Findings of Fact, Conclusions of Law, and Decision
F INDINGS OF F ACT
1.Kassondra Kampfer ownsthe home located at14708 Terra View St. SE,Yelm, WA 98597,
known asLot197, Plat of Tahoma TerraPh I, Div II, Tax Parcel #78640019700.
2.The property is identified by the Unified DevelopmentCode, Title 18YMC, as being within
the Low-Density Residential(R4-6)zoning district.
3.The ministerial site plan review process is to ensure that projects are consistent with
applicable development, construction and design standards of the Unified Development
Code \[Title 18, YMC\]. Ministerialpermits do not require public notice.
4.Kassondra Kampfer proposesto create bows and headbands within the homefor online
sales.
5.Chapter 18.65 YMC provides requirements and standards for home occupations. These
include
·The home occupationshall not occupy more than 25 percent of the total floor area of
the residence, or exceed 400square feet.
·Traffic generated by the home occupation shall not exceed 3 commercial vehicles per
week, and all parking of customers’ vehicles shall be off-street.
·Storage of merchandise, material or equipment must be entirely within the residence
or accessory building.
·Home occupation signs shall be wall mounted, and shall not exceed four square feet
in area. The sign cannot be internally illuminated, but maybe indirectly illuminated.
C ONCLUSIONS OF L AW
A.Section 18.12.080 YMC allows the Site Plan Review Committee to approve a home
occupation when it complies with all applicable development, construction, and design
standards of the Unified Development Code.
B.Kassondra Kampfer hasestablished that the request for ministerialreview approval can
satisfy all criteria set forth in Chapter 18.65YMC, meet all requirements of the R-4-6
zoning classification, and meet all other requirements of the Yelm Municipal Code.
Therefore, the home occupation permitshould be approved.
C.Ahome occupation approval is effective upon approval. The home occupation permit
maybe be revoked upon determination that there has been a violation of any conditions
of approval or standards of the Unified Development code.
D ECISION
The request for a home occupation approvalis hereby granted.

A PPEAL
The Site Plan Review Committee’s decision in this matter may be appealed, pursuant to Chapter
18.10YMC, to the City of Yelm Hearing Examiner no later than 21days from the date of this
decision. An appeal must bein writing, contain specific factual objections, and include the appeal
fee of $1,250.00.
