Box 625 Yelm, WA 98597 Re: Five Corners Commercial Building, SPR-05-0023-YL Dear Mr. Paigen: The City has performed a preliminary review of your environmental checklist, and requires further information before we can complete our environmental review. During our presubmission meeting with you, we discussed the use of a limited access on Morris Road, and full access on the Morris Road Cul-de-sac. Your application proposes a full access on Morris Road. In order for the City to consider having a full access on Morris Road, a Traffic Impact Analysis will be required showing justification for the unlimited access. Also in that presubmission meeting we discussed with you the Yelm Design Guideline Checklist. Please review this checklist and address on your site plan the areas marked. I have included a copy of this checklist for your use. Items such as pedestrian access from corner, corner enhancement, and screened parking are not reflected on this site plan. If you plan to have outdoor display of merchandise, please show the location on the site plan where you propose this display. The elevation drawings you submitted show a roll up door leading to the landscaped area to the rear. The site plan submitted does not show any access to this doorway. Please clarigy your plans for this access door. The parking area does not meet City of Yelm Development Guidelines minimum requirements. A 2-way driving aisle is required, and must be a minimum of 23 feet wide. Parking stalls are 9’ x 20’ with overhang at landscaping. If using curb stops abutting a sidewalk, the stall must be 22’ feet in length. Your loading zones currently block parking stalls. The configuration for stall #25 does not provide a place for the car to back out. The sidewalk located at the curb line on Bald Hills Road should be moved in towards the property line with a planter strip between the street and sidewalk. The stormwater treatment proposed does not meet City of Yelm Stormwater requirements. The City currently uses the 1992 Department of Ecology Stormwater manual.
