RE: Mountain View Road Development
The Public Works Department has the following comments relative to the proposed site development located on Mountain View Road:
WATER:
The proposed site would need to connect to the City's water system. There is an existing 8” water line located on Mountain View Road. There is also an 8” line depicted along Sprague.
Water ERU's (equivalent residential units) are based on a consumption rate of 240 gallons per day and are charged at a rate of $1,000/ERU (fee subject to change) inside city limits.
Each residential unit would be charged one ERU, however, the proposed units are mutli-family units greater than four units and would receive a discounted ERU rate of .75 x $1,000 or
$750/ERU (see attachment). Additional ERU’s would be determined upon review of civil plans.
IRRIGATION METER:
An irrigation meter may be installed for the purpose of irrigation.
SEWER:
The proposed site will be required to connect to the City's sewer system. There is a 4” connection line available on West Yelm Avenue.
The proposed development falls in the Killion North LID District and has been assessed a total of 24 ERUS in the amount of $43,755.60. The ERU fee of $2,480 (fee subject to change) is
payable at time of building permit issuance. This fee is in addition to the LID assessment of $1,823.15/ERU, which is paid on an annual basis for 15 years.
The total number of sewer ERU’s required for this project is dependent on the type of development that occurs. Each residential unit (2/duplex) is charged one ERU.
The additional sewer ERU's (equivalent residential units) not related to the LID are based on discharge of 240 gallons per day and are charged at a current rate of $4,850/ERU payable
at building permit issuance.
FIRE:
Fire protection to the buildings must be provided per the Uniform Fire Code. There will be requirements for installation of fire hydrants. To be determined upon further review of plans.
STORM WATER:
If the proposed improvement is over 5,000 square feet of impervious surface there are stormwater treatment requirements per the D.O.E. Stormwater Manual.
STREET FRONTAGE:
There are frontage improvements required for this project. Frontage improvements along Mountain View Road NW shall be consistent with the section "Neighborhood Collector" per the City
of Yelm’s Development Guidelines (attached). Interior streets shall be consistent with the section “Local Access Residential”.
STREET LIGHTING:
As required per the City's "Development Guidelines".
ADA REQUIREMENTS:
To be determined upon further review of plans.

These comments are preliminary in nature and are not intended to represent final comments and or requirements for the City of Yelm. Until a complete application is made, the planning
and/or public works department can only attempt to inform the applicant of general requirements as they appear in the form presented by the applicant at the time of pre-submission.
