When we review a site for site plan approval, we must review traffic flow patterns for ingress, egress and vehicular movement on the site. At the time of street frontage improvements, the existing espresso stand will be located within the right-of-way and must be moved. Where the espresso stand is located now, will most likely be a limited driveway access. It is unclear at this time that the espresso stand could be retained on this site. It appears that there is not enough room between the two buildings to keep the espresso stand near its existing location, and provide two lanes of travel as you indicate in Proposal #1. The same restraints occur in the rear of the building. The 90 degree parking for your building and the Damitio building requires a 23-foot drive lane. Placing the espresso stand as you indicate in Proposal #2, does not provide for 23-feet of drive lane, and would not allow a car parked in those stalls a way to back out. At the time of frontage improvements, you may submit a request to move the stand to a different location on your parcel. The condition is appropriate, and does not restrict a formal application to relocate the stand on the site, if it can meet all City standards in place at the time of application. I appreciate your willingness to work with me. I agree with all the new conditions stated in your letter dated May 3, 2005, except the New Condition #15, "the espresso stand must be removed at the time of the frontage improvements to Yelm Avenue." Enclosed are two proposals of how the espresso stand could be moved at the time of the frontage improvements to facilitate proper traffic flows. Please consider both these ideas and decide which would. work. Please also consider the financial aspects of this situation: a) By forcing the espresso stand to leave, a small business owner will be put out of business. b) As the owner of the property, my husband and I will be put in to a difficult financial position in figuring out how to make up for the rental income which helps us pay the mortgage the property. In reviewing your proposal, the SPR Committee determined that changes are proposed that conflict with your original land use approval. This letter serves as an amendment to your land use approval. Original Condition #5: The site shall have a full ingress/egress access located on Longmire Street, and will provide for cone-way, right out only access on Yelm Ave. New Condition #5: Based on the shared parking agreement and agreed upon improvements between PKG and Damitio Insurance dated February 10, 2005, and part of the land use file, the site shall have a full ingress/egress access located on Longmire Street, and will provide for a right in/right out access at the east property line. This shall be accomplished by providing a "right in/right out island curb in front of the espresso stand to direct traffic movement, and to include signage for no more than two cars in line, as proposed. Original Condition #11 landscaping: ...Type II landscaping along the eastern property line between the site and the adjacent building to the east. Until such time as Damitio Insurance completes their parking area the temporary curbing between the two buildings must still be installed. State Environmental Policy Act This project is exempt from SEPA, Section 197-11-800(1)(b)(iii) WAC Exemptions: The construction of an office, school, commercial, recreational, service or storage building with 4,000 sq. ft. of gross floor area, and with associated parking facilities for up to and including 20 automobiles. Transportation Yelm is a small compact community most directly affected by two state highways, SR 510 and SR 507, which bisect the community. These state routes are used by local residents for transportation throughout the City, and for access to commercial and residential areas throughout the community as well as serving regional traffic. The updated Transportation element of the Yelm Comprehensive Plan identifies a number of improvements designed to avoid the need to significantly widen existing streets, and particularly Yelm Avenue. New development impacts the transportation system in Yelm and, unless the improvements identified in the transportation plan are constructed, the City would need to require developers to pay the cost of internal street widening. The City has adopted a Transportation Facility Charge (TFC) of $750.00 per pm peak trip. The TFC Ordinance provides a default table that is used to determine new peak PM trips generated by a proposed use, which in the case of a professional office is 3.06 per thousand square feet. A credit is issued for the previous retail establishment of 2.4 Site Plan Approval Page 3 of 9 trips per thousand square feet. The TFC is assessed at the time of building permit issuance. The property fronts Yelm Avenue West (SR 510), which is identified as an `urban arterial' street, and Longmire Street, which is identified as a `local access commercial. The right-of-way required for an urban arterial