BENZPRE (2) Pre-Application Meeting May 16, 2007 ***These comments are preliminary in nature and are not intended to represent final comments and or requirements for the City of Yelm. Until a complete application is made, the planning and/or public works department can only attempt to inform the applicant of general requirements as they appear in the form presented by the applicant at the time of pre-submission. Proponent: Cenex Supply & Marketing Representative: Fred Benz Project Proposal: New liquid propane distribution facility. Project Location: West side of Rhoton Road at the intersection of Rhoton and N.P. Road. Zoning: Industrial District (I), Chapter 17.40 Minimum Lot Size - 10,000 sq. ft. Setbacks: Front yard - 15' from R-O-W Rear Yard - 15' Side yard - 15' Parking: Chapter 17.72. 1 space per employee based on the greatest number of employees on a single shift, plus; one quare foot parking per square foot of display or retail area, plus; one space for each vehicle owned, leased or operated by the company. Loading: Chapter 17.72. None if the warehouse building is not being used. If the warehouse is used for the operation of the distribution facility, 2 loading areas are required for buildings between 5,000 and 25,000 sf. Traffic: The City has adopted a Transportation Facility Charge (TFC) of $750.00 per pm peak trip. The Ordinance provides a default table that the applicant can typically use to determine new pm trips generated by the purposed use. However, the closet category, Warehousing/Storage, does not provide an adequate relationship between the purposed use and the formula for new trips. The Warehousing/Storage rate is .74 per 1,000 sf of gross floor area. Staff will work with the applicant to determine the number of new trips and the appropriate TFC. SEPA: If the warehouse is proposed to be used as a part of the facility an environmental checklist is required for all buildings in excess of 4,000 sq. ft. Other: Thurston County Health Department Review for compliance with Hazardous Waste Ordinance. Please contact Donna Freier, Thurston County Environmental Health Department. In addition, Utilities and Transportation Commission, Hazardous Waste Section may need to review and permit the project. Please contact Ben Welch, 753-6423. Administrative process completed in approximately 6 - 8 weeks. The current fee schedule (attached) is being reviewed and will probably result in an increase in fees. The estimated date in which a new fee schedule would be implemented is late September or early October, 1996.
