Box 479 Yelm, WA 98597   July 18, 2005 Greg Stidham Parametrix 8830 Tallon Lane Lacey, Washington 98516 RE: Cherry Meadows - Civil Engineering Review No. 1 – Offsite Plans City of Yelm Project No. SUB-03-8340-YL Mr. Stidham: The City of Yelm has completed the initial review of the proposed offsite improvements for the Cherry Meadows Subdivision. Your application included: Construction Plans (PE date of 4/8/05) Stormwater Report amendment We have reviewed the plans for compliance with the City of Yelm Development Guidelines, the DOE Stormwater Manual and general standards of civil engineering practice. The following comments need to be addressed before the plans may be approved for construction. Our comments are summarized below: General Comments: The “approved for construction” approval block needs to be shown on all sheets. Also change the Public Works Director signature to Development Review Engineer. Replace the water details with the revised water details dated 2005. The telephone provider is Ycomm Networks. Please revise the callouts to show Ycomm instead of Qwest. The Killion Road entrance right of way returns need to be radius to accommodate the sidewalk being in the right of way. No street lights have been shown on the plans. There was a plan with Tom Kidwell showing the locations of the street lights required. Utility and Removal Plan Cullens Road (sheets 11 - 15): I have included a survey that E. True and Assoc. completed on Cullens Road. It appears that the centerline may be different than the centerline shown on the plans. Please ask your survey department to verify this and revise your design if needed. The frontage improvements on Cullens road need to begin at the centerline of the right of way. The project will be required to sawcut at centerline and rebuild the roadway from centerline to right of way line. Utility and Removal Plan SR 510 (sheets 16 - 17): There appears to be many items that need to be relocated. Has the coordination been completed for these? Paving Plan Killion Road (sheet 20 - 23): The tapers are too short at either end of the frontage. Please refer to WashDOT standards for the length of tapers. These tapers should begin at the property lines extended and continue until meeting existing conditions. Show stop bar at the Killion Road plat entrance. Show stormwater pipe type on the plan/profile Paving Plan Cullens Road (sheet 24 - 34): Should the north east corner of the intersection have a radius in the pavement instead of the proposed jogs and straight sections? The PFA shows a 33’ radius. The proposed curb on the northwest corner of SR 510/Cullens need to be installed to accommodate the future 22’ pavement section. The northwest corner of 510/Cullens has been developed since we last met on site. There is now another driveway to not shown on the plan. Please make sure that you design will be compatible with this site. The widening of Cullens needs to be on either site of the centerline. Show stormwater pipe type on the plan/profile The total right of way dedication is 28 feet on the north side of the roadway. At this right of way line a 5’ sidewalk will need to be constructed by others. The swale does not leave enough space for this construction. Water and STEP Plan and Profiles (Sheets 37- 42): Please a gate valves at Sta. 24+00 for both water and sewer. Add gate valves at Sta. 29+40 for both water and sewer. The water gate valve should be located on the north side of the hydrant tee. Show the connection to the onsite sewer system at Sta. 36+40. Sta. 42+61 for the sewer line should have an end of line clean out only. This would be COY detail 7-20. Water and STEP Plan and Profiles (Sheets 43 - 47): The 4” forcemain should be located consistently from the centerline. You show the forcemain at 9’ from centerline at 125+50. The rest of the main is located 7’ from centerline. Sta. 125+37 for the sewer line should have an end of line clean out only. This would be COY detail 7-20. Show the connection to the onsite sewer system at Sta. 129+??. Relocate the fire hydrants to the project side of the roadway. Please a gate valves at Sta. 134+00 for both water and sewer. Sta. 139+05 for the sewer line should have an end of line clean out only. This would be COY detail 7-20. Channelization Plans (Sheets 48, 49 and 50) Add text here Landscape Plan: Redlines were forwarded to Greg Stidam during the meeting on July 18, 2005. Please review and revise the plans to address the above referenced comments. When the project is resubmitted you will need to submit 4 sets of plans, 2 stormwater reports. The project engineer is required to include a written response with the resubmittal, indicating how all the review comments above have been addressed or responded too.