is thirty six (36) feet, and standards include a 12 foot center turn lane, 11 foot drive lane, a 5 foot bike lane, curb and gutter, an 8 foot planter strip and a 6 foot sidewalk. The right-of-way required for a local access commercial street is twenty eight (28) feet, and includes 18 feet of asphalt, concrete curb and gutter, 6 foot planter strip, and 5 foot sidewalk. Ingress and egress from Yelm Avenue must be reviewed for safety and traffic patterns. The site currently has no defined barriers from Yelm Avenue, and existing parking is located in the City of Yelm right-of-way. Yelm Development Guidelines do not allow parking where vehicles must back out into aright-of-way. Section 46.080 (C) Yelm Development guidelines allows the City to determine when frontage Improvements are required, and under certain circumstances may permit deferral of installation of such improvements to a later date. Deferred frontage improvements shall be secured for installation at a later date by a commitment to participate in a local improvement district. The property owner shall execute and record a covenant document that insures the participation of the subject property owner(s) in any local improvement district formed for the construction of such frontage improvements. Said document shall be in a form acceptable to the City Attorney and shall be effective for a period of fifteen (15) years from the date of recording. Water Supply The City's Water Comprehensive Plan identifies the property as being within the water service area and the property is currently served by City water. The current fee to connect to the City water system is $1,500.00 per Equivalent Residential Unit (each ERU equals 900 cubic feet of water consumption per month). Sewer System The City's Sewer Comprehensive Plan identifies the property as being within the sewer service area, and the property is currently served by City sewer. There is a shared sewer STEP tank behind the building. The current fee to connect to the City sewer system is $5,269.00 per Equivalent Residential Unit (fee subject to change). The number of ERU's required to be purchased will be determined by approved water consumption calculations. Parking The City of Yelm Development Guidelines, Design Guidelines, and Municipal Code address parking regulations from many aspects, including, but not limited to the design of lots, the number of stalls required, pedestrian pathways within lots, and safety. The requirements of off-street parking and loading facilities and their design shall be regarded as the minimum; however, the owner, developer or operator of the premises for which the parking facilities are intended shall be responsible for providing adequate amounts and arrangement of space for the particular premises even though such space or its arrangement is in excess of the minimum set forth. The minimum parking requirements for a professional office is one (1) stall for every 300 square feet of gross floor area. Based on 1,610 square feet, the required number of stalls is 6. The Americans with Disabilities Act (ADA) requires handicap accessible stalls. The requirements for ADA stalls for parking lots under 25 stalls is one van accessible stall. Fire Fire protection to the buildings must be provided per the International Fire Code. The specific requirements for installation of additional fire hydrants and fire lanes will be determined during civil plan review. Landscaping Landscaping and screening are necessary to provide screening between compatible and incompatible land uses, to safeguard privacy and to preserve the aesthetic assets of the City. Chapter 17.80 YMC requires all development to provide on site landscaping. Type I landscaping is intended to provide a very dense sight barrier and physical buffer to conflicting uses and land use districts. Type I landscaping is a minimum of 15 feet of width and shall include any combination of trees, shrubs, fences, walls, berms and related plant materials. Type I landscaping is required between the business and the multi-family residences to the north. Page 5 of 9 Site Plan Approval Type II landscaping is intended to provide visual separation of uses from streets, and visual separation of compatible uses so as to soften the appearance of streets, parking areas, and building elevation. This landscaping is used around the perimeter of a site when adjoining properties are compatibly zoned, and adjacent to buildings. Type III landscaping is intended to provide visual relief where clear sight is desired. This landscaping is utilized along pedestrian corridors and walks for separation of pedestrians from streets and parking areas. Type IV landscaping is intended to provide visual relief and shade in parking areas. Type V landscaping is required in storm water retention areas, if required. Refuse The City of Yelm Development Guidelines, Design Guidelines, and Municipal Code provides guidance for refuse storage and screening. Refuse areas are required to be assessable by