PO Box 476 Tenino, WA. 98589 RE: Steve Rothwell -Dance Studio Dear City Planning, Listed below are your requests, as delineate in the Design Guidelines followed by our response: I.A. (1) Relate development to pedestrian street frontage. Frontage improvements are not required for project. The existing structure does not front the main street and because of the existing landscaping cannot be viewed from the public roadway. LE. (1) Integrate biofiltration swales and ponds into the overall site design There will be no bioswales on this project and there is an existing infiltration area within the project limit at this time. ILA. (1) All pedestrian paths must correspond with federal, state, and local codes for handicapped access, and the Americans with Disabilities Act. The handicapped access meets all local codes and the American with Disabilities Act. ILA. (2) Provide adequate lighting at the building entries and all walk ways and paths through parking lots. Adequate lighting will be provided at the building entrance. ILB. (1) Provide a pedestrian path at least 60" wide (preferably 96" wide) from the street sidewalk to the main entry. A pathway from the street to the main entrance of the structure has not been provided for the following reasons: • There are no sidewalks along the frontage road and frontage improvements are not required for this project. Without a connection point for the pathway, it would lead pedestrian into an unsafe condition along Yelm Highway. • The dance studio is a private business and not open to the public. C II. C. (1) Where street ROW is insuj~cient to provide adequate sidewalks buildings and other site features must be set back from the public ROW to achieve at least minimum sidewalk widths. A proposed right-of-way line has been placed on the plan drawings indicating the width that will be required to install the required roadway section. IL C. (2) Where new streets are developed, provide sidewalks according to minimum standards. Frontage improvements are not required on this project. ILD. (3) Encourage pedestrian paths from all transit stops through commercial areas to residential areas within1,200 feet. Does not apply to this project at this time. ILE. (1) Enhance building entry access. Lighting and landscaping has been provided to enhance the building entry. III.B. (1) Minimize driveway impacts. There will be one entrance into the dance studio which will be shared with a residence that is on the same parcel. IILC. (2) Meet requirements for parking lot design detail standards. Parking lot is not visible from the street. Park lot will have lighting directed from the building entrance. Parking shall be stripped and landscaped. IILD. (2) Encourage structured parking. Structured parking may not apply to this project. IV.A. (1) Incorporate human-scale building elements. The structure shall have 2 human scaling elements such as: individual windows < 32 sq. ft. per pane with 6 in molding separation from other windows, a porch or covered entry. IV.D. (1) Enhance buildings with appropriate details. The structure shall have Decorative Treatment of doors and windows: such as a decorative molding or framing details around all ground floor windows and doors located on facades facing or adjacent to public streets or parks or decorative glazing or door designs. IV.E. (2) Use compatible building materials. (See Building Material Summary Matrix, Pg. 59) The existing building is not visible from the street and the building material and color of the new structure shall match the facade with the existing building. IV.F. (1) Treat blank walls that are visible form the street parking or adjacent lot. The dance studio will not be visible from the street and landscaping will be provided where visibility if from an adjacent lot. IV. G. (2) Where practical, locate and/or screen utility meters, electrical conduit and other service and utilities apparatus so as not to be visible from the street. All utility meters and apparatus are located away from the street and are not visible. V.G. (1) Develop a site landscape design concept. A landscaping plan shall be provided. V.H. (2) Protect and enhance natural features. The natural landscape between adjacent property owners shall remain and will be enhance through additional landscaping. V.I. (1) Screen all parking lots as required by Chapter 17.80, Landscaping. The existing parking lot is screen by landscape and fencing. V.I. (2) An alternative to the required perimeter parking area landscaping plan may be submitted. Does not apply to this project at this time. V.I. (3) Provide internal parking lot landscaping Internal parking lot landscape plan shall be provided. This completes the Design Guidelines Project Review Checklist as identified by the City of Yelm.
