Re: SPR-04-0022-YL - Ft. Stevens Elementary School, Portable Classroom -Notice of
Final Decision
Dear Mr. Birkland:
The Site Plan Review Committee has considered your application for the above referenced
project and finds that as conditioned below, the proposed project is consistent with the Yelm
Comprehensive Plan and all applicable City policy's and development standards.
Pursuant to Chapter 15.49, Integrated Project Review Process, a project which is subject to
Site Plan Approval is a Type II Permit and can be appealed to the City of Yelm Hearing
Examiner. An appeal must be filed within 14 days of the date of this notice. Site Plan
Approval is valid for 18 months from the date of this letter.
The affected property owners may request a change in property tax valuation from the
Thurston County Tax Assessor's Office.
The project is approved subject to the following conditions of approval:
Transportation
Findin
Yelm is a small compact community most directly affected by two state highways, which
bisect the community. The two state highways are used by local residents for
transportation throughout the City and for access to commercial and residential areas
throughout the community. In lieu of widening existing streets, the City has elected to
create certain alternatives, Y-1, Y-2, and Y-3, which will avoid the need to significantly
widen existing streets, and particularly Yelm Avenue. New developments do in fact
burden the City's central streets, and unless the bypass alternatives are accomplished,
the City would have to require developers to pay the cost of the internal street widening.
City plans show, and the City finds, that adequate facilities will be accomplished better
and in a timely fashion by bypass facilities as a substitute for the widening of existing
facilities. As a result, the City finds that the regional plans in fact benefit projects in all
areas of the City, and will accomplish the goal of providing adequate facilities to City
standards within a reasonable time to serve the demands created by the proposed
project.
Finding:
The City of Yelm 2001 Comprehensive Transportation Plan Update lists Goals and
Policies relating to transportation impacts. #30, Funding Sources Policy provides
methods for financing transportation projects, and includes a policy that "requires
impact mitigation payments, or seek voluntary contributions from developers".
Finding:
The City of Yelm Concurrency Management ordinance also describes mitigation
measures for impacts to the City's transportation system by requiring the project to
make a contribution to the facilities identified in off-site comprehensive transportation
plan, in the form of a transportation facility charge. The ordinance lists the number of
new pm peak trips generated by an Elementary/Jr. High School to be 0.02 trips per
student. The Transportation Facility Charge is currently $750.00 per new pm peak trip.
Conditions of Approval:
1. The applicant shall mitigate transportation impacts based on the new p.m. peak
hour trips generated by the project. The project is classified as Institutional -
Elementary/J r. High School. The Transportation Facility Charge (TFC) shall be
based on 0.02 new peak hour trips per new student, with an average of 60
students in a portable. The applicant will be responsible for a TFC of $900.00,
which is payable at time of building permit.
Parking:
Finding:
Yelm Municipal Code Chapter 17.72 requires one parking stall for each ten students
enrolled.
Conclusion:
The City finds that existing parking meets the minimum requirements of Chapter 17.72.
Water
Findin
The site is currently connected to the City's Water system.
Conclusion:
The additional buildings will not be connected to the City water system. No further
connections are required.
Sewer
Findin
The site is not connected to the City sewer system. The City has not approved
additional sewer capacity or usage.
Conclusion:
The additional buildings will not be connected to the City sewer system. No additional
connections are required.
Stormwater:
Findings:
The proposed structures do not create more than 5,000 sq. ft. of impervious surface.
Stormwater runoff from these structures will be captured and distributed by gutter
drywells.
Conclusion
No additional stormwater facilities will be required.
Fire
Findings:
Fire protection is provided by Thurston County Fire District #2. As development occurs
there will be additional demands for fire service. The applicant is required to provide
adequate hydrant placement, and/or fire truck access.
Conditions of Approval:
The applicant shall submit a fire hydrant and fire truck access plan to the Community
Development Department for review and approval at building permit review.
Landscaping and Setbacks
Finding:
Landscaping and screening are necessary to promote safety, to provide screening
between compatible land uses, to safeguard privacy and to protect the aesthetic assets
of the City. Chapter 17.80, Landscaping, requires the applicant to provide on-site
landscaping for all development proposals.
Findin Chapter 17.80, Landscaping states that whenever anon-residential activity is
proposed adjacent to a residential zone or use, a minimum fifteen-foot buffer area of
Type I landscaping shall be provided along the property boundary between the uses.
Finding: Chapter 17.48, Open Space/Institutional District states that "If adjacent
properties are in any residential district, the side yard minimum setback shall be twenty-
five feet, and rear yard setback shall be a minimum of twenty-five feet.
Finding:
The applicant has provided a conceptual landscape plan that is acceptable to the City.
Conditions of Approval:
1. The setback of the portable classrooms shall be twenty-five feet.
2. The landscape buffer between the portable classrooms and the residentially zoned
properties to the South, shall be 25 feet, and landscaped with a Type I buffer.
Other Conditions of Approval:
1. Applicant shall assure that all access to, in, and around the structures is ADA
compliant.
2. A building permit from City of Yelm Community Development Department is required.
3
3. Applicant must provide a lighting plan showing adequate lighting, and any proposed
additional lighting for the site.
If you have any questions or if I can be of further assistance please contact me at (360)
458-8496.

Dear Ms. Merriman:

Thank you for the opportlmity to comment on the notice of application for the Ft. Stevens Elementary
Portable project (SPR-04-0022-YL) located at 16525 100`x' Way Southeast as proposed by Yelm
Community Schools. We reviewed the environmental checklist and have the following comments:
If the new classroom is to be located on the portion of the school property near Yelm Creek, clearing
linuts and required buffers should be staked and flagged in the field, prior to any construction
activity.
Erosion control measures must be in place prior to any clearing, grading, or construction. These
control measures must be effective to prevent soil from being carried into surface water by
stonnwater runoff. Sand, silt, and soil will damage aquatic habitat and are considered pollutants.
Any discharge of sediment-laden runoff or other pollutants to waters of the state is in violation of
Chapter 90.48, Water Pollution Control, and WAC 173-201A, Water Quality Standards for Surface
Waters of the State of Washington, and is subject to enforcement action.
Proper disposal of construction debris must be on land in such a manner that debris cannot enter the
Yelm Creek or cause water quality degradation of state waters.
If you have any questions or would like to respond to these comments please call Roberta Woods (Water
Quality) at (360) 407-6269.
