Yelm Reclaimed Water Ta (SEPA # 04-0006) loca d at 901 Rhoton Road, as proposed by City of
Yelm Public Works Depa ment. We reviewed the e vironmental checklist and have the following
comments:
Any discharge of sediment-laden runoff or other pollutants to waters of the state is in violation of
Chapter 90.48, Water Pollution Control, and WAC 173-201A, Water Quality Standards for Surface
Waters of the State of Washington, and is subject to enforcement action.
Erosion control measures must be in place prior to any clearing, grading, or construction. These
control measures must be effective to prevent soil from being carried into surface water by stormwater
runoff. Sand, silt, and soil will damage aquatic habitat and are considered pollutants.
Dust control activities using water which result in a discharge of turbid water to storm drains, surface
waters, ground water or the ground are in violation of RCW 90.48, Water Pollution Control, and may
be subject to enforcement action. Information regarding dust suppression options and techniques can
be found in Ecology Publication #96-433 "Techniques for Dust Prevention and Suppression". The
Internet link given below leads to a Washington State Department of Ecology website which provides
information about dust suppression options:

WA Department of Ecology's Stormtivater Management Manual for Western Washington (WA DOE,
2001) contains a list of suggested Best Management Practices (BMPs) for dust control on sites of

Description of Proposal: Construct a 500,000 gallon potable water tank and a 500,000 gallon
reclaimed water tank and connections to the existing potable water and
reclaimed water distribution systems.
Location of the Proposal: Potable water tank will be located at 901 Rhoton Road and the Reclaimed

Threshold Determination: The City of Yelm as lead agency for this action has determined that this

Findings of Fact
This Mitigated Determination of Non Significance is based on the project as proposed and the impacts
and potential mitigation measures reflected in the following environmental documents:
• Environmental Checklist (dated October 21, 2003, prepared by Skillings/Connolly).
• Finding of No Significant Impact and environmental documents for the construction and operation
of a Class A wastewater treatment plant, constructed wetlands, and a reclaimed water distribution
system (dated January 25, 1996).
• Determination of Non-Significance and environmental documents for the construction of a Class A
Wastewater Treatment Plan (1 million GPD), constructed wetlands, and a reclaimed water
distribution system for reusing 100% of Yelm's wastewater (August 8, 1997).
• Environmental Impact Statement for the City of Yelm Comprehensive Plan and Joint Plan with
Thurston County (January 3, 1995).
• Addendum to Existing Environmental Document for the 2002 Amendments to the Yelm
Comprehensive Plan, including the Comprehensive Water Plan update (May 9, 2002).
These environmental documents are hereby adopted by reference pursuant to Section 197-11-630
WAC.
2. The potable water tank will be an aerial structure approximately 160 feet in height and 53 feet in width
located at the southeast corner of the Yelm Public Works facility at 901 Rhoton Road. The property is
zoned industrial with vacant industrial land to the east, a concrete plant to the south, a timber
equipment storage and repair facility to the north, and residential and institutional uses to the west.
The reclaimed water tank will be approximately 30 feet in height and 53 feet in width located at the site
of the sewer treatment plant. The property is zoned industrial and is surrounded by vacant industrial
land and a fiberglass manufacturing plant.
3. Both sites are characterized by Spanaway gravelly sandy loam, a soil type that is not especially
susceptible to erosion. The Yelm Development Guidelines require an erosion control plan as part of
the civil engineering plan review to ensure that temporary erosion control measures sufficient to
preclude a significant environmental impact are in place during construction.
4. There are no known endangered, threatened, or candidate species of animals or plants located at
either site. Both the public works facility and the sewer treatment plant are existing industrial type
activities.
5. There are no habitable structures or facilities with anon-transient population within the splash zone of
the proposed water tanks. Both tanks will be constructed to current seismic and structural
requirements.
6. The reclaimed water tank will be no taller than a typical industrial use locating in the industrial zone and
will not be within the view shed of any existing residences. The reclaimed water tank will be located
within an existing complex of buildings, some of which are of similar height to the proposed tank.
The potable water tank will be approximately 160 feet tall and will be visible at many locations in the
City. The tank will be in the view shed of existing residential uses to the west of the site. The location
of the tank on the site minimizes view impacts by its location near existing tree's on the property, which
have been proposed to remain, and it's location near the southeastern corner of the property. The tank
is proposed to be constructed of neutral colors designed to minimize it's aesthetic impact.
Conclusions of Law and Mitigation Measures
A temporary erosion control plan which meets the requirements of the Yelm Development Guidelines
shall be included with the civil plan review.
2. The potable water tank shall be painted in colors and patterns designed to mitigate aesthetic impacts
by minimizing the differences between the background as viewed from residential properties to the
west of the tank and the tank itself.
Additional uses of either proposed water tank, including the attachment of antennae or
telecommunications facilities, will require site plan review approval by the City of Yelm.

ENVIRONMENTAL CHECKLIST
Purpose of checklist:
The State Environmental Policy Act (SEPA), chapter 43.21C RCW, requires all governmental agencies to consider the
environmental impacts of a proposal before making decisions. An environmental impact statement (EIS) must be prepared for all
proposals with probable significant adverse impacts on the quality of the environment. The purpose of this checklist is to provide
information to help you and the agency identify impacts from your proposal (and to reduce or avoid impacts from the proposal, if
it can be done) and to help the agency decide whether an EIS is required.
Instructions for applicants:
This environmental checklist asks you to describe some basic information about your proposal. Governmental agencies
use this checklist to determine whether the environmental impacts of your proposal are significant, requiring preparation of an
EIS. Answer the questions briefly, with the most precise information known, or give the best description you can.
You must answer each question accurately and carefully, to the best of your knowledge. In most cases, you should be
able to answer the questions from your own observations or project plans without the need to hire experts. If you really do not
know the answer, or if a question does not apply to your proposal, write "do not know" or "does not apply." Complete answers to
the questions now may avoid unnecessary delays later.
Some questions ask about governmental regulations, such as zoning, shoreline, and landmark designations. Answer
