8340 Read 072803July 28, 2003 Michael Read, PE Transportation Engineering Northwest 16625 Redmond Way, Suite M, PMB-323 Redmond, WA  98052 RE: Additional Information for TIA Rosemont Subdivision Yelm Project No. SUB-03-8340-YL Dear Mr. Read: Thank you for your recent Transportation Impact Analysis for the above referenced project. This letter is to request additional information for our review of this project. We have reviewed the report and have the following questions or concerns. The Level of Service for the some of the intersections modeled in the report appears to be lower than what we have seen in other Transportation Impact Analysis. Please review and revise or explain what assumptions were used to produce the outputs shown in the TIA. The completion of the transportation improvements should be completed by the year 2005 not 2008. The year 2008 is used for phasing of the subdivision lots. The improvements will need to be completed much sooner than the lots. The City of Yelm uses a 4% annual growth for it ADT volumes. This needs to be revised in the report. The section of the report, listing the City of Yelm’s Six Year Transportation Improvement Plan needs to be updated and revised. The Killion Road intersection section is ok. The remaining two descriptions need to be revised. The project mitigation measures section beginning with, “To mitigate project traffic impacts…the improved roadway section’, needs to be explained further. We are unsure what improvements are being constructed and in what areas the construction is taking place. The project review has been placed on hold until the additional information has been resubmitted.
