I.B.(1) - Appropriate landscaping (Types II and IV) and design features shall be used to minimize visibility and impacts of service areas on the surrounding community. Please submit this letter and supporting data and drawings to the City of Yelm with the SPR application. We are standing by to assist you further with the process in any way. SITE DATA AND SURVEY The subject property was surveyed by E. True & Associates, PLS in 1999 as part of the drive-thru entrance widening and site improvements. Survey has been provided, and has been used for the Site Plan and Abbreviated Drainage Plan, attached. Site reconnaissance was performed to verify existing conditions. (YMC 17.84.060.0.1-3,5-7) The survey shows existing elevations and contours as surveyed. (.D) WATER USAGE The pre-submission comments from the City requested calculations to demonstrate that the additional building space or remodel will not increase water usage. The proposed remodel of the Yelm Branch includes the installation of a canopy at the east (First Street) side, the addition of a 352 square feet enclosed lobby/foyer on the north (Yelm Avenue) side, and parking lot revisions, including a new dumpster enclosure location. The interior remodel includes changes to teller line, offices, and restrooms. Existing restroom fixtures include 2 toilets, 3 lavatories, and 1 service sink. The proposed remodel will not increase the number or type of fixtures. Occupancy type is not changed. The number of full-time employees (FTE) is expected to remain the same, currently eight. However, with teller line expansion, and the potential for increased business, branch management indicates the possibility of one additional employee either part-time or full-time. Restrooms are not available for public use. Historic water use for the branch was obtained from the City of Yelm based on a 12 month billing history. The annual average daily water consumption was 266 gallons per day, exclusive of irrigation use. One additional FTE may proportionately increase the domestic consumption to 300 gallons per day. This is a 13 percent increase, and could be handled by the existing water service connection. See Figure 1, attached. Timberland Bank, Yelm Branch SPR submittal SEWER SERVICE Page 2 of 3 The pre-submission comments from the City requested verification of the existing sewer service and its adequacy to serve the expanded building. The Yelm Public Works department as-builts indicate the branch is served by a 1,000 gallon STEP sewer tank and effluent pump located west of the building. No pumping or tank inspection was performed. Again, the proposed remodel will not increase the number or type of restroom fixtures, however, the potential for an increase in FTE may proportionately increase the sewage use about 13 percent. A 1,000 gallon STEP system is capable of handling this daily load. FIRE The pre-submission comments from the City requested verification of fire hydrant coverage meeting the International Fire Code (IFC) distance requirements. The building is Type V construction, un- sprinkled. Copy of Appendix C of the IFC is attached. For buildings requiring 2,000 to 2,250 gpm fire flow the maximum distance from any point on the building to street located hydrants is 225 feet. For fire flows of less than 1,750 require one hydrant a maximum of 250 feet away. The nearest fire hydrants (City of Yelm water system) to the building are located along Yelm Avenue, one located about 165 feet west, and one located about 140 feet east, across the First Ave intersection. Fire hydrant distance requirements are met by these two existing hydrants. STORMWATER The subject site is 18,442 square feet (0.42 ac). Parking and driveways are paved asphalt with curbs, and slope to three catch basins with underground infiltration galleries. Total impervious surface on the site is 14,720 square feet. All other areas are fully landscaped. The proposed site modifications during the remodel include the removal of 893 square feet of asphalt and addition of 218 square feet of asphalt in order to reorient the parking stalls and curbs. The building coverage would increase by 352 square feet. Overall the total impervious surface on the site would decrease by about 300 sf. The 1992 DOE stormwater Manual requires an abbreviated plan showing stormwater runoff and erosion control measures to be used during construction, however, the project does not meet the threshold of , 5,000 sf of redevelopment per Chapter I-2.4.2. An abbreviated stormwater plan has been prepared to show the location of existing catchments, existing slopes, and a summary of the impervious surface reduction on the site. Erosion control BMP's are outlined, including silt fence and sediment protection at catch basins. LANDSCAPING Landscaping required by YMC 17.80 includes Type II on site perimeters (8 foot min), Type III between building and street, and Type IV in parking areas. The existing landscaping on the site is generally healthy and mature. Retention of as much existing plantings as possible is proposed. A landscape plan should be prepared for areas that will be disturbed by parking lot reconfiguration. The addition of several trees within the parking area islands would satisfy the Type IV Timberland Bank, Yelm Branch SPR submittal Page 3 of 3 requirements and Design Guidelines Section V. The new dumpster enclosure will be located immediately west of the building and be screened with plant materials. SECTION C101 GENERAL C101.1 Scope. Fire hydrants shall be provided in accordance with this appendix for the protection of buildings, or portions of buildings, hereafter constructed. SECTION 0102 LOCATION C102.1 Fire hydrant locations. Fire hydrants shall be pro- vided along required fire apparatus access roads and adjacent public streets. SECTION C103 NUMBER OF FIRE HYDRANTS C103.1 Fire hydrants available. The minimum number of fire hydrants available to a building shall not be less than that listed in Table C105.1. The member of fire hydrants available to a complex or subdivision shall not be less than that determined by spacing reyuirements listed in Table C l Os. l when applied to fire apparatus access roads and perimeter public streets from which fire operations could be conducted. SE~!.:TION C104 CONSIDERATION OI'= EXISTING FIRE HYDRANTS C104.1 Existing fire hyd grants. Existing fire hydrants on pub- lic streets are allowed to lae considered as available. Existing fire hydrants on adjacent properties shall not be considered available unless fire apparatus access roads extend between properties and easements tare established to prevent obstruction of such roads. SEI;,TION C105 DISTRIBUTIOIJI OF FIRE HYDRANTS C105.1 Hydrant spacing,. The average spacing between fire hydrants shall not exceed that listed in Table C105.1. Exception: The fire caief is authorized to accept a defi- ciency of up to 10 perccant where existing fire hydrants pro- vide all or a portion of the required fire hydrant service. Regardless of the average spacing, fire hydrants shall be lo- catedsuch that all points of t streets and access roads adjacent to a building are within the distances listed in Table C105.1.