LeMay, screened with a material and design compatible with the overall architectural theme of the associated structure, at least as high as the refuse container, and must be at least six-feet in height with a gate enclosure. No refuse container is allowed between a public street and the front of a building. Refuse collection areas must be designed to contain all refuse generated on site and deposited between collections and refuse should not be visible from outside the refuse enclosure. Design Guidelines The City of Yelm Design Guidelines are intended to supplement the design standards in the City of Yelm zoning ordinance. Guidelines include provisions, requirements, or considerations that in addition to the zoning ordinance standards. Items such as relating development to street fronts, reducing the impacts of service areas, pedestrian access, building and corner enhancements, and screening are addressed. Corner enhancement is required for this project, with access from the corner to the building. The existing sign is a nonconforming sign, and shall be replaced with a sign in conformance with Chapter 15.24 Yelm Municipal Code. Site Plan Approval Page 6 of 9 Conclusions of Law A. The Site Plan Review Committee has jurisdiction to consider and decide the issues presented by this request. B. The applicant has established that the request for site plan review approval satisfies all criteria set forth in Section 18.84.020 (C) YMC, meets all requirements of the Institutional District zoning classification, and meets all other requirements of the Yelm Municipal Code. Therefore, the site plan should be approved subject to the following conditions: 1. The applicant shall mitigate transportation impacts based on the P.M. peak hour trips generated by the project, which is 3.06 trips per thousand square feet of gross floor area. A credit for the previous retail use of 2.4 trips per thousand square feet shall be given. Based on 1,610 sq. feet, and crediting the previous use, the TFC charge shall be $797.25 and payable at building permit issuance. 2. Street frontage improvements shall be required. Frontage improvements shall be consistent with the City of Yelm's Development Guidelines. Frontage improvements for Yelm Avenue West shall be consistent with the "urban areterial'; and Longmire Street shall be consistent with the section "local access commerciaP'. The City will consider a deferral of street frontage improvements. Any additional right-of-way required shall be deeded to the City prior to occupancy. `~ ~ '~' 3. The applicant/owner shall execute and record a covenant document that insures the participation of the subject property owner(s) in any local improvement district formed for the construction of such frontage improvements and a waiver of protest. Said document shall be in a form acceptable to the City Attorney and shall be effective for a period of fifteen (15) years from the date of recording. 4. The site shall have a full ingress/egress access located on Longmire Street, and will provide for aone-way, right out only access on Yelm Ave. 5. The applicant shall provide water usage calculations to determine if additional water connections are required. Water connection fees shall be paid prior to issuance of any building permit. 6. The water calculations above shall determine if the existing shared STEP tank is adequate to serve the proposed use, and whether additional sewer connections are required. Sewer connection fees shall be paid prior to issuance of any building permit. Site Plan Approval Page 7 of 9 7. The applicant shall assure that stormwater runoff is designed in accordance with the 1992 Department of Ecology stormwater Manual, as adopted by the City of Yelm. 8. Parking shall be provided in accordance with the City of Yelm Development Guideline standards based on one space for every 300 feet of gross floor area. The applicant shall provide a minimum of five (5) stalls, with one being ADA van accessible. The applicant shall provide a pedestrian pathway through the parking lot. 9. The applicant shall submit fire flow calculations for all existing and proposed hydrants in accordance with the International Fire Code and International Building Code. All hydrants must meet minimum City standards in the Development Guidelines. The applicant shall submit a fire hydrant plan to the Community Development Department for review and approval. 10. The applicant shall provide a complete landscaping plan in accordance with Chapter 17.80 YMC, including provisions for irrigation and for maintenance of landscaping. • A Type I landscape buffer is required along the northeastern property line, where adjacent to the residential dwellings. • A Type II landscape buffer is required along Yelm Avenue West, and Longmire Street. Type II landscaping is also required between the site and the adjacent building to the east. • Type III landscaping is required on Yelm Avenue West frontage, and Longmire Street frontage. • Type IV landscaping is required in all parking areas. • Type V landscaping is required in any above ground stormwater facilities. 