade in parking
areas.
Type V landscaping is intended to provide visual relief in storm water
retention/detention areas.
A conceptual landscaping plan is required with application for Site Plan
Review. Final landscaping and irrigation plan is required as element of
civil drawings.
Refuse area must be large enough to accommodate a dumpster and
recycle bin. Refuse areas must be of a material and design compatible
with the overall architectural theme. If fencing is used to enclose the
refuse area, it must be landscaped with sight obscuring vegetation.
Applicant is encouraged to contact Lemay Inc., to assure truck access to
refuse area.
Traffic: The City has adopted a Transportation Facility Charge (TFC) of $750.00
per pm peak trip. The Ordinance provides a default table that the
applicant can use to determine new pm trips generated. The Ordinance
lists new pm peak trip by type of land use, and the formula is based on
square footage. For a retail establishment, the new trip generation
amount is 7.57, and a fast food restaurant is 18.27. To determine the
projects impact and fee, use the following formula for the use proposed:

Example: These numbers are for example purposes only
Restaurant: 18.27x2,400 = 43,848 - 1,000 = 43.85x $750.00 = $32,887.50
Retail: 7.57 X 6,285 = 47, 577.45 _ 1000 = 47.58 x $750.00 = $35, 683.09
If the applicant feels the proposed use would not generate the default
number of trips as designated in the TFC Ordinance an analysis prepared by
a Washington State Licensed Engineer can be submitted to the City for
review and consideration.
SEPA: Environmental checklist is required.
Application
and Process:
Site Plan Review, Chapter 17.84, with environmental checklist is an
administrative process. Minimum application requirements are located in
Section 17.84.060 and are listed on the application form. A project of this
size can expect completed review in approximately 12 - 18 weeks. Land use
approval typically contains conditions of approval that the applicant must
complete prior to receiving a building permit.
Following land use approval, if civil drawings are required, they must be
submitted to the Community Development Department for review and
approval, and satisfy all conditions of approval. Upon satisfactory
completion of all conditions, the applicant can submit building plans for
approval.
Other: Design Guidelines -the attached checklist must be submitted at time of
application with responses on how each guideline requirement is met.

This memo is intended to clarify the frontage improvement mitigation for the above referenced
project as described in the April 2003 Transportation Impact Analysis (see page 24).
The Level of Service Analysis (LOS) for Plaza Drive and Yelm Avenue indicated that the
intersection current operates at a LOS F. After completion of the Dairy Queen, the intersection
delay will increase further, and the intersection will remain at a LOS F conditions. Proposed
mitigation for the project includes frontage improvements on Plaza Drive. The mitigation
proposed stated that the improvements would include roadway improvements, curb to curb, and
planter strip and sidewalk along the property boundary. The roadway improvements identified
in the mitigation would consist of a 12' outbound lane, a 12' dedicated left turn lane and a 16'
inbound lane.

referenced project was received by the City of Yelm on May 21, 2003. The City has determined the
application to be complete on May 27, 2003. The application and any related documents are available for

PROJECT DESCRIPTION: The project proposal is to construct an 8,324 sq. ft. commercial building.
The building may include a 2,100 sq. ft. fast food restaurant, a 1,500 sq. ft. fast food restaurant, a 2,000
sq. ft. bank, and 2,400 sq. ft. of miscellaneous retail space.
ENVIRONMENTAL and OTHER DOCUMENTS SUBMITTED WITH THE APPLICATION: The applicant
has submitted an environmental checklist, traffic impact analysis, and a stormwater report.
Additional Information or Project Studies Requested by the City: No additional information is
requested at this time.
No preliminary determination of consistency with City development regulations has been made.
At minimum, this project will be subject to the following plans and regulations: City of Yelm
Comprehensive Plan, Zoning Title (17), Critical Areas Ordinance (14.08), Storm Water Drainage Design
and Erosion Control Manual (DOE), Uniform Building Code, State Environmental Policy Act (SEPA) Title
(14), Road Design Standards, Platting and Subdivision Title (16), and the Shoreline Master Program.
The City of Yelm invites your comments early in the review of this proposal. Comments should be

THE 15-DAY PUBLIC COMMENT PERIOD ENDS AT 5:00 PM ON JUNE 11, 2003.

mailing list, will also receive the following items when available or if applicable: Environmental Threshold
Determination, Notice of Public Hearing and Notice of Final Decision. If the proposed project requires a
City Council decision, it will be mailed to all those who participate in the public hearing and to anyone else
requesting the decision in writing. Additionally, there will be a 14-day public comment period if an
environmental determination is issued. Opportunities for appeal occur within twenty one (21) days after
the date the environmental determination is issued. City Council decision can be appealed through
Superior Court. Appeals of site plan review decisions may be filed within 14 days of Notice of Final

I am looking over your plan this afternoon. I have some issues that I need to discuss with our department
as a whole, but need to know if you or your engineer has a copy of our design guidelines. It's not the big
development guidelines; this is a small book of design guidelines for our commercial areas on Yelm Ave.
There are some requirements there, that will relate to this development. I couldn't begin to type them all
out. The cost is $15
Yes, we will need to get a copy. Could I just send you a check for $15 and have you mail it to me?
I am thinking that the parking in front of the building is not that great of an issue (the landscaping there will
need to be a dense hedge), but that it is a corner lot and requires enhancement on the corner. Also,
having the wet pond along side the sidewalk will require some substantial landscaping there as well.
What is the height of the hedge? How can I have only five-foot tall monument sign and a hedge? Yes, the
wet pond will have landscaping.
I'm not sure where your loading area is. The need for a loading area was still a subject of discussion.
However, there is a lane adjacent to the drive-thru lane at the back of the building. Our stores get their
shipments (twice per week) and the truck comes between 1 a.m. and 5 a.m. Also, if need be I am willing to
block off the rear drive-thru area for anything larger than a bread truck.
Do you have a conceptual landscape plan yet? Yes, I just did not give that to you yet. Currently, it shows
just lawn and trees out front. Would you like it now or wait until we revise it?
Have you contacted Lemay about the placement of the dumpster area? I don't think they can get their
trucks in where you have it proposed. I still need to talk with Lemay.
Plans must show pedestrian circulation. Yes, this will be done on the engineered drawings.
In answer to your question about a traffic study, our guidelines for when a traffic study is required say:
When the development generates more than 20 vehicles in the peak direction of the peak hour on the
adjacent streets and intersections.
When the development generates more than 25% ofsite-generated peak hour traffic through a "critical"
movement at an unsignalized intersection.
A "fast food" restaurant generates 18.27 new pm peak hour trips per 1,000 sq. ft. A guess of 3,000 sq. ft.
for the D.Q. and a sandwich shop, that equals about 54 new trips. It is unfortunate that DO gets lumped
in with fast food. We do not have a breakfast and our busiest hours are from 7 p.m. to 10 p.m. So what is
the definition of "peak hours?" But I also understand that only about 40% of the building will probably be
occupied initally. We just do not know what the other 60% occupancy will be!
I'm not sure about the cost of a TIA?

Have you done some comparison shopping? Yes, I have quotes from two different engineering firms and
seven to eight-thousand is accurate. The Shea Group is $8,000 and Transpro is $7200. (We could buy a
lot of nice landscaping with these dollars! Ha, Ha.)
Do you know who did the traffic study for "Jack-in the Box?" Perhaps I could contact them.
Well, I will try to get something completed with the rest of my department tomorrow and should have a
response back to you on Monday. Thanks for your help.
