PO Box 625 Yelm, Washington 98579 RE: Five Corners Commercial – SPR-05-0023-YL Second Review of Civil Site Construction Documents Mr. Paigen: The City of Yelm has completed the initial review of the proposed commercial building. Your application included: Civil site plans dated October 12, 2005 Your application did not include: Domestic water usage calculations Fire flow calculations We have reviewed the submitted information for compliance with the City of Yelm Development Guidelines, the DOE Stormwater Manual and general standards of civil engineering practice. The following comments need to be addressed before the plans may be approved for construction. Most of these comments are the same as the initial review letter of August 9, 2005. They were not addressed on the plans and a letter was submitted explaining why they were not addressed. Our comments are summarized below: Site Plan (sheet 2 of 10): An ADA ramp will be required at Morris Road and Morris Road Cul-de-sac. Also make sure that the ADA path is extended through the proposed island. (new comment) Grading Plan (sheet 3 of 10): The concrete gutter may be terminated after the driveway apron. The area following the apron should be a tapered asphalt section. (new comment) Show the swales, stormwater flow and elevations at all locations that they are being proposed TESC and Drainage Plan (sheet 4 of 10): Call out #4 appears to be in error. Show the access locations to the 36” pipe. The detail is shown however the locations are not. Water and Sewer Plan (sheet 5 of 10): Relocate the fire hydrant to the location shown on the plans. Relocate the domestic water tap to a location that will not require cutting the asphalt roadway or use the existing meter setter that is already installed. Grading Details (sheet 6 of 10): The structural sections of the roadways are 3” class B asphalt, 2” CSTC and 8” of 4” minus ballast. Add roadway and structural sections for Morris Road and Bald Hills Road. Street Lights: The City of Yelm is requiring 2 street lights to be installed. The first being located at the intersection of Bald Hills Road and Morris Road (same as plan currently shows). The second light should be located in the same location as shown on Morris Road. No street light shall be required at the driveway of the project. Landscape Plan: Not submitted for review. This plan should show design guideline requirements, corner enhancement and refuse enclosure. The review should be coordinated with Tami Merriman of Community Development Department. Conditions of Approval: Please verify that all conditions have been met and those that pertain to engineering have been addressed on the plans. Please review and revise the plans to address the above referenced comments. When the project is resubmitted you will need to submit 4 sets of plans, 2 stormwater reports. The project engineer is required to include a written response with the resubmittal, indicating how all the review comments above have been addressed or responded to.
