was made after review of a completed environmental checklist and other information on file with the lead
agency. This information is available to the public on request.

This Mitigated Determination of Non Significance is based on the project as proposed and
impacts and mitigation reflected in the following:
• Revised Environmental Checklist dated March 2004, prepared by Apex Engineering.
• Environmental Checklist (dated September, 2003, prepared by Apex Engineering)
• Updated Preliminary Storm Drainage Report
And the following conditions:
1. The proponent shall mitigate transportation impacts based on the new p.m. peak
hour trips generated by the project. The transportation facility charge (TFC) shall

The State Environmental Policy Act (SEPA) requires all governmental agencies to consider the
environmental impacts of a proposal before making decisions. The purpose of this checklist is to

17 north range 2 east It is specifically located to the southwest of the intersection of Clark
Road and Yelm Avenue.

Indicate source of fill. Minimal radin will be balanced on site.

construction such as asphalt or buildings? Approximately 70% of the site will be impervious
and 30% of the site will be pervious.

control measures required by the City of Yelm will be used.

exhaust, odors, industrial wood smoke) during construction and when the project is

during construction. Automobile exhausts during and after completion, but should be
insignificant in terms of environmental impact.

east of the subiect property

service? Yes bus. Transit serves this area.

eliminate? In the completed project 28 parkin spaces will be provided with 2 handicap
space per ADA regulations

existing sidewalks, trails, roads or streets, not including driveways? If so, generally describe
(indicate whether public or private). A small section of sidewalk along Clark Road South
will be constructed to the southern property line.

If so, generally describe. No.
f. How many vehicular trips per day would be generated by the completed project? If known,
indicate when peak volumes would occur. According to the City of Yelm Ordinance,
approximately 66 vehicle trips per da~(6.6 peak hour trips) will be generated by the proiect.
Peak volumes are assumed to occur between 6-8 a.m. and 4-6 p.m.
g. Proposed measures to reduce or control transportation impacts, if any: 2 handicap, 28
regular stalls and 2 loading stalls.

Thank you for the opportunity to comment on the mitigated determination of nonsignificance for the
Napa Auto Parts Building Expansion project (SEPA No. 8352) located at 509 Yelm Avenue East as
proposed by Napa Auto Parts, Dennis and Wendy Roush. We reviewed the environmental checklist and
have the following comments:
Erosion control measures must be in place prior to any clearing, grading, or construction. These
control measures must be effective to prevent soil from being carried into surface water by
stormwater runoff. Sand, silt, and soil will damage aquatic habitat and are considered pollutants.
Any discharge of sediment-laden runoff or other pollutants to waters of the state is in violation of
Chapter 90.48, Water Pollution Control, and WAC 173-201A, Water Quality Standards for Surface
Waters of the State of Washington, and is subject to enforcement action.
During construction, all releases of oils, hydraulic fluids, fuels, other petroleum products, paints,
solvents, and other deleterious materials must be contained and removed in a manner that will prevent
their discharge to waters and soils of the state. The cleanup of spills should take precedence over
other work on the site.
On-site septic tank and drainfield systems are designed to treat and dispose of domestic wastewater or
its equivalent only. Commercial and industrial operations discharging wastes other than domestic
wastewater to on-site systems may result in ground water contamination and could cause the facility
owner or operator to incur severe liabilities.

The State Environmental Policy Act (SEPA) requires all governmental agencies to consider the
environmental impacts of a proposal before making decisions. The purpose of this checklist is to

Addition (Case No. SPR-03-8352-YL) located at 509 Yelm Avenue East as proposed by Napa
Auto Parts. We reviewed the environmental checklist and have the following comments:
Hazardous substances, such a petroleum hydrocarbons and/or chlorinated hydrocarbons,
may have been historically used at this site and may be in the future. Any releases known
or discovered at the site must be reported to the Department of Ecology (Ecology) as
required by the Model Toxics Control Act. If contamination is currently known or
observed during construction, sampling of the potentially contaminated media must be
conducted. It would be prudent to conduct at least some limited sampling prior to
construction so contaminated media can be dealt with. If contamination of soil or
groundwater is readily visible, or is revealed by sampling, Ecology must be notified.
