cc-080801 Hutnik Pre-Application Meeting Civil Comments Date August 8, 2001 ***These comments are preliminary in nature and are not intended to represent final comments and or requirements for the City of Yelm. Until a complete application is made, the planning and/or public works department can only attempt to inform the applicant of general requirements as they appear in the form presented by the applicant at the time of pre-submission. Proponent: South Bay Homes Project: Addition and Remodel of Hutnik Building Project Loc: Yelm Ave and Longmire St SE Water: The proposed site is currently connected to the City of Yelm’s water system. An existing 6” diameter water main is located in Longmire St SE and an 8” watermain is located in Yelm Ave. This building is served by a 5/8”-3/4” water meter in the northwest corner of the lot. This water meter size may not be sufficient for your intended use, however, must be verified by your civil engineer. Currently the espresso stand is also served from this water service, however the connection is from inside the building. Water hook-up fees are based on a consumption rate of 240 gallons per day and are charged at a rate of $1,000/240gpd (fee subject to change) inside city limits. At the time of application submittal you will be required to submit water usage calculations provided by a licensed civil engineer. The water fees will be calculated using the calculations provided. Sewer: The proposed site is currently connected to the City of Yelm’s STEP sewer system. This site is served by a 4” STEP sewer main located behind this building. On the proposed site is a 3,000-gallon sewer STEP tank behind the building. The general location is between the parking area and the residential buildings behind this project. At this time, it is not apparent if this tank will be large enough to support your intended building use, however, must be verified by your licensed civil engineer. Currently this tank is shared for two buildings. This building also has a grease interceptor. Your civil engineer will have to provide calculations to show if the current tank size is adequate. Sewer hook-up fees are based on a consumption rate of 240 gallons per day and are charged at a rate of $4,850/240gpd (fee subject to change) inside city limits. At the time of application submittal you will be required to submit sewer usage calculations provided by a licensed civil engineer. The sewer fees will be calculated using the calculations provided. Fire: Fire protection to the buildings must be provided per the Uniform Building Code. There is one existing fire hydrant on this site, however, additional hydrants may be required to meet current standards. This will be determined upon further review of the civil plans. The existing fire hydrant is located at the intersection of Yelm Ave and Longmire St SE. Stormwater: If the applicant increases the impervious surface by 5,000 square feet or more during the remodel, they will be required to provide stormwater facilities per the DOE Stormwater Manual. Preliminary Stormwater Report and conceptual plan must be submitted with land use application if this threshold is met. Street Improvements: At this time there are no frontage improvements required. If the applicant is intending to do tenant improvements that exceed 60% of the building value than this will trigger the frontage and street improvements. The approximate value of the building is $157,000.00. (60% of $157,000.00 is $94,200.00) If your tenant improvements exceed $94,200.00 than the street frontage improvements will be triggered. Please refer to the Yelm Development Guidelines for a description of the required improvements. Street improvements are not limited to the roadway sections shown in the Development Guidelines. Additional improvements identified in the TIA maybe necessary to mitigate the impacts of the development. Street Lighting: As required per the City of Yelm Development Guidelines. ADA Requirements: The American Disabilities Act required that facilities are ADA accessible. Facility improvements will have to meet current code. Review of these improvements will be determined upon further review of the civil and architecture plans. Hutnik 080801
