Initial Review of Civil – Site Construction Documents
Mr. Spiller:
The City of Yelm has completed the initial review of the proposed Golden Dragon Restaurant. Your application included:
Site construction documents dated July 2004 and received Jan 12, 2005
Drainage and Erosion Control Report dated Dec 29, 2004 and received Jan. 12, 2005
We have reviewed the plans for compliance with the City of Yelm Development Guidelines, the DOE Stormwater Manual and general standards of civil engineering practice. The following
comments need to be addressed before the plans may be approved for construction. Our comments are summarized below:
Site Plan (sheet 1 of 11):
Show plans in vertical datum NGVD 1929 or add a conversion factor on each sheet to convert the elevations to NGVD 1929. This is the accepted City of Yelm datum.
Erosion Control Details and Notes (sheet 2 of 11):
The City of Yelm requires a “catch basin sock” to be used instead of filter fabric placed under the grates of catch basins.
Grading and Stormwater Plan (sheet 3 of 11):
The treatment swale is required to have a slope of 2 to 4%. Currently the slope is 1%.
The setback requirements for the swale and pond are 10 feet minimum. This is measured from property line to top of slope.
The pipe outlet should have rip rap located at the outfall.
The infiltration pond elevations appear to conflict with other callouts please revise callouts to be consistent.
Callout wheel stops on the plans.
Yelm Ave Plan and Profile (sheet 5 of 11):
I have not received the PFA submittal from Washington State Department of Transportation (WSDOT). The City of Yelm and the WSDOT have concurrent review process for projects located
on state highways. Please contact Dale Severson at WSDOT for their review process.
The radius shown at the future Killion Road return should be 55’ to meet the WSDOT’s requirement.
Please remove the asphalt shown continuing into the Killion Road intersection. Please show it 4 feet behind the face of curb.
The ADA ramps need to reflect the current Federal and WSDOT standards. Add the WSDOT standard plans to the construction documents.
The street light(s) specifications need to be called out on the plans. I will follow up on the specifications in a later correspondence.
The sidewalk will need to have a return ramp to the asphalt area at approximately 10+00.00. The wheel chairs need to be able to leave the sidewalk at the end of the sidewalk.
STEP Plan (sheet 8 of 11):
The City of Yelm has a minimum grease interceptor size of 1,500 gallons.
A hose bib needs to be provided within 75 ft of the STEP tank.
The service line needs to be sleeved where it passes under the sidewalk.
The inlet to the STEP tank should be no more than 5 feet below ground level.
Cleanouts are required to be within 2 feet of the building.
Show easements for sewer system on the construction documents.
Water Plan (sheet 10 of 11):
The water crossing needs to be at least 8” in size. The ex. water main will have to be verified that it is actually 10” in size.
How is the crossing being installed? Is it being proposed as an open cut or boring? Each has it own standards and approval process. Please specify and call out the appropriate process.
The water service tap needs to be located on the project side of the roadway. Show the tap off of the 8” crossing.
Water calculations and fire flow calculation need to be submitted.
Stormwater Report:
The report designs the bioswale at 1% instead of 2 to 4%. Please revise to meet the slope requirement.
Landscape Plan:
Not included
