The Site currently has a temporary C-of-O for the Napa Building, to allow you to complete the required site improvements. Based on that condition, a second temporary C-of-O will not be issued. Be sure to call the water and sewer departments to do final inspections when you have their requirements met. We will need to see the plan for the refuse container when you have determined the size and final location. Please have your engineer forward the easement, and bill of sale to me when they are complete, and the as-builts to Jim Gibson. The following items must be completed prior to issuing a Certificate of Occupancy for Walts Tire, and the final Certificate of Occupancy for the NAPA building. 1. The sidewalks must be backfilled to sidewalk level for pedestrian safety. 2. Please coordinate with the City of Yelm Water Department (360) 458-8410 for final approval requirements. 3. The transportation facilities charge (TFC) was based on new pm peak hour trips generated by an auto care facility, Institute of Transportation Engineers Trip Generation Manual (ITE) #840 at 2.87 trips. The ITE manual provides a higher number of pm peak hour trips for a Tire Store #848 at 5.13 new trips. The amount due for the difference of the transportation facility charge is $5,498.40. After reviewing the information that you presented to us, we will accept the following changes to the land use approval. Per your information, 40% of the NAPA auto parts store is storage and wholesale. 60% of the store is retail. The revised parking requirements for Napa are: 2520 sq. ft. / 400 (1 stall per 400 sq. ft.) = 6.3 stalls + 1 delivery vehicle 3780 sq. ft. / 250 (1 stall per 250 sq. ft.) = 15.12 for a total of 22 stalls required for NAPA. The tire store requires a minimum of 8 stalls, creating a total minimum requirement of 30 off- street parking stalls. There are a couple of items that need revised before they can be approved. I have a concern with the evergreen trees proposed for the 8-foot perimeter landscape strip on the northwestern side of the property. These evergreen trees can grow quite large and may become a burden for the building and parking areas, as well as causing site distance and sign blockage. I would suggest that from the rear of the building out to Yelm Avenue, a mix of smaller evergreen and decidous trees be planted. These may be planted at an average of 20-feet on center, with shrubs in between. Although the Autumn Blaze Maple is listed on our street tree list, it is a large tree. This may cause a sight distance issue with traffic entering and exiting this site, as well as site distance of the intersection. I would suggest that the two Maple trees located at the driveway entrance on Yelm Avenue be replaced with a smaller species of street tree. City of Yelm Design Guidelines sections I.F.(1), and II.F.(1), require comer lots to provide enhancement, and pedestrian access. This plan does not provide for the sidewalk to connect to the pedestrian access through the parking lot, nor does it provide adequate corner enhancement. At the eastern driveway entrance, the sidewalk shall be connected from the public right- of-way to the pedestrian access through the parking lot. Exact placement of the connection to the sidewalk, provided it meets ADA requirements, is at your discretion. A decorative screen wall enhancement shall be installed, similar to the screen walls installed at other intersections. You may wish to look at the corner of Yelm Avenue and Vancil Road. Both Rite-Aid and Jack-in-the-Box have installed a "river rock" wall, with pedestrian seating. At the corner of Yelm Avenue, and Plaza Drive, Dairy Queen also installed a decorative screen wall, but matched the facing of the wall to their building (360) 458-3835 (360) 458-3144 FAX m to io. c i. ye! m. rv a. ua facade. This screen wall and landscaping will meet the corner enhancement requirements of the City, and also increase the visibility of this project. The parking stalls that you have shown on your site plan are smaller than allowed spaces. Parking at a 90° angle requires stalls to be 9'x20', with the exception of a compact stall which maybe 8'x20'. Only 6 of your parking stalls may be designated as compact spaces. Parking stalls that abut to a pedestrian pathway or sidewalk must have curb stops that keep the vehicle from protruding over the walkway. 2. The width of a 2-way drive aisle must be 23 feet. This cannot be accomplished on your site due to placement of the building and the existing property line. The drive aisle to the east of your building must be designated as a one-way aisle heading south. 3. Handicap stalls must be located nearest the main entrance to the building, 4. A marked pedestrian pathway must be provided from the corner at the intersection to the main entrance to your business. You may want to incorporate this with handicap stall placement to provide the safest pedestrian passage. 5. stormwater: All stormwater swales, ponds, or retention facilities must be located at least 10-feet from a property line. We have found some areas that need further detail, or will be required to be changed to allow approval of your site plan. Some of these changes may drastically affect your project, and we would like to bring them to your attention early in the process. ~~~ 1. Parking. The parking stalls that you have shown on your site plan are smaller than allowed spaces. Parking at a 90° angle requires stalls to be 9'x20', with the exception of a compact stall which may be 8'x20'. Only 6 of your parking stalls may be designated as compact spaces. Parking stalls that abut to a pedestrian pathway or sidewalk must have curb stops that keep the vehicle from protruding over the walkway. 2. The width of a 2-way drive aisle must be 23 feet. This cannot be accomplished on your site due to placement bf the building and the existing property line. The drive aisle to the east of your building must be designated as a one-way aisle heading south. 3. Handicap stalls must be located nearest the main entrance to the building. 4. A marked pedestrian pathway must be provided from the corner at the intersection to the main entrance to your business. You may want to incorporate this with handicap stall placement to provide the safest pedestrian passage. 5. stormwater: All stormwater swales, ponds, or retention facilities must be located at least 10-feet from a property line. This includes underwater stormwater treatment as well. 6. Bios~vales do not qualify as a Type I landscape buffer, 7. Your site plan does not show fire hydrant coverage for the entire building. 8. We were not able to determine the placement site of the new se~rrer tank. 9. When the fence is relocated, it will need to be constructed with wood or masonry, from the point of the beginning of replacement to the northern property line. 10. Frontage improvements will be required on Clark Road, from where the intersection improvements stopped, to your southern property line. This may require right-of-way dedication. 11. Site plan approval requires that all nonconforming signs be brought into conformance with the sign code. 12. A small portion of your property at the southwest corner is not located within the City limits. Any use of this portion of the site will need to be consistent with both City and County regulations. The City would coordinate the review process between jurisdictions, and this situation should not impact accessory use of that portion of the property (such as for stormwater or parking), a primary commercial use such as a retail building would likely be required to locate on the City portion of the property. As stated above, these items will most likely become conditions of approval for your site plan, and may drastically affect your site plan. You may wish to look into these areas prior to the City completing its review. In addition to the notes above, your engineer has contacted me on two occasions regarding a change to your site plan review application. If you are seriously contemplating significant changes to your application, you have two options. You may submit an amended site plan and supporting documents now, and we may process it concurrently with this application. The other option would be to submit a new site plan application that will be reviewed separately under a separate site plan review application.
