Dear Mr. Sherwin
I have reviewed the plans submitted. The following are comments from the above referenced plans and need to be addressed on the future submittal. I have organized these comments by
general category. If you have any questions, I have also included a set of redlined plans to clarify these comments.
Site Plan:
Please revise the roadway bulb outs to reflect the redlined changes of the plans and the dimensions of the standard detail.
Mailbox locations and detail need to be shown on the plans. These locations need to be approved by the Yelm Postmaster. Please submit a site plan with the postmaster signature with
the locations shown and the number of boxes at each location.
Some of the joint driveways have utility conflicts with the water and sewer boxes. The city will not allow meter boxes to be located in the driveway.
Add finish floor elevations to the lots.
All sidewalks should be located behind the planter islands. Please revise the locations of the sidewalks to reflect this.
Grading and Drainage Plan:
The maximum depth of the wetpond should be 6’. See pg.3-4-13 of the 1992 DOE stormwater manual.
The northwest curb return located on Road B has a low point where water is going to collect.
The entrance at Road F/Wilkensen needs to be no steeper that 1’ in 30’ at the intersection.
Monuments will be required at all intersections, PT’s and PC’s.
Storm pipes located in easements on property lines need to be located at least 3’ off of the property line. This will facilitate the installation of fence posts and not disturb the
conveyance line.
The stormwater outfall will need to have a trash rack installed.
The realignment of Canal Road and Wilkensen appears to have a low point. How will to drainage be controlled at this point? Currently the roadway does not have a low point for drainage
to collect.
Please submit the legal description for the right of way that the City of Yelm must acquire to realign this intersection.
Add some contour labels for the existing contours on the pond sheets.
How will the water reach the 100-year water surface in the wetpond? The pipe invert is at 319.25 and the outlet is lower. Currently you do not have any “live storage” in the wetpond.
Stormwater Report:
Add a section in the stormwater report covering the stormwater methodology and how the system has been designed. Another person should be able to read this section and understand your
process.
In section 9 Downstream Analysis, add a line or two talking about where the water will go if the infiltration pond fails and what is in that location.
Remove the last line in Section 12.
The drywell detail should not have a direct inlet to the drywell gallery from the driveway. This water is not treated or considered clean. Please remove the driveway catchbasin.
Also add the drywell detail the construction documents. The builders will not have a stormwater report to refer too.
Water and Sewer Plans:
Move the water and sewer lines to the north and east of the Wilkinson right of way centerline. These utilities can be located completely on the half street improvements. Locate the
water 1’ off centerline, sewer 11’ off centerline and the catch basins will be in the flow line at 16’ from centerline.
At the intersection of Canal and NP Road the watermain should have a tee and an extension to southeast at least 20’. This will be for future extension.
At the intersection to Wilkensen and Road A the water main will need to be extended to the property line.
The sewer outfall pipeline that parallels the Olympic pipeline is not shown on the drawings and may conflict with some of the proposed lots
The point of connection at Rhoton Road is a 10” step sewer main
No “Air Release Assemblies are shown on the drawings and based on the hydraulic profiles, many will be required.
Valves will be required at 400’ intervals on N.P. Rd and Wilkensen Rd. Additionally; many more valves will be required throughout the planned project. At all tees and pipe size reducers.
“End of Line clean outs” will be required at the ends of all pipelines, not “pig launches”.
Verify all lots have sewer and water services to them.
Road “E” shows a 4” sewer line connected to a 2” line.
Street Lighting Plan:
Street light locations should be located 3’ behind back of curb.
Please see the redlined plans for the street light locations.
Misc:
The conditions of approval will be reviewed when they are issued to make sure that all conditions have been addressed on the plans. If there are any comments, you will receive them
during the subsequent review.
Show the ADA ramps with the crosswalks.
It is my understanding that PSE will only be allowed to cross the Olympic Pipeline one time. How will the lots on the other side of the gas line be served? This information came from
PSE designer working on your service.
A signage plan will be required. Show all signage for intersections, street signs, stop signs, no parking signs etc.
The conditions of approval need to be added the cover sheet. This is a requirement of the City of Yelm.
The Olympic Pipe Line issued a comment letter. This information should be addressed at the same time as these comments.
Please review and revise your engineering drawings. When you resubmit please send 4 revised sets of plans and a letter stating how you have address the review comments. If you have
