Box 73130 Puyallup, WA 98373 Dear Bob: This letter is regarding you and Robert Benum’s application for preliminary subdivision and shoreline substantial development permit for the subdivision of approximately 28 acres located on Wilkenson Road just south of the Centralia Power Canal into 108 residential lots. The application was submitted to the City of Yelm on November 4, 2002, along with application fees in the amount of $3,850.00. The proposal has been assigned project number SUB 02-8329-YL. I will be acting as the project planner for your application. The Community Development Department has reviewed the application and has determined it to be complete. The Department has also reviewed the application and supporting environmental information, including the environmental checklist and the traffic impact analysis and believes the proposal, as submitted, has a probable significant impact on the environment which would require the preparation of an Environmental Impact Statement to fully identify potential impacts and possible mitigation measures. Specifically, the environmental checklist and traffic impact analysis submitted with the application fail to address the relationship to Comprehensive Plan and the potential conflict between the proposed development and the Y-3 transportation corridor. This issue was raised during the pre-submission conference, at which time the City indicated the traffic impact analysis, an environmental document, should include a discussion of impacts to the Y-3 corridor and potential mitigation measures. Based on the above, this letter also serves as notice pursuant to Section 197-11-350 WAC that the City is considering a determination of significance and that you may change or clarify the proposal or supplement the environmental checklist prior to the issuance of a threshold determination. The City will issue a threshold determination 30 days from the date of this notice unless you notify the Department of Community Development that additional time is required for the preparation of supplemental environmental information.