11. Refuse collection areas shall be designed to contain all refuse generated on site and deposited between collections. Deposited refuse shall not be visible from outside the refuse enclosure. Screening shall be of a material and design compatible with the overall architectural theme of the associated structure, shall be at least as high as the refuse container, and shall in no case be less than six-feet in height with a gate enclosure. The fence shall be a solid material such as wood or masonry, and shall be designed per the City of Yelm Development guidelines. Building plans shall include architectural details of the enclosure, and approval by Lemay. Site Plan Approval Page 8 of 9 12. The applicant shall provide for corner enhancement as required in Design Guideline I.F.(1). 13. The applicant shall provide for a pedestrian walkway from the street corner to the building entrance as required in Design Guideling I.F.(2). 14.The applicant shall remove the old free standing sign, and any new signage shall be in conformance with Chapter 15.24 YMC. C. The Site Plan is valid for eighteen (18) months from the date of this approval. The applicant may request asix-month extension on the approval, if the request is made in writing prior to the expiration date of this approval. Below are items that I was not able to determine from your site plan, and will need to be addressed in your application. I have included the Site Plan Review Application, highlighting the items to be included with your application submittal. would strongly suggest that you have a survey done, to assure yourself full use of your property. The plan shows your parking stalls, however a standard parking stall for a 90 degree angle is 9 feet wide by 20 feet in depth, and aisle width for a one or two way drive aisle is 23 feet. I am not clear in your intent of traffic flow in the parking area. For aone-way drive aisle, you may use 45 degree parking, with a 12 foot drive aisle. You are required to provide at least one handicap van accessible parking stall. The site plan should also include details of required frontage improvements. Your engineer/architect can find these details in our development guidelines. The development guidelines are accessible from our web site; www.ci.yelm.wa.us. The site plan needs to show all landscape areas. Not a detailed landscape plan, but how you intend to meet the requirement. I do not see perimeter landscaping on the north or east property line. You were requested to provide curbing or landscaping on the eastern property line. The site plan should show your refuse enclosure area. Yelm Design guidelines requires corner enhancement. Your site plan will need to show existing step tank location, and any other wells or septic tanks within 200' of the property. Yelm Development Guidelines 4G.110 states; "in all commercial and industrial developments, parking areas shall be so arranged as to make it unnecessary for a vehicle to back out into any street or public right-of-way. A parking plan shall be submitted to the Community Development Department for review and approval at the time of application for site plan review. All required parking areas must be paved, striped and landscaped. Ingress/Egress Ingress and egress at the site shall be consistent with the Yelm Development Guidelines, section 46.140. Safe traffic flow and sight distance is of major concern. Vehicular access to Yelm Avenue should be restricted to not allow traffic heading east, a left turn into the establishment. A full access shall be located on Longmire Street. Landscaping: Chapter 17.80, Type I, II, III, IV • Type I landscaping is intended to provide a very dense sight barrier and physical buffer to separate conflicting uses, and land use districts. Type I landscaping is required between this site and the residential use to the north. Type I landscaping is characterized by a 15 foot landscape strip in which any combination of trees, shrubs, fences, walls, earthen berms, and design features provides an effect which is sight-obscuring from adjoining properties. Type II landscaping is intended to provide visual separation of uses from streets, and visual separation of compatible uses so as to soften the appearance of streets, parking areas, and building elevation. This landscaping is used around the perimeter of a site, and adjacent to buildings. Type II landscaping is charactorized by an 8 foot landscape strip between uses and a 5 foot strip around buildings of any combination of evergreen and deciduous trees (with no more than 50 percent being deciduous), shrubs, earthen berms and related plant materials or design features may be selected; provided, that the resultant effect is to provide partial screening and buffering between uses and of softening the appearance of streets, parking and structures. Each area of landscaping must contain at least 100 square feet of area and must be at least