Box 479 Yelm, WA 98597   May 8, 2006 Dwayne Bockman 13306 Vail Road SE Yelm, WA 98597 Dear Mr. Bockman: The Community Development Department conducted a site visit today, to determine the status of your site plan review for the Secret Garden building. Your land use approval letter dated June 9, 2004 listed 13 conditions of approval, some of which have been completed, and the following are either not complete, or do not meet City development guidelines. 2. Access to the parking area shall be located on the alley behind the building. The alley shall be improved from 2nd street to the eastern property line with 2-inch crushed rock and 2-inch asphalt. Applicant shall provide detailed plans to the Community Development Department for review and approval. The alley was paved, however pavement was laid over the top of water meters, and the edges are already failing. 6. The applicant shall design and construct all stormwater facilities in accordance with the DOE Manual, as adopted by the City of Yelm. Best Management Practices are required during construction. There is no treatment at all for the new paved area. The site plan that you submitted proposed all water runoff to be directed to a grass landscaped area. The pavement in the alley was extended beyond your site, that paved area needs to flow to stormwater treatment as well. 7. The applicant shall create a paved parking area, meeting the City of Yelm Development Guideline standards, with a minimum of 4 parking stalls. The parking area must meet City of Yelm’s Development Guidelines. There is not adequate area for 4 parking stalls. Please see attached guidelines for parking lots. 8. All buildings shall have a paved pedestrian path from street sidewalk to the main entry, and provide pathways from parking lots to the main entry. When your parking lot is completed, there must be pedestrian pathways to the building, and an ADA compliant handicap stall. 11. The applicant shall provide for Type II landscape buffer along perimeter property lines as allowed by building placement. There is no perimeter landscaping on the NW perimeter. 12. Type IV landscaping is required in parking areas. There is no landscaping whatsoever in the parking area. These items must be completed no later than May 22, 2006. If the required improvements are not complete and approved by the Community Development Department, civil penalties will be issued. If you have any questions, please call me at (360) 458-8475.
