Dear Grant:
This letter is to follow up on the meeting we had on February 4, 2005 to discuss some of the comments from the October 2004 onsite comment letter. During the meeting you asked me to
review the proposed stormwater ponds, associated walls and setbacks from the property lines/tract lines. I have prepared the following comments after reviewing sheets PND1, PND2 and
PND3.
The 10 foot setback from the lot line/property line/tract line will have to be met. The setback is there to provide a flat bench around the stormwater tract. The City is willing to
consider allowing the bench to be divided by the retaining wall. The distance from the property line to the top of the wall may be 4 feet and distance from the toe of the wall to the
top slope of the pond may be 6 feet. If this option is proposed the benches will need to be landscaped and the fence shall be located on the property line. This option is only allowed
on the stormwater tract sides that do not have a joint utility easement fronting it.
The joint utility easement frontage must be 10’ in width, flat and level with the roadway. Another concern is if you locate the wall at the edge of the utility easement how will the
joint utility trench be installed? It appears that the equipment will be within the load bearing area of the wall. This is the south side of pond 1, the north, south and west sides
of pond 2 and northwest side of pond 3.
At least 25% of the pond perimeter needs to be a vegetated soil slope not greater than 3:1.
After reviewing the civil plans, appears that the storm facility area was reduced during the plat amendment process. The plat amendment was submitted and approved to allow the configuration
of the lots to revised. During this process 2 of the 3 stormwater
area were reduced in size. The City of Yelm is willing to work with you in the review process however it appears that it may be necessary to increase the area of the stormwater facility
to meet the development review requirements.