six feet in any direction. Each planting area must contain at least one tree. Live groundcover shall be provided throughout each landscaping area. No parking stall shall be located more than 50 feet from a tree. • Type V landscaping is required in storm water retention areas, if required. The floor and slopes of any stormwater retention/detention area shall be planted in vegetation that is suitable and will thrive in hydric soils. The landscaping of the stormwater facility shall be incorporated with all on-site landscaping. A conceptual landscaping plan is required with the application for site plan review. Final landscaping and irrigation plan is required as element of civil construction drawings, with installation prior to occupancy. The refuse area must be large enough to accommodate a dumpster and recycle bin. Refuse areas must be screened with an enclosure of a material and design compatible with the overall architectural theme. A six foot wall or fence shall enclose any outdoor refuse collection point. The fence shall be a solid material such as wood or masonry. Traffic The City has adopted a Transportation Facility Charge (TFC) of $750.00 per PM peak trip. The Code provides a default table that the applicant can use to determine new PM trips generated. For a professional office, the trip generation rate is 3.06 per 1,000 square feet. This buildings previous use was a retail establishment. A credit should be issued for the existing traffic generation. To determine the projects impact and fee, use the following formula for the use proposed: ((Peak PM Trip Rate * Gross Floor Area)/1,000) * $750.00 =TFC Example: 3.06 x 1610 =4, 926.6:1, 000 = 4.93 x $750.00 = $3, 694.95 Credit previous retail. 2.4 x 1, 610 = 3, 864 = 1, 000 = 3.86 x $750.00 = $2, 898.00 Total: $3, 694.95 - $2, 898.00 = $ 796.95 If the applicant feels the proposed use would not generate the default number of trips as designated in the TFC Ordinance, and analysis prepared by a Washington State Licensed Engineer can be submitted to the City for review and consideration. SEPA An environmental checklist is not required provided the proposal does not create 4,000 sq. ft. or 20 or more parking stalls. Application and Process Site Plan Review, Chapter 17.84, is an administrative process. Minimum application requirements are located in Section 17.84.060 and are listed on the application form. A project of this size can expect completed review in approximately 12 to 14 weeks. Land use approval typically contains conditions of approval that the applicant must complete prior to receiving a building permit. Upon satisfactory completion of all conditions of land use approval, the applicant can submit building plans for approval. Proponent: Paul and Katrin Groschel Project: Relocate Physical Therapy Business to New Location Project Location: 514 Yelm Ave West Yelm, WA 98597 Water The proposed site is currently connected to the City of Yelm's water system. An existing 6" diameter water main is located in Longmire St SE and an 8" watermain is located in Yelm Ave West. This building is served by a 5/8"-3/4" water meter in the northwest corner of the lot. Currently the espresso stand is also served from this water service. If the water meter needs to be up graded to a larger size a fee will be required. The fee is based on the new meter size. Commercial water connections are based on a consumption rate of 240 gallons per day and are charged at a rate of $1,500 per a residential connection (fee subject to change) inside city limits. This existing building will be credited with one connection (240 gallons per a day). Additional water fees are payable at building permit issuance. Irrigation Meter: An irrigation meter may be installed for the purpose of irrigation. An approved backflow prevention device will be required for all landscape irrigation connections. Cross Connection Control: Washington State Department of Health, in WAC 246-290-490 states that all group A water systems with 1000 or more connections are required by the department of health to develop and implement a cross control connection program. This program requires all commercial buildings and irrigation systems to have a back flow prevention device installed on the water services. A list of approved devices can be located at the above referenced Washington Administrative Code. Sewer The proposed site is currently connected to the City of Yelm's STEP sewer system. This site is served by a 4" STEP sewer main located behind this building. On the proposed site is a 3,000-gallon shared sewer STEP tank behind the building. The general location is between the parking area and the residential buildings behind this project. At this time, it is not apparent if this tank will be large enough to support your intended building use, your licensed civil engineer must verify the tank size. Currently this tank is shared for two commercial buildings. This building also has a grease interceptor, size unknown. Your civil engineer will