Box 479 Yelm, WA 98597   October 20, 2004 Geoff Sherwin Apex Engineering PLLC 2601 S 35th, Suite 200 Tacoma, WA 98409 RE: Civil Engineering Review No. 2 – Napa Auto Parts Remodel and Expansion City of Yelm Project No SPR-03-8352-YL Mr. Sherwin: I have completed the review of the civil engineering plans. These comments take into account the Conditions of Approval issued for the land use approval. Please review the following comments and revise the site plan as required to meet them. Site Plan: Need Right-of-way dedication for Clark Road. This information will be required before plan approval. The phasing notes as presented are not detailed enough. The city is not going to be able to issue a temporary C of O for building 1 without parking, pedestrian corridors installed, water and sewer connected to the building etc. It would be beneficial to have a short meeting to address this before you submit a revised phasing plan. We can have the meeting at City Hall. Stormwater Plan: The wet tank does not appear to have the required volume. The volume above the outlet invert will not be useable because the tank will not hold water above this elevation. The outlet will need to have a tee installed to keep the oils and floating refuse inside the wet tank. Water Plan: Show easements for water system on the construction documents even through you are proposing a blanket easement. This proposal will not be able to operate all 3 meters from one service line. You will need another service line to the watermain. The land use approval requires a fire hydrant plan or address how the fire hydrant location and fire flow requirements have been addressed. What code are you designing under? Sewer Plan: Show easements for sewer system on the construction documents even though you are proposing a blanket easement. Landscape Plan: The applicant shall enhance the visual quality of the corner in compliance with Design Guideline I.F.(1). Approval #16 A detailed landscape plan is required as part of civil plan approval, and shall include: Approval # 22 – 25 Type I landscape buffer along the southern property line, adjacent to the residential use. Type II landscape buffer along the remaining perimeter property lines, and adjacent to buildings. Type III landscaping with frontage improvements. Type IV landscaping is required in parking areas. Refuse container screening shall be of a material and design compatible with the overall architectural theme of the associated structure, shall be at least as high as the refuse container, and shall in no case be less than six-feet. A six-foot wall or fence shall enclose any outdoor refuse collection point. The fence shall be a solid material such as wood or masonry, and shall be designed per the City of Yelm Development guidelines. Add a detail to the landscape drawings showing the design of the enclosure. The landscape plan will be required before construction documents will be approved. Early Clearing and Grading Permit: At your request, I have reviewed the construction documents for an early clearing and grading permit. The city would be willing to allow the clearing and limited grading permit at this time. This permit will have a limited approval but will allow you to start some of the tree removal and grading. Please review and revise the civil engineering documents to address the above referenced comments. Please contact me before resubmitting the plans for review.
