Suite B Lacey, Washington 98516 RE: Responses to Meeting on April 26, 2004 Mr. Stidham: Tom Kidwell, you and I met today at the City of Yelm’s Public Works Facility. During this meeting we discussed the Cherry Meadows offsite improvements and some of the specifics of the requirements. The following is responses to the questions that I was unable to answer at that time. Greg presented a difference in the mitigation requirements for Cullens Road. The TIA suggested a left turn/thru lane and dedicated right turn lane while the MDNS required a left turn lane with a thru lane/right turn lane. The mitigation requirement the city agreed on was the MDNS version of Cullens Road. So the required improvement should be left turn lane turning on to Yelm Ave West, and a straight thru/right turn lane. The MDNS required mitigation at the intersection of Killion and West Yelm Ave. The statement read, “The city may defer this improvement at the time Phase 3 is submitted for final subdivision approval based on other development activity impacting the Killion Road intersection with West Yelm Ave.” With the change of the projects phasing plan from 3 phases to 1 phase these requirements will be required and must be installed before the final plat will be approved. The question arose that if right of way is required for any of these improvements would the city assist in the process. At this time, I have not been able to address this situation. I would like to see a right of way plan before answering this question. This would determine how much right of way we are discussing. The final discussion was on streetlights. What are the City of Yelm requirements on streetlights? The city requires streetlights within the plat to be located at intersections, corners, cul-de-sacs and long roads. This plat also has some pedestrian crossings that should be lighted. When I review the plans I will be looking for the street light locations and the offsets from centerline to show that they will be located in the correct location of the planter strip. The offsite lighting will be looked at when the plans are submitted. How the lighting is designed for installation and electrical connection is the choice of the developer. The streetlights that will be required inside the plat on the local access roads are 25’ concrete poles, 8’ mast arm and 100’ watt cobra head. All parts will be green in color. All poles located on a residential collector will be 35’ in height. I believe this answers any of the outstanding questions from this meeting we had.