have to provide calculations to show if the current tank size is adequate. Commercial sewer connections are based on a consumption rate of 240 gallons per day and are charged at a rate of $5,269 per a connection (fee subject to change) inside city limits. An inspection fee of $145.00 per a connection will also be required. This building will be credited with one sewer connection. Additional connection fees are payable a building permit issuance. Fire All projects need to have fire protection for the buildings. When reviewing proposals or projects for compliance with the 1997 Uniform Fire Code (UFC) the following need to be addressed: Does the proposal have fire hydrant coverage? To meet this requirement the building must have coverage by fire hydrants. All parts of the buildings must be within 150' of a fire hydrant. Another means of meeting fire code may be by installing a fire sprinkler system or utilizing fire lanes for fire truck access. Stormwater Developments with over 5,000 square feet of impervious surface are required to provide stormwater facilities pursuant to the 1992 DOE Stormwater Manual. If stormwater mitigation is required the types of stormwater mitigation may be wet ponds, bioswales and filter strips. The stormwater disposal is 100% infiltration. There is 2 ways to accomplish this: open ponds and underground galleries. The open ponds are depressions that store stormwater and allow it to perk back into the underground aquifer. This project will be considered as a retrofit project and some stormwater controls will be required. The project engineer will have to design the stormwater facilities. Street Improvements The proposed use is considered a "change of use" from the previous owner/tenant; therefore frontage improvements will be required for this project. Yelm Ave West is classified as an "Urban Arterial" roadway. This classification of roadway will require the half street pavement section of the roadway to be 22' in width, concrete curb and gutter, planter strip and 5' sidewalk. The required right of way will be 36' in width. Longmire Street will be required to be improved to local access commercial. The half street improvements would include 18' asphalt, concrete curb and gutter, 6' planter strip and 5' sidewalk. These roadway improvements will be required before the building can be final for occupancy. ADA Requirements The American Disabilities Act required that facilities are ADA accessible. Facility improvements will have to meet current code. Review of these improvements will be determined upon further review of the civil and architectural plans. The landscaping of the stormwater facility shall be incorporated with all on-site landscaping. A conceptual landscaping plan is required with the application for site plan review. Final landscaping and irrigation plan is required as element of civil construction drawings, with installation prior to occupancy. The refuse area must be large enough to accommodate a dumpster and recycle bin. Refuse areas must be screened with an enclosure of a material and design compatible with the overall architectural theme. A six foot wall or fence shall enclose any outdoor refuse collection point. The fence shall be a solid material such as wood or masonry. Traffic The City has adopted a Transportation Facility Charge (TFC) of $750.00 per PM peak trip. The Code provides a default table that the applicant can use to determine new PM trips generated. For a professional office, the trip generation rate is 3.06 per 1,000 square feet. This buildings previous use was a retail establishment. A credit should be issued for the existing traffic generation. To determine the projects impact and fee, use the following formula for the use proposed: ((Peak PM Trip Rate * Gross Floor Area)/1,000) * $750.00 =TFC Example: 3.06 x 1610 =4, 926.6 _ 1, 000 = 4.93 x $750.00 = $3, 694.95 Credit previous retail. 2.4 x 1, 610 = 3, 864 = 1, 000 = 3.86 x $750.00 = $2, 898.00 Total: $3, 694.95 - $2, 898.00 = $796.95 If the applicant feels the proposed use would not generate the default number of trips as designated in the TFC Ordinance, and analysis prepared by a Washington State Licensed Engineer can be submitted to the City for review and consideration. SEPA An environmental checklist is not required provided the proposal does not create 4,000 sq. ft. or 20 or more parking stalls. Application and Process Site Plan Review, Chapter 17.84, is an administrative process. Minimum application requirements are located in Section 17.84.060 and are listed on the application form. A project of this size can expect completed review in approximately 12 to 14 weeks. Land use approval typically contains conditions of approval that the applicant must complete prior to receiving a building permit. Upon satisfactory completion of all conditions of land use approval, the applicant can submit building plans for approval. Until a complete application is made, the Community Development Department can only attempt to inform the