Box 479 Yelm, WA 98597   November 14, 2005 Mike Brewer American Pump and Electrical PO Box 14996 Tumwater, WA 98511 RE: Horizon Mortgage – SPR-04-0161-YL Second Review of Site Construction Documents Mr. Brewer The City of Yelm has completed the initial review of the proposed office building and espresso drive thru. Your application included: Civil Plan Review Application Construction Drawings (13 sheets) dated 9/1/05 We have reviewed the plans for compliance with the City of Yelm Development Guidelines, the DOE Stormwater Manual and general standards of civil engineering practice. The following comments need to be addressed before the plans may be approved for construction. Our comments are summarized below: Site Plan: The espresso stand must be moved back to the original location approved by the Site Plan Review Committee. The ADA parking stall needs to be 20’ in length. Does the proposed driveway match the existing driveway on the opposite side of SR 510? Not addressed from first comment letter. Show how the refuse area is meeting the architectural requirements as set forth in the Land Use Conditions of Approval. Not addressed from first comment letter. Yelm Ave: The City of Yelm is beginning the process of forming a Local Improvement District for improvements of SR 510 including the frontage improvements for this project. The City will allow you to defer the frontage improvements. You will be required to sign a deferment/no protest agreement to the LID. Water and Sewer Plan: The water crossing of SR 510 is now required to be permitted thru the City of Yelm. You will be required to coordinate this crossing with the City of Yelm. Stormwater Plan: The stormwater facility requires 1 foot of free board. Stormwater Report: No stormwater report was submitted. Please include a stormwater report with the next submittal. Not addressed from first comment letter. Landscape Plan: A detailed landscape plan was not included in the plan set. This plan is required before a building permit may be issued. Not addressed from first comment letter. The building is required to have perimeter landscaping. How is this being addressed? Conditions of Approval: When you resubmit the plans please include a written response stating how each condition of approval has been or will be met. Not addressed from first comment letter. Please review and revise the plans to address the above referenced comments. When the project is resubmitted you will need to submit 4 sets of plans and 2 stormwater reports. The project engineer shall include a written response with the resubmittal, indicating how all the review comments above have been addressed or responded to.
