The items remaining to be completed to bring the site into compliance are as follows: 1. The paving on the alley must be at least 2 inches thick. This will also require that the meter boxes located in the paving area be raised to provide access. 2. Stormwater treatment is required for all of the paved area. This will be accomplished by providing a "grassy swale" area adjacent to the bowling alley building, with the slope of the parking pavement and alley directed to this area. This area should provide some landscape features including grass and low shrubs. Also, stormwater treatment is required at the east end of the alley pavement. This can be accomplished by providing a small grassy swale off the edge of pavement, in front of where the garbage cans are currently located. 3. It is our understanding that the garbage cans will be kept adjacent to the building, and brought to the street on pick up days. In doing so, a refuse enclosure would not be required. 4. The entire parking area, and driveway entrance from the alley is to be paved and striped. Please provide a van accessible handicap parking stall nearest to the building. 5. The Community Development Department has agreed to reduce the required number of parking to 3 stalls. 6. Landscaping is required between the parking stall area and the alley. To receive Site Plan Review Approval, an amended site plan, which address the following issues will be required. The items on the site plan that need revision are: • The site plan must show the proposed access from 2"d street through the alley. A condition of approval will be that this alley be paved. . You are required to provide 4off-street parking stalls, one of which will need to be handicap van accessible. • Parking area will need to provide fora 23' drive lane, as well as space for vehicles to pull in and back out of their stalls. I have included some drawings for you to review. • You will need to block access to the adjoining property to the southeast. This may be achieved by the required 8-foot landscape buffer. • The site plan will need to provide an estimate on the amount of paving being installed, the grades needed to control stormwater, and the stormwater treatment. • You need to show that you can provide an approved slope for the handicap accessible ramp to your building. • Curbing or other vehicle blocking needs to be provided between the parking area and the gravel area you propose. • Your site plan shows vehicular access over the backflow prevention device. Does this have an approved load bearing cover? • Your site plan does not show the location of your sewer step tank. If the step sewer tank is located where vehicles travel, they will need to have load bearing covers. Please revise your site plan and submit it back to the Community Development Department to assure that your proposal can meet City requirements. The building has been leased to The Secret Garden, which began operation without benefit of a City of Yelm business license or Site Plan Review approval. Pursuant to the pre-submission conference held on January 14, 2004, which you attended along with City staff, a site plan review approval is required when the use of a property which does not meet present development standards changes from one use to another. It has been two months since the pre-submission meeting and almost 3 since you and the business owner were first notified of the requirement for a site plan review. As of this date, no application has been made, the business license has not been issued and the business continues in operation. The City of Yelm remains willing to work with you to obtain the necessary approvals to lease your building to The Secret Garden, but movement on your part needs begin soon to avoid enforcement action. Secret Garden owner, stylist and color specialist Dana Magee has long piannod for her own salon. "It's always been my dream, ever since I was a little girl," she said Counting Magee, the shop has two stylists and a nail techni- cian. "We're kind of an upper-scale salon," Magee said.
