Street paving on NE 2na Street, 8 foot planter strip, curb and paving of alley will not be deferred and are scheduled to be completed on December 7, 2004. Planting in the planter strip will be deferred until spring when daphne odora `aureomaginata,' which is a compact evergreen shrub with glossy leaves that have an irregular gold stripe around the edges, which grow approximately 3' tall, will be planted along 2nd street. 2. There are no loading spaces or product delivery with counseling business' making that description not applicable in this matter. 3. The detail provided (8 copies attached) depicts adequate parking, drainage and maneuvering space for 4 parking spaces, one of which is designated for handicapped access. 4. The entrance way has a handicapped access ramp declining 1" for every inch of decline and is a minimum of 36" wide entering into a 36" wide door with handrails between 30" and 40" in height and this facility has already passed all handicap access requirements by the Washington State Department of Health in November of 2004 which is a counseling agency requirement. 5. As required and approved by the Washington State Department of Health all doorways walkways and restroom facilities allow handicap access, ingress and egress availability of 36" or wider with no obstructions. 6. The property is not located in a community with CCR's adding any additional requirements. The property has one existing building with no out buildings on or near the property planned for construction. 7. The building will have a sign on the exterior of the structure approximately 25" tall and 72" wide stating "Discovery Counseling" and the phone number. 8. Detail map of surrounding area and addresses with mailing labels provided as per city requirements by First American Title.