applicant of general requirements as they appear in the form presented by the applicant at the time of pre-submission. Proponent: Paul and Katrin Groschel Project: Relocate Physical Therapy Business to New Location Project Location: 514 Yelm Ave West Yelm, WA 98597 Water The proposed site is currently connected to the City of Yelm's water system. An existing 6"diameter water main is located in Longmire St SE and an 8" watermain is located in Yelm Ave West. This building is served by a 5/8"-3/4" water meter in the northwest corner of the lot. Currently the espresso stand is also served from this water service. If the water meter needs to be up graded to a larger size a fee will be required. The fee is based on the new meter size. Commercial water connections are based on a consumption rate of 240 gallons per day and are charged at a rate of $1,500 per a residential connection (fee subject to change) inside city limits. This existing building will be credited with one connection (240 gallons per a day). Additional water fees are payable at building permit issuance. Irrigation Meter: An irrigation meter may be installed for the purpose of irrigation. An approved backflow prevention device will be required for all landscape irrigation connections. Cross Connection Control: Washington State Department of Health, in WAC 246-290-490 states that all group A water systems with 1000 or more connections are required by the department of health to develop and implement a cross control connection program. This program requires all commercial buildings and irrigation systems to have a back flow prevention device installed on the water services. A list of approved devices can be located at the above referenced Washington Administrative Code. Sewer The proposed site is currently connected to the City of Yelm's STEP sewer system. This site is served by a 4" STEP sewer main located behind this building. On the proposed site is a 3,000-gallon shared sewer STEP tank behind the building. The general location is between the parking area and the residential buildings behind this project. At this time, it is not apparent if this tank will be large enough to support your intended building use, your licensed civil engineer must verify the tank size. Currently this tank is shared for two commercial buildings. This building also has a grease interceptor, size unknown. Your civil engineer will have to provide calculations to show if the current tank size is adequate. Commercial sewer connections are based on a consumption rate of 240 gallons per day and are charged at a rate of $5,269 per a connection (fee subject to change) inside city limits. An inspection fee of $145.00 per a connection will also be required. This building will be credited with one sewer connection. Additional connection fees are payable a building permit issuance. Fire All projects need to have fire protection for the buildings. When reviewing proposals or projects for compliance with the 1997 Uniform Fire Code (UFC) the following need to be addressed: Does the proposal have fire hydrant coverage? To meet this requirement the building must have coverage by fire hydrants. All parts of the buildings must be within 150' of a fire hydrant. Another means of meeting fire code may be by installing a fire sprinkler system or utilizing fire lanes for fire truck access. Stormwater Developments with over 5,000 square feet of impervious surface are required to provide stormwater facilities pursuant to the 1992 DOE Stormwater Manual. If stormwater mitigation is required the types of stormwater mitigation may be wet ponds, bioswales and filter strips. The stormwater disposal is 100% infiltration. There is 2 ways to accomplish this: open ponds and underground galleries. The open ponds are depressions that store stormwater and allow it to perk back into the underground aquifer. This project will be considered as a retrofit project and some stormwater controls will be required. The project engineer will have to design the stormwater facilities. Street Improvements The proposed use is considered a "change of use" from the previous owner/tenant; therefore frontage improvements will be required for this project. Yelm Ave West is classified as an "Urban Arterial" roadway. This classification of roadway will require the half street pavement section of the roadway to be 22' in width, concrete curb and gutter, planter strip and 5' sidewalk. The required right of way will be 36' in width. Longmire Street will be required to be improved to local access commercial. The half street improvements would include 18' asphalt, concrete curb and gutter, 6' planter strip and 5' sidewalk. These roadway improvements will be required before the building can be final for occupancy. ADA Requirements The American Disabilities Act required that facilities are ADA accessible. Facility improvements will have to meet current code. Review of these improvements will be determined upon further review of the civil and architectural plans.
