Box 479 Yelm, WA 98597   June 28, 2005 Mike Brewer American Pump and Electrical PO Box 14996 Tumwater, WA 98511 RE: Horizon Mortgage – SPR-04-0161-YL Initial Review of Site Construction Documents Mr. Brewer The City of Yelm has completed the initial review of the proposed office building and espresso drive thru. Your application included: Civil Plan Review Application Construction Drawings (9 sheets) We have reviewed the plans for compliance with the City of Yelm Development Guidelines, the DOE Stormwater Manual and general standards of civil engineering practice. The following comments need to be addressed before the plans may be approved for construction. Our comments are summarized below: Site Plan: The existing information shown on the plan is too light to see. Please darken up this information so it will copy legibility. The Land Use Conditions of Approval requires 7 parking stalls for both uses. Please show the existing right of way and right of way to be dedicated on the plan. Does the proposed driveway match the existing driveway on the opposite side of SR 510? A pedestrian path from the street is required but not shown on the plans. This will need to be shown. Show how the refuse area is meeting the architectural requirements as set forth in the Land Use Conditions of Approval. Grading Plan: The grading plan needs more information. The plan is not detailed enough to construct or review for storm water drainage. Yelm Ave Plan and Profile: The construction plans do not show the required frontage improvements for SR 510. Please show these improvements as part of the plans. As part of the review process you will be required to submit a Plan For Approval and Construction Documents to the Washington State Department of Transportation for review and approval. Since the frontage is a state highway this review will be a multiple jurisdictional review. This process typically takes 9 months to complete. A good contact at WSDOT is Dale Severson, Development Review Section. The City of Yelm is willing to allow you to begin site work and construction on the building and allow temporary occupancy with some sort of financial guarantee for completion of the frontage work. Water and Sewer Plan: The SR 510 water crossing needs to have some more information added to the plans. How is this roadway crossing going to be accomplished, timing, permits etc? Is this going to be accomplished with an open cut or “push” of the roadway? Each method has it own requirements and specifications. The fire hydrant needs to be moved at least 5 feet from the entrance edge of pavement and in a location that will not have to be moved as part of the frontage improvements. The DCV Assembly is not a City of Yelm Standard Detail. Please remove the City of Yelm detail block from around the detail. A grease interceptor is not required for an espresso only stand. If you have plans to expand the espresso stand to include anything more than espresso, a grease interceptor will be required. The City of Yelm minimum required size is 1500 gallons. Stormwater Plan: The civil plans do not address a stormwater system or facility. This information is required and should be shown on the plans. Show how the stormwater is being taken care of for SR 510. Stormwater Report: No stormwater report was submitted. Please include a stormwater report with the next submittal. Landscape Plan: A detailed landscape plan was not included in the plan set. This plan is required before a building permit may be issued. Conditions of Approval: When you resubmit the plans please include a written response stating how each condition of approval has been or will be met. Please review and revise the plans to address the above referenced comments. When the project is resubmitted you will need to submit 4 sets of plans and 2 stormwater reports. The project engineer should include a written response with the resubmittal, indicating how all the review comments above have been addressed or responded to.
