Environmental ReviewCity of Yelm PO Box 479 Yelm, WA 98597 Dear Sir or Madam: 2 Sept 2003 I have a few comments regarding SEPA No. 8346 which concerns a proposal to construct 21 homes on approximately 5 acres on Mt. View Rd. They are as follows: I was told verbally that this project would result in city water and sewer services being installed on Mt. View Rd. Utility upgrades are not addressed in this proposal. If the water and sewer are not going to be installed, what will the effect be on existing well levels and water quality? Proposal indicates there will be some sort of road improvement to Mt. View Rd. The improvements are not specific. This construction will add a minimum of 40 new cars to n two-lane road where kids ride bikes and skate. Some consideration should also be given to installing a traffic light at Mt. View Rd, and Yelm Ave. The situation in the mornings and evenings when the kids are going to/leaving from school is dangerous at best. • I have no objection to land development. I do, however, believe that given the construction of n new apartment complex last year, one in the works right now, and the addition of 20 more homes (which will impact this road and it's current residents), some thought should be given to the existing infrastructure. I hate to see Yelm practice the same method of planning utilized by the rest of our State which isover-development, followed by dismay at the grid-lock on our streets. An environmental impact statement (EIS) must be prepared for all proposals with probable significant adverse impacts on the quality of the environment. The purpose of this checklist is to provide information to help you and the agency identify impacts from your proposal (and to reduce or avoid impacts from the proposal, if it can be done) and to help the agency decide whether an EIS is required. General description of the site (circle one): lat rolling, hilly, steep slopes, mountainous, other. b. What is the steepest slope on the site (approximate percent slope)? According to the Soil Conservation Service, the steepest slope on the site is approximately 3%. c. What general types of soils are found on the site (for example, clay, sand, gravel, peat, muck)? If you know the classification of agricultural soils, specify them and note any prime farmland. The Soil Conservation Service lists soils on site as Spanaway stony sandy loam, 0 to 3% slopes. d. Are there surface indications or history of unstable soils in the immediate vicinity? If so, describe. There are no surface indications or history of unstable soils in the immediate vicinity. e. Describe the purpose, type, and approximate quantities of any filling or grading proposed. Indicate source of fill. The site is flat and will not require a great deal of grading. Cut and fill will be balanced to the greatest extent possible. f. Could erosion occur as a result of clearing, construction, or use? If so, generally describe. Erosion is always a possibility on construction sites. The highest potential for erosion will occur during the grading process for the project. See item h. below for proposed control methods. g.About what percent of the site will be covered with impervious surfaces after project construction (for example, asphalt or buildings)? Approximately 25% of the site will be covered with impervious surfaces after project construction. h. Proposed measures to reduce or control erosion, or other impacts to the earth, if any: An erosion control plan will be developed in accordance with the City of Yelm standards. This plan will be reviewed and approved by the City. Following construction all exposed surfaces will be landscaped. 2. Air a. What types of emissions to the air would result from the proposal (i.e., dust, automobile, odors, industrial wood smoke) during construction and when the project is completed? If any, generally describe and give approximate quantities if known. During construction, emissions to the air will be released from heavy equipment and construction staff vehicles. Following construction, emissions from customer vehicles will be released on site. All emission quantities are anticipated to be within normal ranges for projects of this type. b. Are there any off-site sources of emissions or odor that may affect your proposal? If so, generally describe. There are no off-site sources of emission or odor that will affect this proposal. c. Proposed measures to reduce or control emissions or other impacts to air, if any: All heavy equipment will be fitted with required emission control devices. 3. Water a. Surface: 1) Is there any surface water body on or in the immediate vicinity of the site (including year-round and seasonal streams, saltwater, lakes, ponds, wetlands)? If yes, describe type and provide names. If appropriate, state what stream or river it flows into. No surface waters are in the immediate vicinity. 2) Will the project require any work over, in, or adjacent to (within 200 feet) the described waters? If yes, please describe and attach available plans. None 3) Estimate the amount of fill and dredge material that would be placed in or removed from surface water or wetlands and indicate the area of the site that would be affected. No surface water withdrawals or diversions are planned as a part of this project. 5) Does the proposal lie within a 100-year floodplain? If so, note location on the site plan. The proposal does not lie within a 100 year floodplain. EVALUATION FOR AGENCY USE ONLY 6) Does the proposal involve any discharges of waste materials to surface waters? If so, describe the type of waste and anticipated volume of discharge. No waste materials will be discharged to surface waters as a result of this proposal. b. Existing septic tanks on the site serving the existing structures will be abandoned according to applicable standards. c. Water runoff (including stormwater): 1) Describe the source of runoff (including storm water) and method of collection and disposal, if any (include quantities, if known). Where will this water flow? Will this water flow into other waters? If so, describe. Runoff will be generated from rooftops, parking areas and roadways. All runoff will be collected and routed to onsite stormwater systems. These systems will be designed in accordance with City of Yelm standards. 2) Could waste materials enter ground or surface waters? If so, generally describe. It is unlikely that waste materials will enter ground or surface waters as a result of this project. Treatment facilities have been designed to reduce this risk as much as possible. What type of light or glare will the proposal produce? What time of day would it mainly occur? Lighting will be designed per the city of Yelm code. b. Could light or glare from the finished project be a safety hazard or interfere with views? Lighting will be designed to comply with all safety standards and to minimize glare. No safety hazards will be created by the project. c. What existing off-site sources of light or glare may affect your proposal? There are no off-site sources of light or glare that would affect this proposal. d. Proposed measures to reduce or control light and glare impacts, if any: All fixtures on site will be designed to minimize or eliminate light spillage onto other properties and the city right-of--way. 12. Recreation a. What designated and informal recreational opportunities are in the immediate vicinity? Transportation a. Identify public streets and highways serving the site, and describe proposed access to the existing street system. Show on site plans, if any. Yelm Avenue (SR 510), an urban arterial, and Mountain View Road, classified as a neighborhood collector, serve the site. An access is proposed from the project onto Mountain View Road. b. Is site currently served by public transit? If not, what is the approximate distance to the nearest transit stop? It is unknown at this time. c. How many parking spaces would the completed project have? How many would the project eliminate? The completed project will have 2 off street parking spaces per a lot.
