Box 479 Yelm, WA 98597   September 15, 2005 Mr Geoff Sherwin Apex Engineering 2601 S 35th Suite 200 Tacoma, Washington 98409 RE: Mountain Sunrise – SUB-04-8329 -YL Wilkensen Road Construction Punchlist Response Mr. Sherwin: Thank you for your letter dated August 31, 2005. I just want to clarify a couple of ideas in the letter that appear to be misunderstood. The third paragraph states that, “The Hearings Examiner conditions required the developer to patch Wilkensen on the west side and the City of Yelm would be required to reconstruct that side of the road.” The City of Yelm has a policy that states when a roadway must be excavated and trenched parallel to the centerline of the road than the developer/contractor shall overlay the roadway from centerline to the edge of the lane that was excavated. During the plat negotiations the City agreed to allow this project to parallel trench the west lane of the road and repair it per the City of Yelm Detail 4-10. After the installation and repair was completed, the City was going to maintain this lane through the “chip seal program” which is the only roadway maintanence program the City has. It was never intended to rebuild or overlay lanes of traffic. If you review the approved plans dated 6/16/2004 and the subsequent sewer revisions dated 10/27/05 the saw cut line shown on the plans is located at the right of way centerline which is the same as the future roadway centerline. The City did request that you move the utilities to the east side of Wilkensen in an effort to keep one lane open during construction to which you agreed. (See civil comments #1). At no time did the City approve the removal of an additional 7 feet of asphalt between the water line location and the existing centerline of roadway. By the contractor making this change in the field, he changed the design that was approved and took responsibility for his decision. Also at the time of grading and paving I personally went out and brought the roadway crown location up and was dismissed by the grading foreman. This concern was expressed again when Grant Beck, Community Development Director and myself visited the site on the day the paving was taking place. After reviewing the approved plans, construction, and meeting with City of Yelm personal, the following options are being offered to remedy the construction methods that were used in Wilkensen Road. The City is willing to accept Wilkensen Road as constructed from approx. Sta. 124+80 thru the location where Mountain Shadow frontage improvements will stop. With the application of the Preliminary Plat of Mountain Shadow this section will be reconstructed and the final product will meet the Neighborhood Collector section as required. The remainder of the west lane of Wilkensen Road will need to be brought into conformance before the Final Plat of Mountain Sunrise will be approved. The City may allow this improvement to be deferred until the Mountain Shadow improvements are constructed if a letter stating the developer of Mountain Shadow will take responsibility of these improvements. These improvements shall include saw cutting the existing pavement at centerline of right of way and placing a one 3” lift of Class B asphalt overlay in its place. This lift shall be placed so the crown of the roadway will be in its proper location and a min. slope of 2% maintained to the ditch line. The asphalt overlay shall be 14ft in width or 12 ft lane with a 2 ft crushed rock shoulder.
